BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, APRIL 8, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 8, 2024, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Controller, Chris D'Ovidio
• MINUTES: There being no corrections to the Minutes of the Board of County Commissioners
meeting of March 25, 2024, as printed, Commissioner Buck moved to approve. Commissioner James
seconded the motion and it carried unanimously.
El AMENDMENTS TO AGENDA: Commissioner Saine moved to remove the 15 -minute time limit and
vote provisions under `Public Comment'. There being no second, the motion failed. There were no
additional amendments to the Agenda.
• CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed.
Commissioner James seconded the motion. Commissioner Saine indicated she would be a `no' vote due
to an item listed under `Consent Agenda — Miscellaneous'. Upon a roll call vote, the motion carried four (4)
to one (1), with Commissioner Saine opposed.

i WARRANTS:
1) GENERAL WARRANTS - APRIL 5, 2024: Commissioner James moved to approve the General
Warrants, as printed. Commissioner Freeman seconded the motion and it carried unanimously.
• NEW BUSINESS:
1) CONSIDER TEMPORARY CLOSURE OF CR 66 BETWEEN CR 37 AND U.S. HWY 85: Amy Mutchie,
Department of Public Works, stated the closure will begin April 16, 2024, and will go through April 19,
2024, for the replacement of an irrigation culvert. She further stated the detour is paved.
Commissioner James moved to approve said temporary closure. The motion was seconded by
Commissioner Buck, and it carried unanimously.

Ei 2) CONSIDER TEMPORARY CLOSURE OF NORTH 11TH AVE BETWEEN "O" ST AND
U.S. HWY 85: Ms. Mutchie stated the closure begins April 23, 2024, and goes through May 15, 2024, for
the removal of an abandoned culvert that is no longer necessary, and to complete a full mill and overlay
of the section due to heavily damaged pavement. She further stated the detour route is paved and
message boards will be placed in advance of said closure. Commissioner James moved to approve said
temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously.
3) CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY
ORDINANCE NO. 260- A, SUPPLEMENTAL APPROPRIATION FOR 2024: Jennifer Oftelie, Weld
County Budget Manager, explained the budget for 2024 was approved as an Emergency Ordinance, and
as a requirement of the process, she requested approval for the Clerk to the Board to publish notice in
the Greeley Tribune before presenting the supplemental appropriation request in two (2) weeks.
Commissioner Buck moved to approve said Resolution. The motion was seconded by Commissioner
Freeman, and it carried unanimously.
El 4) CONSIDER SALES QUOTE FOR PURCHASE OF TWO (2) SERSTECH HANDHELD DRUG
IDENTIFICATION MACHINES AND RELATED SOFTWARE THROUGH COLORADO STATE PRICING
AGREEMENT - SAFEWARE, INC.: Toby Taylor, Purchasing Department, stated the Weld County
Sheriff's Office requests the purchase of two (2) Serstech narcotic identification machines for the total
amount of $60,851.26. He explained Section 5-4-100 of the Weld County Code allows for the use of
cooperative agreements, which includes the Colorado State Pricing Agreement; therefore, staff
recommends approval of Sales Quote No. 187696 to procure said equipment. Mr. Taylor indicated the
Sheriff's Office will utilize funds from Jail Based Behavioral Services (JBBS) to cover the costs.
Commissioner James moved to approve said sales quote. The motion was seconded by Commissioner
Buck, and it carried unanimously.
El PUBLIC COMMENT:
1) Natalee Tennant, Town of Severance resident, offered her comments to the Board, with response from
Commissioner Saine.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:09 a.m.
