A public hearing was conducted on December 18, 2024, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated October 21, 2024, and duly published
October 23, 2024, in the Greeley Tribune, a public hearing was conducted to consider the request
of Kenneth Everitt, c/o Verizon Wireless, for a Site Specific Development Plan and Use by Special
Review Permit, USR24-0020, for a 250 -foot Telecommunication Antenna Tower outside of
subdivisions and historic townsites in the A (Agricultural) Zone District. Karin McDougal, Deputy
County Attorney, made this a matter of record.
Chair Ross reviewed for the applicant and the public, the procedures to follow should this
case result in a tie vote due to four (4) Commissioners being present and Commissioner James
being excused.
Molly Wright, Department of Planning Services, presented a summary of the proposal and
described the FAA -approved lighting kit and five (5) -foot lightening rod, to be installed at the top
of the tower. She explained there will be a 144 -square -foot, walk-in cabinet for equipment and a
generator, and there will be a six (6) -foot -tall, chain -link fence. Ms. Wright relayed construction
will last six (6) to eight (8) weeks, with crews on the site Monday through Friday, 8:00 a.m.
to 5:00 p.m. Following construction, one (1) to two (2) technicians will visit the site monthly for
routine maintenance, otherwise the facility is unmanned once operational, and the applicant will
provide a Decommission Plan and a Co -location Plan. She shared, per the Development Review
staff, access will be onto County Road (CR) 118, which is a local gravel road, the latest average
daily traffic counts 148 vehicles per day, with 74% trucks and an average speed of 47 mph. She
relayed construction traffic will consist of approximately two (2) pickup trucks and two (2)
semi -trucks round trips, per day, and post construction traffic will consist of a technician visiting
the site monthly in a passenger car, SUV, or pickup truck. She stated a Road Maintenance

Agreement is required, for construction, including, but not limited to, dust control and damage to
specified haul routes. Ms. Wright relayed a Drainage Narrative has been submitted and a Grading
Permit will be required if disturbing more than one (1) acre of land. She described the sign posting
and stated Notice was sent to three (3) surrounding property owners (SPOs); however, no
responses were received. She stated the site is located within the three (3) mile referral area of
the Town of Grover, who did not respond to the referral request. Ms. Wright entered the favorable
recommendation of the Planning Commission into the record, as written, and displayed images
of the site and surrounding views.
Lauren Light, Department of Public Health and Environment (EH), stated the applicant can
use screened, portable toilets during construction and noted EH had six (6) Development
Standards in the Resolution.
El Pam Goss, Retherford Enterprises, representing Verizon Wireless, presented a PowerPoint
(Exhibit D), described the facility design, and stated a six (6) -foot, chain -link fence with a locking
gate will be installed around the site. She explained access from CR 118, as well as a utility
easement, has been obtained, described the setback distances from the location, and depicted
the site layout, and the multiple carriers on the tower. She relayed routine maintenance will occur
monthly and the minimum tower height is 250 feet.
Ei No public testimony was offered concerning this matter.
In response to Chair Ross, Ms. Goss indicated she had, on behalf of the applicant, reviewed,
and agreed to abide by, the Conditions of Approval and Development Standards, as presented.
:' After reviewing, the Board made no changes to the Conditions of Approval or Development
Standards.
El Commissioner Buck moved to approve the request of Kenneth Everitt, c/o Verizon Wireless,
for a Site Specific Development Plan and Use by Special Review Permit, USR24-0020, for a
250 -foot Telecommunication Antenna Tower outside of subdivisions and historic townsites in the
A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning
Commission, with the Conditions of Approval and Development Standards, as presented. The
motion was seconded by Commissioner Freeman, and it carried unanimously. There being no
further discussion, the hearing was completed at 10:47 a.m.
