Resolution of Recommendation to the Board of County Commissioners

Summary of the Weld County Planning Commission Meeting
Tuesday, February 6. 2024
A regular meeting of the Weld County Planning Commission was held in the Weld County Administration
Building, Hearing Room, 1150 O Street, Greeley, Colorado. This meeting was called to order by Chair
Elijah Hatch, at 1:38 p.m.
Roll Call.
Present: Elijah Hatch, Skip Holland, Butch White, Michael Wailes, Pamela Edens, Michael Palizzi, Virginia
Guderjahn, Barney Hammond.
Absent: Shana Morgan.
Also Present: Kim Ogle, Chris Gathman, Molly Nelson, and Evan Pinkham, Department of Planning
Services, Lauren Light, Department of Environmental Health, Karin McDougal, County Attorney, and
Michelle Wall, Secretary.
Motion: Approve the December 5, 2023, Weld County Planning Commission minutes, Moved by Michael
Wailes, Seconded by Butch White. Motion passed unanimously.
Case Number: Ordinance 2024-01
Presented by: Evan Pinkham
Request: In the Matter of Repealing and Reenacting with Amendments, Chapter 8 Public Works of
the Weld County Code (Appendix 8-O - Functional Classification Map).
Evan Pinkham, Transportation Planner, Planning Services, gave a presentation to the Planning
Commission. He explained that the Functional Classification Map is used as the official future roadway
plan for the County and is one of the most important transportation planning tools associated with the Weld
County Transportation Plan. Mr. Pinkham explained the road classification definitions and went over
current and future right of way. His presentation included informational maps of future upgrades to Weld
County Roads including WCR 64.5, WCR 27, WCR 13, The Weld County Way, WCR 7, WCR 90, and WCR
21.
Mr. Pinkham said that the Board of County Commissions will be hearing the First Reading on Ordinance
2024-01 on February 26, 2024, the Second Reading on March 13, 2024, and the Third Reading on March
27, 2024.
Commissioner Edens asked Staff how many property owners were going to have a major roadway going
through their living rooms after increasing the right of way to 140 feet. Mr. Pinkham explained that the
Functional Classification Map is a tool to use for future planning so any future buildings will be built following
setbacks off the proposed new right of way. It does not affect any homes that are currently constructed. If
the decision to make a road an ultimate arterial standard it could potentially impact a structure or home.
Weld County always works with property owners to try and shift the roads where they can.
Commissioner Hammond asked why Weld County Way road is a priority when it is a new road. Mr. Pinkham
reiterated that this is a planning tool for the future so that future building would meet future setbacks from
the right of way.
Commissioner White said that future classification maps are not trying to direct traffic, but keep up with
traffic and look ahead to the future. Mr. Pinkham stated they follow trends as to what traffic has been and
use traffic model to predict where traffic is going in the future. Mr. Pinkham agreed and said this is a way
to avoid future issues by having the buildings already set back and notifying the public of future upgrades
that could happen 20 years down the road.

Commissioner Guderjahn asked Staff how many current property owners could be affected by the upgrades

today. Mr. Pinkham responded that he does not have a list of properties that would have
structures on the 20 -foot setback. Existing homes would be exempt from this change.
Commissioner Holland asked Staff if the County interfaces with the State on their counts on the roads.
Staff said theyinterface with the State on many different levels. They attend a lot of the same meetings
and go over the traffic issues. concerns and projects. Weld looks at CDOT's counts as well as their own.

tch asked when the County takes a right of way from a Collector Road to an Arterial Road
and the private
resident is losing 60 feet of usable area, are those individuals being compensated for that
they land. Mr.
Pinkham said are not compensated in that situation. The Chair stated that he would hope
the County will take compensation in consideration in cases like this.

asked if the County has any plans to upgrade the intersection at 83rd Avenue where it connects
to County Road 27 where it curves. The County had outlined improving that curve in their CIP for 2028.

