HomeMy WebLinkAbout20242101.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON VARIOUS COUNTY ROADWAYS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that R1-1 Stop signs be installed at the intersections of the below County roadways, to ensure safety to the traveling public: 1. Intersection of County Roads 54 and 51 2. Intersection of County Roads 74 and 31 3. Intersection of Apache Road and Del Camino Lane 4. Intersection of Paden Street and South McKinley Avenue 5. Intersection of Paden Street and South Park Avenue WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works, be, and hereby is, directed to install R1-1 Stop signs at the intersections of the abovementioned County roadways, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. These locations are within subdivisions or on lightly traveled roadways that are seeing increases in traffic volumes. All of these locations meet the requirements for the installation of a stop sign to help facilitate who has the right-of- way when multiple vehicles approach the intersection. Specific information about these locations can be found attached. What options exist for the Board? Consequences: Leaving these intersections uncontrolled will increase the chances of accidents occurring in the future as traffic volumes increase. Impacts: The installation of stop signs in the locations requested will have a positive impact to the surrounding properties and homes and will help clarify the right-of-way for law enforcement. Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): The cost of installing a stop sign is currently $250/location. If all stop signs in this request are approved the cost would be $1,250. Recommendation: Staff recommends approving the installation of all of the requested stop sign installation locations. Perry L. McKinley Ave, and Paden St @ S. Park Ave) Public Works is requesting approval to install traffic regulatory signs (Stop Sign, R1-1) at the intersections listed below between Weld County roadways. Stop Sign Requests: The intersection of WCR 54 and WCR 51: • This is a T -Intersection with WCR 54 ending at WCR 51 near the Town of Kersey • Both roadways are gravel and maintained by Weld County • Staff is recommending stopping eastbound traffic on WCR 54 at WCR 51 • One R1-1 "STOP" sign installation The intersection of WCR 74 @ WCR 31: • This is a 4 legged intersection near the Town of Eaton • This intersection will become a roundabout starting construction in 2026 • Both roadways are paved and maintained by Weld County • Intersection was temporarily changed from a 2 -Way stop control condition to a 4 -Way stop condition during the construction of the new roundabout at WCR 74 & WCR 33 Staff is recommending leaving this intersection as 4 -Way stop control until the new roundabout is constructed Apache Rd @ Del Camino Ln: • This is currently an uncontrolled T -Intersection with Apache Rd ending at Del Camino Ln within the Casagrande Estates Subdivision near the Town of Firestone • Both roadways are paved and maintained by Weld County • Staff is recommending stopping northeast bound traffic on Apache Rd at Del Camino Ln • One R1-1 "STOP" sign installation Paden St. @ S. McKinley Ave: • This is an uncontrolled T -Intersection with Paden St. ending at S. McKinley Ave. within the Peaceful Acres Subdivision near the Town of Fort Lupton • Both roadways are gravel and maintained by Weld County • Staff is recommending stopping westbound traffic on Paden St. at S. McKinley Ave. • One R1-1 "STOP" sign installation Paden St. @ S. Park Ave.: • This is another uncontrolled 4 legged intersection within the Peaceful Acres Subdivision near the Town of Fort Lupton. • Both roadways are gravel and are maintained by Weld County • Staff is recommending stopping north and southbound traffic entering the intersection on S. Park Ave. • Two R1-1 "STOP" sign installations These locations have all been analyzed by Weld County Engineering staff and meet warrants for the recommended traffic control installations. Pass arounds for each of these locations were submitted and approved by the BOCC earlier this year. MEMORANDUM DATE: May 06, 2024 FROM: Cameron Parrott, Public Works SUBJECT: Warrant Study for Stop Sign on WCR 54 at WCR 51 Public Works has received a request to install a traffic regulatory sign (Stop Sign, R1-1) at the intersection of WCR 54 with WCR 51. The request is to stop traffic in the east bound direction on WCR 54 entering the intersection. The request comes from the homeowner directly across from the intersection to the east and the RE -7 School District. Both roadways are local gravel roadways which are maintained by Weld County. Traffic counts for these roadways are as shown below: WCR54 WCR 51 South WCR 51 North = 969 VPD = 92 VPD = 150 VPD Traffic entering the intersection is equal to (969 + 92 + 150)/2 = 606 VPD The Manual of Uniform Traffic Control Devices (MUTCD) states in Section 2B.04.03 and 26.04.04: YIELD or STOP signs should be used at an intersection if one or more of the following conditions exist: A. An intersection of a less Important road with a main road where application of the normal right-of-way rule would not be expected to provide reasonable compliance with the law; B. A street entering a designated through highway or street; and/or C. An unsignalized intersection in a signalized area. In addition, the use of YIELD or STOP signs should be considered at the intersection of two minor streets or local roads where the intersection has more than three approaches and where one or more of the following conditions exist: A. The combined vehicular, bicycle, and pedestrian volume entering the intersection from at approaches averages more than 2,000 units per day; B. The ability to see conflicting traffic on an approach is not sufficient to allow a road user to stop or yield in compliance with the normal right-of-way rule if such stopping or yielding is necessary; and/or C. Crash records indicate that five or more crashes that involve the failure to yield the right-of-way at the intersection under the normal right-of-way rule have been reported within a 3 -year period, or that three or more such crashes have been reported within a 2 -year period. A trip to the site shows that there are sight restrictions which would impede the road user to stop or yield in compliance with the normal right-of-way rule. Weld County crash records show that there have been 3 accidents at this intersection within the last 5 years, but only 1 within the last 3 years. The data -available for this intersection shows that the volume conditions are not met. After viewing the intersection in the field, staff determined there is a sight distance issue which