RE: ADOPTION OF EQUAL EMPLOYMENT OPPORTUNITY (EEO) ACTION PLAN POLICY
FOR WELD COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

A public hearing was conducted on October 30, 2024, at 10:00 a.m., with the following present:

The following business was transacted:
El I hereby certify that pursuant to a notice dated October 14, 2024, and duly published
October 16, 2024, in the Greeley Tribune, a public hearing was conducted concerning the
Adoption of an Equal Employment Opportunity (EEO) Action Plan Policy for the Weld County
Community Development Block Grant (CDBG) Program. Karin McDougal, Deputy County
Attorney, made this a matter of record.
Elizabeth Relford, CDBG Manager, presented a summary of the EEO Plan Policy as part of
the CDBG Program. She explained federal law prohibits discrimination based on protected
characteristics from entities such as the Weld County CDBG program, which is 100% federally
funded under the Department of Housing and Urban Development (HUD). Ms. Relford stated the
Board previously approved a subrecipient agreement, which contains all the responsibilities
administered on behalf of HUD; however, the CDBG funds are then disbursed to local
communities which do not have the resources to develop their own EEO Action Plan. Therefore,
staff recommends adopting said policy, which memorializes what Weld County is already doing
and meets the intent of the requirements and allows communities who enter into subrecipient
agreements to receive the funds, subject to the County's policy, rather than create or adopt their
own plan. Responding to Commissioner James, Ms. Relford stated the Town of Firestone is the
only local jurisdiction that has its own policy.
No public testimony was offered concerning this matter.

In response to Commissioner Saine, Ms. McDougal stated the intent of the word "practical"
is dependent upon the complexity of a report, and the time involved for the Department of Human
Resources to investigate and deliver results. She confirmed this is a memorialization of the EEO
practices already in the Weld County Code and establishes an annual review of the statistics.
Ms. Relford explained the data collected, summarized, and reported through a required audit
system.
Commissioner Saine expressed concern with the internal review process and requested a
work session for further discussion prior to adoption. Chair Ross indicated the request was out of
order during a public hearing.
Commissioner James moved to approve and adopt the Equal Employment Opportunity (EEO)
Action Plan Policy. The motion was seconded by Commissioner Freeman, and upon a roll call
vote, it carried four (4) to one (1), with Commissioner Saine opposed. There being no further
discussion, the hearing was completed at 9:46 a.m.
This Certification was approved on the 13th day of November, 2024.