County still has plans to improve the road.

process. Duringthe construction phase, the contact would be Don Dunker with Public Works. During the
planning phase, the contact would be himself, Evan Pinkham.
The Chair asked if there was anyone in the audience who wished to speak.
32801 County Road 27, Greeley, Colorado. Mr. Fiegal said he lives right at the intersection

Road 27 and Highway 392 where there is a lot of car accidents. He would like to know why 83

Avenue couldn't run south to County Road 27. Mr. Fiegal feels that would be a straight shot and that the pipelines
are running the same direction. He wonders why the road can't run along with the powerlines.
Dave
Mitchell, 32799 County Road 27, Greeley, Colorado. Mr. Mitchell said he has lived on his property
for 19 years.
When he first moved in he said he would come to the Commissioner hearings to listen to the
plans for CountyRoad 27. At that time the alignment would go through Bracewell Cove and would align
with County Road 27 on the north side of Highway 392. He feels like this is where the improvement should
be. When
he received the postcard in the mail, he was upset to find the plans for an arterial road right in
front of his house. He said when they get done with the alignment he can step off his front step onto the
roadway and that does not set well with him. Mr. Mitchell said there are currently about 12 private driveways
from the road
and wonders how safe that will be when they have to go from an arterial road. He is concerned
about his property value as well.
Kevin Schumacher, 12710 Shiloh Road, Greeley, Colorado. Mr. Schumacher said he is the President of
the Bracewell Subdivision and is speaking on their behalf. He wanted to voice their concerns living along
the cur
ve. Mr. Schumacher's home is right on the corner of the curve. Based on the traffic counts, there is
a car that ever
drives by 30 seconds. The subdivision is concerned about the future intent of changing
every
the road to an arterial road. There are accidents happening on that curve a couple times a week and he
said
he has to run out there to help; it takes Windsor's emergency vehicles about 12 minutes to arrive.
Joe Stricklin, 32550 County Road 27, Greeley, Colorado. Mr. Stricklin feels the simplest way that would
affect less people would be to go straight from 83rd to County Road 27. He said it would affect his home

either way, bu
t he would rather it go through his property then it affect 12 others going the way the County
has it planned.

Ty Woodworth, 32695 Bravo Point, Greeley, Colorado Mr Woodworth wants the Planning Commission
and Board of County Commissioners to take into consideration the safety of the people who live off County
Road 27 He said he realizes it would be more expensive to extend County Road 27 across Highway 392
to the south and then hooking up with 83rd Avenue, but what value can you put on the safety of the people
Mr Woodworth suggested putting a light at County Road 27 and Highway 392
Ken Schraeder 31552 County Road 27, Greeley, Colorado Mr Schraeder grew up in the area 1960s
Even back then with less traffic there were accidents along the curve He stated that the shortest distance
between 2 points is a straight line and it would eliminate the safety problem at the corner Mr Schrader
feels it would affect less property owners and be much safer
Jerry Marsh, 33175 County Road 27, Greeley, Colorado Mr Marsh said he has lived on his property for
14 years When they first moved in, they could hear a car drive down 392 every once in a while He said
it is totally ridiculous now He and his wife travel the back dirt roads to go places Mr Marsh said the main
concern needs to be safety Highway 392 is unsafe and is a disaster
Allisa Woodworth, 32695, Bravo Point, Greeley, Colorado Ms Woodworth says that she has to leave
really early to take her children to school She turns left, heading west, onto County Road 27 and then left
onto Highway 392 Ms Woodworth said there are days they wait 25 to 30 minutes before she can even
turn She has almost been hit by trucks or other vehicles and it is extremely dangerous intersection Ms
Woodworth said the school bus will sometimes be 50 minutes late coming home from school due to traffic
or accidents She said people drive too fast, some people are impatient and try to U-turn in the road, and
vehicles end up off the side of the road
Mr Pinkham' addressed the public's concerns of safety The County has plans to remove the offset and
put in turn lanes at the intersection, of Highway 392 and County Road 27 He said they do for see this
intersection needing a traffic signal in the future Both of these areas are highly prioritized with the County's
CIP
Mr Pinkham said the County did look at bringing County Road 27 straight north but based on cost and
other considerations including utilities, the canal, current homes and structures, and power poles they
decided not to construct County Road 27 straight in the section line
Mr Pinkham addressed the concerns of how many homes will be taken out with these proposed
improvements He said the County does not plan on widening County Road 27 and doesn't see that will
happen for several years The plans are for a 2 -lane alignment on both County Road 27 and Highway 392
Mr Pinkham is not aware of any homes that will be affected by the proposed alignment
Commissioner Edens asked Mr Pinkham what these residents would have to do to get a traffic light at the
intersection of Highway 392 and County Road 27 Mr Pinkham said a Signal Warrant Analysis will need
to be conducted and the roadway will need to be realigned They will have to work with CDOT to get that
included with their CIP She asked if the public would contact Weld County or CDOT to get going on the
traffic light Mr Pinkham said it would be the County's project, while coordinating with CDOT
The Chair asked Mr Pinkham why the County has not moved forward with making improvements on the
curve prior to the proposed reclassification Mr Pinkham explained that the County did have plans to
improve that roadway but they were approached by the City of Greeley to take that project over later in the
year Mr Hatch asked if the County could set aside the proposed reclassification of the Bracewell section
of the roadway until the City of Greeley does annex and complete the improvements since it does seem to
be a valid concern of the residents Mr Pinkham said he does understand the timing and would take that
into consideration He explained they do their future planning every 2 to 3 years so they plan ahead Mr

