RE: APPROVE APPLICATION FOR 2024 STATE CRIMINAL ALIEN ASSISTANCE
PROGRAM (SCAAP) GRANT AND AUTHORIZE SHERIFF'S OFFICE TO SUBMIT
ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2024 State Criminal
Alien Assistance Program (SCAAP) Grant for Jail Inmate Cost Coverage from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Sheriff's Office, to the U.S. Department of Justice, with further terms and conditions being
as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the 2024 State Criminal Alien Assistance Program
(SCAAP) Grant for Jail Inmate Cost Coverage from the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office,
to the U.S. Department of Justice, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Sonja Kohlgraf, Sheriff's Office, be, and
hereby is, authorized to electronically submit said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 19th day of June, A.D., 2024.

Brief description of the problemlissue:
WCSO started the grant application for SCAAP 2024 by submitting the SF424 form through Grants.gov in May 2024.
The next step is to submit the full grant application (see attached draft).
Each year, the Federal Government allows for grant funding to help offset the cost incurred by housing illegal aliens in
jails and prisons. The Fiscal Year 2024 State Criminal Assistance Program (SCAAP) application is currently open, and the
WC Sheriffs Office would like to submit the jail data that was collected for the period July 1, 2022 through June 30'", 2023
and apply for the grant.
The data includes salaries paid to jail deputies, count of fulltime correctional deputies, bed count in the jail, eligible inmate
count and inmate days for a specific period. The grant has paid an estimated $5M over the last 16 years to Weld County.
The annual award has ranged from $129,161 to $542,059 depending on availability of funds and the eligibility
requirements of the grant. Historically, the Sheriffs Office has used the money to offset the cost of medical services for
inmates in the jail which is an eligible use of these funds.
We are requesting approval to submit and certify the FY2024 SCAAP grant application on behalf of the BOCC's Chair in
JustGrants.
By not submitting the application, Weld County will forfeit any chance of receiving funds for this program for the grant
period mentioned above.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Approve the request to certify and submit the grant application.
Deny the request to submit the grant. This would remove our ability to receive Federal dollars for this program for Fiscal
Year 2024.
Recommendation:
Authorize to certify and submit the SCAAP FY2024 funding application, on the Chair to the Weld County Board of
Commissioners' behalf.
The WC Sheriff recommends submission.