would be improved by the installation of a stop sign for eastbound traffic entering the intersection. The request is to stop traffic in all directions entering the intersection creating a 4 -Way stop condition. This intersection was converted to a 4 -Way stop condition temporarily while the construction of a new roundabout at WCR 74 and WCR 33 (1 mile east) was underway. Now construction of that roundabout is complete, and the plan was to return the intersection of WCR 74 and WCR 31 back to its original 2 -Way stop condition where north and southbound traffic was stopped entering the intersection. The Public Works Department was asked to analyze the intersection to see if traffic patterns had changed and the intersection now warranted a 4 -Way stop condition permanently. Current Conditions: WCR 74 is a paved arterial roadway and WCR 31 is a paved local roadway which are both maintained by Weld County. The current speed limit on both WCR 74 east and west of the intersection and WCR 31 north and south of the intersection is 55 MPH. Recently, Weld County temporarily converted this intersection to a 4 -Way stop condition during the construction of the new roundabout at WCR 74 & WCR 33, just one mile east. Public Works analyzed the intersection post construction and found that the traffic patterns in the area have changed. The intersection now meets warrants for a permanent 4 -Way stop condition (see attached memo). The intersection analysis was finalized shortly after the roundabout construction was completed, so traffic patterns may not have had adequate time to adjust back to pre -construction conditions. This intersection is also in the 5 -year CIP to be replaced with a roundabout starting in 2026. What options exist for the Board? 1. Allow Public Works to leave the current 4 -Way stop condition in place until the future roundabout construction takes place starting in 2026. 2. Return the intersection back to its original 2 -Way stop condition and reanalyze at a later date. Consequences: The traveling public has become accustomed to the 4 -Way stop condition and a change back to 2 -Way stop control could cause a rise in accidents. Impacts: Leaving this intersection as 4 -Way stop controlled would be fairly low impact especially since it will change to a roundabout in a couple of years anyway. Converting the intersection back to 2 -Way stop control would introduce another change that would only be in place a couple of years. Costs: The signs for the 4 -Way stop condition are already in place in the field. There would be some minor costs for removing the necessary signs to convert the intersection back to 2 -Way stop control. Where traffic control signals are justified, the multi -way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. Five or more reported crashes in a 12 -month period that are susceptible to correction by a multi - way stop installation. Such crashes include right -turn and left -turn collisions as well as right- angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor -street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but 3. If the 85th -percentile approach speed of the major -street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. A visit to the site showed that there are no apparent sight restrictions which would impede the road user to stop or yield in compliance with the normal right-of-way rule. The Weld County crash records show that there have been 4 instances where crashes exceeded 5 over a 12 -month period. 85th percentile speeds exceed 40 MPH on all legs of the intersection currently, so minimum volumes were dropped to 70% of their required volumes. The data available for this intersection shows that all of the conditions are met to warrant a 4 -way stop condition at this intersection. This intersection is included in the Weld County 5 -Year Capital Improvement Program to also become a roundabout starting construction in 2026. Conversion of this intersection to a permanent 4 -Way stop condition prior to the construction of the new roundabout makes sense. McKinley Ave and also at the intersection of S. Park Ave. and Paden Ave. in the Peaceful Acres subdivision. The request is to stop traffic in the west bound direction on Paden Ave. enfering the intersection with S. McKinley Ave. The second location is a request to stop traffic north and south bound entering the intersection of S. Park Ave. and Paden Ave. The request comes from a homeowners in the area. All the roadways are gravel local subdivision roadways which are maintained by Weld County. Weld County does not have traffic counts for any of these roadways, but they are known to be low volume. The Manual of Uniform Traffic Control Devices (MUTCD) states in Section 28.04.03 and 2B4O4.04: YIELD or STOP signs should be used at an intersection if one or more of the following conditions exist: A. An intersection of a less important road with a main road where application of the normal right-of-way rule would not be expected to provide reasonable compliance with the law; B. A street entering a designated through highway or street; and/or C. An unsignalized intersection in a signalized area. in addition, the use of YIELD or STOP signs should be considered at the intersection of two minor streets or local roads where the intersection has more than three approaches and where one or more of the following conditions exist A. The combined vehicular, bicycle, and pedestrian volume entering the intersection from all approaches averages more than 2,000 units per day B. The ability to see cont7icting traffic on an approach is not sufficient to allow a road user to stop or yield in compliance with the normal right-of-way rule if such stopping or yielding is necessary; and/or C. Crash records indicate that five or mom crashes that involve the failure to yield the right-of-way at the intersection under the normal right-of-way rule have been reported within a 3 -year period, or that three or more such crashes have been reported within a 2 -year period. A trip to the site shows that there are sight restrictions which would impede the road user to stop or yield in compliance with the normal right-of-way rule. Weld County crash records show that there has been 1 accidents at these intersections within the last 5 years. After viewing the intersections in the field, staff determined there is a sight distance issue which would be improved by the installation of a stop sign for westbound traffic entering the intersection of Paden Ave and S. McKinley Ave. It was also determined that there are sight distance issues which would be improved with the addition of stop signs for north and southbound traffic at the intersection of Paden Ave. and S.