Commissioner Holland asked Mr Pinkham what would happen if the Planning Commission didn't
recommend approval of this Ordinance Mr Holland stated that he feels the safety issues should be
addressed by either the County or the City of Greeley before the proposed changes move forward to the
Board of County Commissioners Mr Holland asked Mr Pinkham if he feels Weld County has properly
addressed the safety issues and their plans Mr Pinkham replied that he feels comfortable moving forward
with the proposed Ordinance to the Board of County Commissioners He does understand everyone's
concerns Commissioner Holland asked if the City of Greeley and Weld County are in agreement to move
forward with these future plans Mr Pinkham said yes
Ms McDougal, Weld County Attorney, explained to the Planning Commission that if they choose to make
a recommendation, they may do so However, that does not change the scheduled 3 -Reading Process
with the Board of County Commissioners She explained the County Commissioners would take their
recommendation into consideration Public comment is allowed at all 3 Readings
Ms McDougal also explained that changing the classification map is changing the designation of a road
which allows the County to look at what needs to be done to improve future safety planning The County
does understand that safety needs to be addressed Ms McDougal encouraged those who came today to
come express their concerns with the County Commissioners
Commissioner Wailes established with Mr Pinkham that the Planning Commission was only looking at the
Functional Classification Map, and how the alignments of the roads would be classified Mr Pinkham said
that is correct
The Chair explained to the Planning Commission that they could make a recommendation to the Board of
County Commissioners if they chose to or they can just make comments or suggestions Ms McDougal
explained that the Ordinance could be handled as informational, the Readings will move forward with the
Board of County Commissioners as scheduled She also explained to the Planning Commission that they
can make a recommendation for approval or denial so they can make comments on record to the Board of
County Commissioners

Commissioner Palizzi said that he thinks the alignment location of County Road 27 should definitely be
looked at
Commissioner Hammond said the County should take serious consideration on straightening the County
Road 27 out and getting rid of the curves If they cannot do that, the County should have detailed language
on the reasoning that it cannot be done Mr Hammond said there should be reasons better than cost,
moving power poles, and a ditch crossing He said if you can get rid of 2 conies by making a straight line,
it makes common sense Mr Hammond said if it saves one life and improves the residents' quality of life,
a price can't be put on that He suggested that the County and City of Greeley could work together and
split some of the cost on improving that area
Commissioner Holland said he strongly agrees with the comments made previously before his He feels
the safety of these roads is very critical

24,000 mineral acres between Highway 34 and 1-76 The proposed tower will be located strategically to
allow communication to the 141 wells

