HomeMy WebLinkAbout20240738.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, APRIL 1, 2024 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 1, 2024, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Kevin D. Ross, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Mike Freeman Commissioner Scott K. James — EXCUSED Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli El MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of March 18, 2024, as printed, Commissioner Buck moved to approve. Commissioner Freeman seconded the motion and it carried unanimously. AMENDMENTS TO AGENDA: Commissioner Saine moved to amend the Agenda to remove the 15 -minute time limit and vote provisions under `Public Comment'. There being no second, the motion failed. There were no additional amendments to the Agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion and it carried unanimously. PROCLAMATIONS: 1) NATIONAL PUBLIC HEALTH WEEK - APRIL 1-7, 2024: Chair Ross read the proclamation for the record. Jason Chessher, Director of the Department of Public Health and Environment, thanked the Board for their support and recognition of National Public Health Week, stated the citizens of Weld County benefit from various services cited for the record, and expressed his appreciation for staff choosing to make Weld County their employer of choice. Each Commissioner, in turn, expressed the importance of public health care services and the inspirational care and compassion staff provide with dedication to serving the citizens of Weld County. Minutes, Monday, April 1, 2024 Page 1 2024-0738 BC0016 2) COMMUNITY COLLEGE MONTH - APRIL 2024: Chair Ross read the proclamation for the record. Dr. Leah Bornstein, President and Chief Executive Officer (CEO) of Aims Community College, expressed her appreciation for the recognition and support from the Board, and explained Aims Community College (Aims) is proud to serve northern Colorado communities through higher education. She highlighted the completion of their five (5) -year strategic plan and shared several upcoming projects in their three (3) -year strategic plan, such as the Aims Workforce Innovation Center (AWIC) and is hopeful of Alquist being the anchor tenant. Dr. Bornstein shared the Aims Board of Directors approved an Airframe and Powerplant Maintenance Program to round out the Aviation Echo System to be part of the flight training center at the Loveland Community Airport, as well as partnerships with Sunrise Health to create a Student Health and Wellness Center located on the Greeley campus. David Gallegos, Aims student and Student Government Association Vice President of Academic Affairs, expressed his pride in being an ACC Aardvark and his excitement for the growth and innovation happening at the college. In turn, each Commissioner expressed they support Aims and it's diverse higher education opportunities. (Clerk's Note: The group gathered fora photo opportunity.) 3) FAIR HOUSING MONTH - APRIL 2024: Chair Ross read the proclamation for the record. Elizabeth Relford, CDBG Project Manager, commented the Federal and State Housing and Urban Development (HUD) programs have been working for many years to inform people of their rights to obtain fair housing, and thanked the Board for the opportunity to be recognized. She stated she is pleased to see more and more applications being submitted for consideration for approval through the Board, and indicated she is grateful for the opportunity to work with local municipalities regarding fair housing and the quality of life for Weld County residents. Ms. Relford stated the theme this year is, "Fair Housing: The Act and Action" and further stated HUD has an opening ceremony scheduled for April 11, 2024, from 12:00-1:30 p.m. Cynthia Martin, CDBG Analyst, thanked the Public Information Office (PIO) for their four (4) -post series highlighting the various aspects of fair housing laws. In turn, each Commissioner commended Ms. Relford and Ms. Martin for their efforts in providing fair housing to the citizens of Weld County. (Clerk's Note: The group gathered fora photo opportunity.) ' 4) CHILD ABUSE PREVENTION MONTH - APRIL 2024: Chair Ross read the proclamation for the record. Jamie Ulrich, Director of the Department of Human Services, gave her appreciation to the Board for their continued support and stated, annually since 1983, April is designated nationally to highlight the need for communities to come together to support child abuse prevention, with