RE: APPROVE APPLICATION FOR 2025 EMERGENCY MANAGEMENT PERFORMANCE
GRANT (EMPG) AND AUTHORIZE CHAIR, OFFICE OF EMERGENCY
MANAGEMENT, AND INTERIM CONTROLLER TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2024 Emergency
Management Performance Grant (EMPG) from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Office of
Emergency Management, to the Colorado Department of Public Safety, Division of Homeland
Security and Emergency Management, commencing upon full execution of signatures, with
further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the 2024 Emergency Management Performance Grant
(EMPG) from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Office of Emergency Management, to the
Colorado Department of Public Safety, Division of Homeland Security and Emergency
Management, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair, Roy Rudisill, Director of the
Office of Emergency Management, and Chris D'Ovidio, Interim Controller, be, and hereby are,
authorized to sign said application.

Brief description of the problem/issue: Commissioners, the application period has opened for the 2025
Emergency Management Performance Grant. The application is an online application through EMGrants Pro,
this is the State grant portal for Homeland Security Grants. I'm requesting approval to complete the electronic
application and schedule a formal approval at a BOCC meeting prior to submission of the application.
Cheryl Pattelli is listed as the CFO and have approval authorization for all finical reports. I will manage the
grant and complete the required quarterly reporting. Chris D'Ovidio will have approval for reimbursement
requests.
The estimated grant funding is $91,496.00. This funding supports the OEM program and is utilized for salaries,
and other emergency management budgetary costs. Them is a 50% match for the grant funding and is a
reimbursement grant. The OEM budget includes funding for this match requirement.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Approve request to apply for grant funding. Deny application request, this would affect the OEM budget for
2024 as it would reduce grant funds by an estimated $91,496.00.
Recommendation:
Authorize electronic application and schedule this item for formal approval for a future BOCC meeting.
What options exist for the Board?
Consequences: By not applying for this grant, it will impact the OEM budget.
Impacts: Reduction of the OEM budget by $91,496.00
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Recommendation: Approve request and allow OEM to submit the application once the BOCC formally
approves the application.

Regarding the EMPG requirement for the implementation of the National Qualification System (NQS),
we note the following;
We do not plan to deploy EMPG-funded personnel for incidents outside of the State of Colorado
or to areas that would require a national qualification. This does not apply to our current or established
local agreements in helping peers and partner agencies within Colorado.
_X_ We do plan to deploy EMPG-funded personnel for incidents outside of Colorado or to areas that
require a national qualification. We will follow the NQS implementation plan for the State of Colorado
for any of our EMPG staff who initiates availability to deploy and have a record of qualifications to
provide at deployment.