Wells replied the applicant is going to allow colocation by going through an application process

will establish a native dryland pasture Sheep will graze under the panels The projects will produce the
equivalent of the annual electricity consumption of about 1,650 homes Mr Daughton explained that the
landowners can lease a portion of their land to provide a stable income for years to come
The Chair asked what Cloudbreak is doing to alleviate the issue of climate weather pattern changes that
can happen above the solar garden due to the heat exchange produced from the site Mr Daughton
explained that is an issue that can happen when a pasture is not planted underneath the panels By having
the pasture, it generates a microclimate
The Chair asked if there was anyone in the audience who wished to speak for or against this application
Bunny Noland, 13750 Highway 392, Greeley, Colorado Ms Noland said that she lives directly across from
this site She is not opposed to the project, she just would like a couple questions answered Ms Noland
would like to know what would happen if a child touched a panel She also would like to know which
direction the panels will be facing Ms Noland said she spoke to the applicants about putting up a fence,
but wonders if a berm would be possible instead There has been 2 fatal accidents near her home and
wonders if a berm would prevent vehicles from ending up in the field
Wesley Aragon, 13600 Highway 392, Greeley, Colorado Mr Aragon said he is in support of project He
thinks it is better than a bunch of homes being built there
Jeff Thomas, 15251 County Road 86, Pierce, Colorado Mr Thomas said that he is in favor of solar and
has a signed a solar exploratory lease on his own property He believes we should remember that Weld
County's heritage is agriculture If water is available to a property then use it for agriculture If there are
no water rights, he believes we should explore these options and help the community
Mr Daughton addressed Ms Noland's questions He said he hopes a child would never get past the 8 -
foot fence, as well as the other gates, but the panels are safe to touch The units do have a rapid shut
down in case of fire or other emergencies The panels will be in rows going north/south and the panels will
follow the sun from the east to the west Mr Daughton said the Noland's will be looking down the rows
The fence line is about 85 feet from the road He doesn't think a berm would be an option in this case
because of drainage issues Mr Daughton feels they do support agriculture by having the native dryland
pasture and grazing sheep

of the Weld County Code
The Functional Classification Map is a component of the Weld County 2045 Transportation Plan
and is a key tool to allow for cost effective future roadway construction projects. It identifies
future right-of-way width on Weld County's roadway system, which determines the setback
distance for structures being built in Weld County. The future right-of-way widths are based on
the roadway classification, which are identified below. Setbacks for buildings are 20 feet from
the future right-of-way reservation, identified on the Functional Classification Map.
• Arterial: 140 feet. Arterials may include planned roundabouts or other traffic features
that necessitate expanded road right-of-way width as shown in arterial studies
adopted by the Board of County Commissioners by resolution. The minimum right-
of-way for WCR 29 between SH 392 and WCR 100 is 100 feet, except at the
following intersections it is 140 feet: SH 392, CR 74, SH 14, CR 90, CR 100.
• Collector: 80 feet.
• Local: 60 feet. All roads maintained by Weld County have a minimum of 60 feet of
road right-of-way.
The Weld County 2045 Transportation Plan recommends that the Functional Classification Map
be reviewed every two to three years and will be amended by the Board of County
Commissioners, as needed. The last update to the map was completed in 2020. Staff has
reviewed the adopted Functional Classification Map, and recommends that the following
changes be made:
• Remove roadways that were annexed since the 2020 update.
• Upgrade WCR 64.5 from Collector to Arterial around the Bracewell Curve. Upgrade
WCR 27 from Local to Arterial (from WCR 64.5 to SH 392). Identify the planned
future Arterial alignment of WCR 27 north of SH 392.
• Identify the future Arterial alignment of WCR 13 south of WCR 50.