this year's theme being, "Building Community, Building Hope." Ms. Ulrich stated she is thankful for the strong and enduring collaboration efforts with the goal of strengthening our community and keeping children safe. Ms. Ulrich stated the department served 199 families last year, through their internal prevention team, and shared a new focus for the team called "The Lighthouse," which is the family navigation and support team. She recognized her staff for the record. In turn, each Commissioner gave their sentiments and expressed their gratitude for the calling of individuals who advocate for the children of Weld County. (Clerk's Note: The group gathered fora photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - MARCH 29, 2024: Commissioner Freeman moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion and it carried unanimously. El BIDS: 1) PRESENT BID #B2300066, IT PRINT MANAGEMENT SOLUTION — DEPARTMENT OF INFORMATION TECHNOLOGY: Toby Taylor, Purchasing Department, stated three (3) bids were received and staff will make a recommendation on April 15, 2024. Minutes, Monday, April 1, 2024 Page 2 2024-0738 BC0016 2) PRESENT BID #62400062, VMWARE MAINTENANCE PS — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated five (5) bids were received and staff will make a recommendation on April 15, 2024. 3) PRESENT BID #62400064, CONCRETE - DEPARTMENT OF PUBLIC WORKS: Mr. Taylor stated one (1) bid was received and staff will make a recommendation on April 15, 2024. NEW BUSINESS: 1) CONSIDER CONTRACT ID #7960 AMERICAN RESCUE PLAN ACT (ARPA) GRANT AGREEMENT FOR CASE MANAGEMENT AGENCIES (CMA) CARE AND CASE MANAGEMENT (CCM) STABILIZATION SUPPORT GRANT PROJECT, AND AUTHORIZE CHAIR TO SIGN ELECTRONICALLY: Jamie Ulrich, Director of the Department of Human Services, stated the agreement is for the department's new Case Management Agency (CMA) American Rescue Plan Act (ARPA) funds for transition support and start-up, implemented on March 1, 2024. She shared the funding amounts to $132,000.00. Commissioner Buck moved to approve said agreement and authorize the Chair to sign electronically. The motion was seconded by Commissioner Freeman, and it carried unanimously. (Clerk's Note: The title of this item of business was changed post meeting.) 2) CONSIDER CONTRACT ID #7953 AMENDMENT #1 TO INTERGOVERNMENTAL AGREEMENT FOR IMPROVEMENTS TO CRS 74 AND 33 INTERSECTION ROUNDABOUT PROJECT, AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Michael Bedell, Department of Public Works, stated the County Roads (CRs) 74 and 33 intersection roundabout project is complete and open to traffic, and as a result of the original contractor, Lawson Construction, being terminated, the Colorado Department of Transportation (CDOT) is requiring the County also terminate CDOT's intergovernmental agreement via this amendment to the term dates. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign and submit electronically. The motion was seconded by Commissioner Buck and it carried unanimously. le 3) CONSIDER TEMPORARY CLOSURE OF CR 44 BETWEEN CR 35 AND U.S. HWY 85: Kevin Hettinger, Department of Public Works, presented the closure on behalf of Jalisco International, Inc., which will go from April 2, 2024, through May 3, 2024, for completion of the final restorations of tying in the Colorado Department of Transportation's (CDOT) overpass project. He stated the detour route remains the same, which is paved. Commissioner Buck moved to approve said temporary closure. The motion was seconded by Commissioner Freeman, and it carried unanimously. El 4) CONSIDER CONTRACT ID# 7987 ACCEPTANCE OF STANDARD BUSINESS ACCOUNTS TERMS AND CONDITIONS, AND APPROVE AMENDMENT #1 FOR SINGLE -SOURCE PURCHASES FOR OFFICE SUPPLIES THROUGH COOPERATIVE AGREEMENT, AND AUTHORIZE CHAIR TO SIGN - AMAZON.COM SERVICES, LLC: Toby Taylor, Purchasing Department, stated a proposal was presented to the Board for utilizing Amazon.com to standardize office supply purchases and capitalize on the accepted business practices to realize savings for the taxpayers of Weld County. He further stated the amendment authorizes participation in the Amazon Marketplace through Omnia Partners, a Cooperative Purchasing Program. Mr. Taylor explained the Weld County Code allows establishing single - source and utilization of cooperative purchasing agreements. Commissioner Freeman moved to accept said terms and conditions, approve said amendment, and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously.
