PROGRAM'S NORTHEAST COLORADO ALL -HAZARDS REGION EIGHT FISCAL
AGENT FOR PURCHASE OF CRIME-LITE AUTO CAMERA KIT PURSUANT TO
QUOTE - FOSTER AND FREEMAN USA, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Resolution #2023-1214, approved on May 1, 2023,
Cheryl Pattelli, Weld County Chief Financial Officer and Director of Finance, was designated as
the Fiscal Agent for the Colorado Department of Public Safety, Division of Homeland Security and
Emergency Management, Homeland Security Grant Program for the Northeast All -Hazards
Region Eight, and
WHEREAS, on December 5, 2022, the Board approved Resolution #2022-3350, Project
Proposal Application for the 2023 Northeast Colorado All Hazard Steering Committee (NEAHR)
Homeland Security Grant for the Weld County Sheriff's Office, and
WHEREAS, the Homeland Security Grant Program for the Northeast All -Hazards Region
Eight has awarded $33,200.20 to the Weld County Sheriff's Office from the 2023 Fiscal Year
Grant, and
WHEREAS, the Weld County Sheriff's Office submitted a request to the Fiscal Agent to
utilize said funds for the purchase of a Crime-Lite Auto Camera Kit for On -Site Forensics Evidence
Processing, from Foster and Freeman USA, Inc., and
WHEREAS, the Fiscal Agent has reviewed Quote #Q219467 from Foster and Freeman
USA, Inc., for the total amount of $35,389.95, and recommended approval of said purchase, and
WHEREAS, after review, the Board deems it advisable to approve the Weld County
Sheriff's Office request of the Fiscal Agent for the Purchase of the Crime-Lite Auto Camera Kit for
On -Site Forensics Evidence Processing, through Quote #O219467, from Foster and Freeman
USA, Inc., a copy of which is attached hereto and incorporated by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Weld County Sheriff's Office request of the Fiscal Agent for the
Purchase of the Crime-Lite Auto Camera Kit for On -Site Forensics Evidence Processing, through
Quote #Q219467, from Foster and Freeman USA, Inc., for the total amount of $35,389.95, be,

Brief description of the problem/issue: The Sheriff's Office was awarded a Northeast All -Hazard Region
(HEAHR) grant in the amount of $33,200. The Crime-Lite Auto is an alternate light source camera able to
detect trace evidence, the presence of biological matter that has been cleaned, take photos of fingerprints
which are impossible to be developed or lifted, and show the presence of bruising on victims before it is visible
to the naked eye. The initial cost for the camera is $38,868.37 which includes shipping and initial training. The
difference between the grant and the cost of the camera is $5,668.37. This difference would come from
unspent equipment budget line in the patrol budget.
What options exist for the Board?
The Board can approve or not approve to proceed with the acceptance of this grant and the purchase of the
equipment.
Consequences: Not accepting this grant would deny the Sheriffs Office a new cutting -edge piece of
equipment that will help in the processing of crime scenes and solving of those crimes.
Impacts: Adding this grant funded equipment will assist WCSO's deputies and other agencies to do a
better job and receive better outcomes in case investigations.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): There is no ongoing annual
cost for this camera. The additional cost of $5,668.37, that is not covered by the grant, will be offset with a
budgeted patrol equipment line item which is not going to be purchased in 2024.
Recommendation: The Sheriffs Office recommends approval of the acceptance of the NEAHR grant funds
and the purchase of the Crime-Lite Auto camera.

Due to the change in regional fiscal agents the region remains behind in grant
purchases and we are working through 2022 project purchases currently. 2023 project
purchases should begin this fall, and will be prioritized for completion through 2024 and
2025 by Weld County, the region's Fiscal Agent. If you have an urgent need and would
like to request project prioritization, please reach out.
The following is a list of grant requirements and next steps. Although comprehensive,
there may be additional requirements at time of purchase:
• DO NOT MAKE ANY PURCHASES! Weld County will complete or authorize
all grant purchases accord ng to their fiscal policies and county code.
Any purchases made outside of the Weld County purchasing process and
without written authorization will not be eligible for reimbursement.
You will be contacted by Weld County purchasing with specific next steps for
your project once purchasing begins At that time, you will be required to obtain
updated equipment quotes and provide additional information, as requested
o This process should not be completed early - quotes typically expire
after 90 days
Any project with a total cost over $10,000 will require at least three (3) bids for
the desired product / service
Any project with a total cost over $49,999 will require a competitive bid
solicitation process run by Weld County, and vendor approval by the Weld
Board of County Commissioners
Equipment purchases require an Equipment Release process at project
completion including
o Entering equipment into your agencies equipment tracking system for
maintenance monitoring and tracking
o Providing equipment pictures
o Signing a NEAHR Equipment Release Form