Members of the Weld County Board of County Commissioners
We are writing to express our opposition to the reclassification of WCR 64 5 from the
"Bracewell Curve" to WCR 27 and the reclassification of WCR 27 from the intersection with
WCR 64 5 to Hwy 392 We are opposed to these reclassifications being made before the
alignment of County Road 27, as it intersects Hwy 392, is determined The main reason for
our opposition is the concern over safety of the Bracewell Curve We do not like the idea of
farmland being converted to a roadway, but Weld County needs to address this extremely
dangerous curve
We understand situations and priorities change over time, but the Two Rivers Parkway/
Weld County Road 27 Alignment, as proposed in 2008, which would extend County Road
27/83" Avenue straight north from the Bracewell Curve to Hwy 392, should continue to be
given consideration
There are several reasons why extending County Road 27 to the north to cross Hwy 392
and meet the already existing County Road 27 on the north side of Hwy 392 would increase
safety along this stretch of roadway
Safety of the Bracewell Curve — No improvements have been made to this curve in
probably 50 years or more except for the addition of a few road signs The most recent
signage added near the curve is a memorial sign for a young man who was killed in
September 2022 Numerous other lives have been lost over the years as evidenced by
several crosses and memorial markers near the curve Removing the curve and turning
this into a straight roadway would increase safety of County Road 27 dramatically
Weld County Sheriff's Office Daily Call Report —As you can see by the Sheriff's Call
Report attached, there is an accident with injuries of varying levels of severity on average
about every two and a half weeks Please see attached report beginning in September
2022 when there was a fatality on the curve and ending this month. There were
approximately 41 car accidents on the curve during this 17 -month time period. `
Safety of the Intersection of WCR 27 and WCR 64.5 - Once around the curve, another
potential safety issue is encountered with the existing intersection of WCR 27 and 64 5 It
can be difficult to see when entering the intersection, but more importantly, when a train is
crossing WCR 27, traffic backs up and there is no space to accommodate waiting traffic on
the south side of the tracks. Relocating this rail crossing with WCR 27 extended
straight north would improve safety associated with the railroad tracks.
Safety and Number of Private Access Roads along the current WCR 27 — Travelling
north from the intersection of WCR 27 and WCR 64 5, there are at least twenty
driveways/access points that would exist along the arterial roadway See attached map
These are residential driveways with blind spots due to hills and other existing conditions
Property owners are already feeling unsafe due to the dangerous conditions involved with
accessing their own driveways along WCR 27 due to increased traffic How many
accidents have been caused because someone is trying to turn into their driveway and the
car(s) behind them are not paying attention? There are too many access points along
the existing WCR 27 as a local roadway to create a safe arterial.
Safety of Current Intersection at SH 392 and WCR 27- It is difficult to access SH 392
from WCR 27 most of the day and especially difficult during peak times The small hill to
the east of the intersection causes problems with being able to see oncoming traffic and
when a car is waiting to turn left onto WCR 27 from SH 392, accidents have occurred as
drivers do not anticipate the line of cars just over the hill as they are travelling west See
attached Weld County Sheriff's Office Daily Call Report Taking WCR 27 straight north
from the Bracewell Curve to meet with the existing WCR 27 at SH 392 would be a
safer option as the existing roadway sits at the top of the crest of the hill. In addition,
a stoplight is absolutely necessary at the intersection of SH392 and WCR 27.
Approximately nineteen car accidents have occurred at the intersection in the last
eleven months.
Safety of Agricultural Users — In addition to access roads that serve as driveways, there
are additional access roads along WCR 27 that serve agricultural and oil and gas users
There is active farming and dairy operations in the area along WCR 27 and WCR 64 5 The
increased traffic has made it more difficult and much more dangerous for farmers to move
their equipment along the roads Tractors, combines, and large hay balers move slowly and
drivers are already impatient (and disrespectful) with these users Changing a roadway
from local to arterial and adding additional traffic along a roadway with many
residential as well as agricultural access points just increases the possibility of
accidents.
Proposed Residential Developments Within 2.85 miles of the Bracewell Curve on
WCR 27 — Of great concern is the continued development in the Northern Colorado area, in
general, and especially as related to WCR 27 The attached map from a recent "West
Greeley Community Meeting" shows four proposed housing developments which start on
the north side of 10th Street and extend north as far as County Road 62/F Street These
four housing developments, Poudre Heights, Lake Bluff, The Cache, and Schneider Farms,
are located within 2 85 miles of the Bracewell Curve and could add as many as 7,599 new
residential units to the area All of these units will be located within the Windsor School
District
Where will the new residents of these developments be travelling'? If just a fourth of these
units have one person travelling WCR 27 it could increase the daily traffic county by close to
2,000 cars Traffic counts are already at 2,830 per day along WCR 27 which translates
to one car going around the dangerous Bracewell Curve every 30 'seconds Adding
inexperience drivers travelling to school in the morning and returning home after school
functions in the evening, and this becomes a very dangerous mix Adding more traffic
and adding inexperienced student drivers without addressing the hazard of the
Bracewell Curve creates the potential for more accidents on the curve and is of
serious concern.
Annexation'by City of Greeley — Related to this road reclassification is the suggestion that
WCR Road 27/83rd Avenue from the river north and WCR 64 5 around and past the curve
could be annexed by Greeley What is the intent of the City of Greeley to annex this
roadwa'y' The purpose might be to "clean up" some road maintenance issues and
confusion, but we are rural in this area and would prefer to stay rural Could an agreement
' be put into place to simplify snow plowing responsibilities? I would caution the Weld County
Commissioners on granting the petition for annexation of these roadways, it doesn't feel
right We are rural with agricultural fields, oil and gas operations, and gravel pits Please
leave this area rural and don't allow the City of Greeley to annex the roadways of
WCR 27 and WCR 64.5.
If you don't drive 83rd Avenue/County Road 27 northwest of Greeley regularly, please take a
drive and observe the roadway activity firsthand Be sure to travel north around the
' Bracewell Curve at the same time that a semi- truck loaded with gravel is coming south and
experience the white -knuckle fear of passing this truck as he veers over into your lane on
the curves Please give this reclassification more consideration before making a final
decision
We understand a petition has been started and has collected over 100 signatures so far
Please listen to the users of this roadway and the concerns of the citizens of this

Identifying the planned future Arterial alignment of WCR 27 north of SH 392
Members of the Weld County Board of County commissioners,
We understand the need for improvements in the roads listed above for safety purposes. We are
residents on a 100 -year -old operational family farm along WCR 27 north. We are opposed to creating an
Arterial Road on WCR 27 north. In addition to multiple farms, there are 10 residential properties from
SH 392 north to WCR 72, which are already close to the existing Local road.
WCR 27 north comes to a dead end at WCR 76. Also, it is a dirt road from 74 to 76.
There are already other connecting roads from SH 392 to WCR 74, many of which reach SH 14. These
include the heavier traveled roads, WCRs 23, 31, 33, 35, and 37 which lie between SH 85 and the
Severance turn off. Creating another avenue for increased traffic along agricultural land, only serves to
impede the current agricultural operations and decrease the property value and quality of life of the
current residents.
There is no need to create an Arterial along WCR 27 north.
It is understandable that changes need to be made to improve safety. However, changing WCR 27 north
from Local to Arterial would only increase traffic.

Classification Map, of Chapter 8, Public Works,
of the Weld County Code
The Functional Classification Map is a component of the Weld County 2045 Transportation Plan
and is a key tool to allow for cost effective future roadway construction projects. It identifies future
right-of-way width on Weld County's roadway system, which determines the setback distance for
structures being built in Weld County. The future right-of-way widths are based on the roadway
classification, which are identified below. Setbacks for buildings are 20 feet from the future right-
of-way reservation, identified on the Functional Classification Map.
• Arterial: 140 feet. Arterials may include planned roundabouts or other traffic features
that necessitate expanded road right-of-way width as shown in arterial studies adopted
by the BOCC by resolution. The minimum right-of-way for WCR 29 between SH 392
and WCR 100 is 100 feet, except at the following intersections it is 140 feet: SH 392,
CR 74, SH 14, CR 90, CR 100.
• Collector: 80 feet.
• Local: 60 feet. All roads maintained by Weld County have a minimum of 60 feet of
road right-of-way.
The Weld County 2045 Transportation Plan recommends that the Functional Classification Map
be reviewed every two to three years and will be amended by the BOCC, as needed. The last update
to the map was completed in 2020. Staff has reviewed the adopted Functional Classification Map,
and recommends that the following changes be made:
• Remove roadways that were annexed since the 2020 update.
• Identify the future Arterial alignment of WCR 13 south of WCR 50.
• Upgrade The Weld County Way from Local to Collector.
• Upgrade WCR 7 north of WCR 26 from Collector to Arterial.

• Upgrade WCR 90 between WCR 13 to WCR 29 from Local to Collector.
• Upgrade WCR 21 between SH 66 and WCR 32.5 from Local to Collector.
Since the presentation of the Functional Classification Map update at the February 6th Weld County
Planning Commission, staff has conducted a public meeting regarding proposed changes to the
map. Several comments from the public given during the public meeting, the Planning Commission
meeting, and written correspondence were in reference to the proposed changes to WCR 27. Staff
has reviewed all the comments received regarding WCR 27 and has met with staff from City of
Greeley and the Colorado Department of Transportation (CDOT), to review proposed
improvements to WCR 27. Staff has discussed internally, and wish to not include the following
map update in this round of Functional Classification Map updates:
• Upgrade WCR 64.5 from Collector to Arterial around the Bracewell Curve. Upgrade
WCR 27 from Local to Arterial (from WCR 64.5 to SH 392). Identify the planned future
Arterial alignment of WCR 27 north of SH 392.
Weld County staff will continue to analyze the realignment of WCR 27 at SH 392, and will present
the staff preferred alignment, as well as alternate alignments to the BOCC during the 2024 Capital
Improvement's Plan (CIP) meeting. Ultimately, the BOCC will select the preferred alignment for
the improvements, as well as the timing of improvements through the CIP meeting. Staff is
compiling a list of email addresses from members of the public and will provide updates to the
citizens that iave showed interest in the realignment of this intersection.

maps of the proposed updates.

This letter is in regards to the impact of the ordinance listed above on WCR 27 North.
I understand there is a vote tomorrow on plans for the alignment of WCR Rd 27 North and South along
Hwy 392. I will be unable to attend in person, but am very concerned about the potential impact of a
design which brings increased traffic to WCR 27 North. In the plan using the west alignment, the curve
ends at WCR 27 directly in front of our farm operation entrances.
We are a farm family and currently operate a 100+ year -old Weld County farm along WCR 27 north
which is primarily bordered by agriculture. In addition to farms, there are 11 residential properties from
SH 392 north to WCR 74, many which are already close to the existing road, WCR 27 North. WCR 27
north comes to a dead end at WCR 76. Also, it is a dirt road from 74 to 76. At the intersection of WCR 27
and 70, the road makes a bend apparently due to a surveyor correction realignment. This jog in the road
leads to multiple accidents each year. We have had cars upside down in the gutters, both north and
south of the intersection, power poles sheared off, and surface irrigation pipe ruined. On the west side
of the intersection, a diversion box that is most likely over 120 years old is used to divide water for the
Tigges and the Hergert farms. Irrigation water structures are on 3 corners of the 27-70 intersection.
Already, the traffic has increased and multiple accidents occur on this stretch of road. Please consider
lowering the speed limit to 35 now, as was done on WCR 23 South of 392.
As you plan for increasing developments, PUDs, in West Greeley which are in Windsor or Severance
school districts, please consider the impact on the short cut roads of WCR 27 S and N. Is there another
alternative to get people to their intended destinations without using these small agricultural bordered
roads?
These small roads, 27 S and 27 N, are not destination roads for the majority of the travelers, merely a
"shortcut" to their final destination, of which I feel is Severance, Windsor or Eaton.
Could there be a study to determine where the bulk of the traffic that takes the "shortcut" is headed or
could there be thought regarding roads or avenues that would take the motorists more directly to their
intended destination?
There are already other connecting roads from SH 392 to WCR 74, many of which reach SH 14 These
include the heavier traveled roads, WCRs 23, 31, 33, 35, and 37 which lie between SH 85 and the
Severance turn off
We support improvement of turn lanes to and plans that discourage the formation of large, dangerous
pot holes A stoplight could be helpful
It is understandable that changes need to be made to improve safety Please avoid creating plans which
encourage increased traffic along already dangerous roads

We understand there is a vote tomorrow on plans for the alignment of WCR Rd 27 North and South
along Hwy 392. We only became aware of this meeting from a neighbor who has diligently worked to
discover informatior about these changes. We are dismayed by the lack of transparency about
changes that will afct us every day and could change our property value quite negatively. Never
have we received a letter or other notification about proposed changes, and we have lived on county
road 27 North for o‘ er 30 years. We also am deeply concerned that at some time in the past, again
without any notice the designation of CR 27 changed from local to arterial and with that designation
the right of way was doubled so that now the right of way literally includes half of our property. How
can this kind of thing happen without any notification?
We agree that safet' on all roads is a concern and something that needs to be addressed, but a
change that will bring more traffic to CR 27 both North and South does not seem to encourage
safety. It seems the t most of the traffic using CR 27 take it as a short cut and that curving around to
make the North and South sections of CR 27 meet will only serve to increase traffic along both
sections and increase the danger where CR 27 North meets CR 74. At CR 74 it is difficult to turn
West safely onto CF: 74 due to a curve and hill that combine to make a blind spot to the East. Having
more traffic will increase the accidents there and just shift the safety problem North from HWY 392.
County Road 27 dead ends at CR 74 and you are already looking for a way to fix the big jog it takes
at HWY 392, so per laps putting time, effort and money into a more viable alternative would work
better. If CR 23 or C 1,33,35 were to be improved, a good deal of the traffic that is now trying to use
CR 27 would shift or►er to a road that is strait and runs all the way to HWY 14.
We support safety on our roads and using stop lights, round abouts, lower speed limits, turn lanes,
acceleration lanes, f.traightening out curves and other such things make sense, but encouraging
more traffic on roads that have inherent flaws for traffic does not make as much sense as working to
move traffic to a road which can improved to carry traffic more efficiently. (CR 23,31,33,35)
If you build it in the right spot, they will use it.

I understand there is a note tomorrow on plans for the alignment of WCR Rd 27 North and South along Hwy 392 I will be
unable to attend in person, but am very concerned about the potential impact of a design which brings increased traffic
to WCR 27 North In the plan using the west alignment, the curve ends at WCR 27 directly in front of our farm operation
entrances
We are residents on a 1130 -year -old operational family farm along WCR 27 north which is primarily bordered by
agriculture In addition -to farms, there are 11 residential properties from SH 392 north to WCR 72, many which are
already close to the existing road, WCR 27 North
WCR 27 north comes tc a dead end at WCR 76 Also, it is a dirt road from 74 to 76 For this reason, among others, it
seems impractical to direct additional traffic onto this road Already, the traffic has increased, and multiple accidents
occur on this stretch of road, especially where the road curves near County Road 70
As you plan for increasilg developments, PUDs, in West Greeley which are in Windsor or Severance school districts,
please consider the impct on the roads of WCR 27 S and N Is there another alternative to get people to their intended
destinations without using these small agriculturally bordered roads?
Also, I ask that you please consider the impact this will have on the farming operations along these roads Each portion
of 27 is regularly traversed by very large farm equipment and machinery This is already difficult with the increased
traffic By altering the wads so that the traffic burden is further increased, you create the potential for additional
hazards as the farmers attempt to navigate around more and more traffic
Since these small roads_ 27 S and 27 N, are not destination roads for the majority of the travelers, who are primarily
travelling to or from Severance, Windsor, Eaton or Greeley, perhaps there could be thought regarding roads or avenues
that would take the mo:orists more directly to their intended destination?
One option is to abandcn Roads 27 N and S as through roads since these do not run all the way through to any of the
major towns where people are travelling Additionally, there are already other connecting roads from SH 392 to WCR 74,
many of which reach SI-14 These include the heavier traveled roads, WCRs 23, 31, 33, 35, and 37 which lie between SH
85 and the Severance turn off
We support improvement of turn lanes to and plans that discourage the formation of large, dangerous pot holes A
stoplight could be'helpEll
It is understandable that changes need to be made to improve safety, however we ask that you please avoid creating
plans which encourage increased traffic along already dangerous roads
