AUTHORIZE RELEASE OF ECONOMIC DEVELOPMENT TRUST FUNDS (TIER I) -
DIRECTIONAL PLUS, LLC, C/O BRIAN AND JODI WARREN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Small Business
Incentive Program and a request for the Release of Economic Development Trust Funds (Tier I)
from Directional Plus, LLC, c/o Brian and Jodi Warren, to the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Department
of Planning Services, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference, and release the Economic
Development Trust Funds (Tier I), in the amount of $20,000.00, payable to Directional Plus, LLC,
c/o Brian and Jodi Warren, to offset various impact fees incurred and previously paid by
Directional Plus, LLC, c/o Brian and Jodi Warren.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the Small Business Incentive Program and the
request for the Release of Economic Development Trust Funds (Tier I) from Directional Plus, LLC,
c/o Brian and Jodi Warren, to the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Planning Services, be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Tier I Economic Development Trust
Funds, in the amount of $20,000.00, be, and hereby are, released and payable to Directional
Plus, LLC, c/o Brian and Jodi Warren, to offset various impact fees incurred and previously paid
by Directional Plus, LLC, c/o Brian and Jodi Warren.

Brief description of the problem/issue:
The Planning Department has received a small business incentive program (SBIP) application from Jodi Warren
representing Directional Plus, LLC. This small business is a directional boring operation where they typically drill holes
in the ground or under highways, roads, railroads, ditches, with minimal disturbance, and pull pipe/conduit or casings
through for water, gas, electric, fiberoptic lines, etc. This headquarters for this use was approved through USR22-0008,
which was approved July 19, 2023.
Applicants are required to comply with the following SBIP criteria:
1. The subject property is located in unincorporated Weld County.
2. The business shall hire at least 50% of their new workforce from Weld County.
3. The applicant must be the record owner of the property or a tenant.
4. A full-time employee works a minimum of 32 hours per week. The business may have a combination of part-time
employees that is the equivalent of at least one full-time employee.
5. The program shall only apply to businesses with 25 or fewer employees at the time of submitting an application.
6. The applicant is required to submit a business plan with the application.
7. The applicant is required to provide evidence of meeting with the Small Business Development Center (SBDC)
representatives and reviewing the business plan for the applicant.

Dear Elizabeth,
Directional Plus, LLC is applying for the Weld County Small Business Incentive program to help offset the
costs of obtaining our USR, including the building permit cost of $31,794.74 and additional costs of the
upgrades to get our building to commercial code.
Directional Plus, LLC is exclusively a directional boring company. We drill a hole underground, with
minimal above ground disturbance, and pull a pipe through the hole for customer use. Customer's
mostly use these pipes as a carrier pipe for utilities like water lines, electric, gas and even fiberoptic
lines. Directional boring is mostly used under highways, roadways, rivers, ditches, railroads and
sometimes even buildings or through areas that are too wet or steep to trench.
In addition to working for municipalities, and in heavy civil construction, Directional Plus, LLC works as
Oil Field Support, drilling under roads to supply electricity to the pad sites and drilling for flowlines
where they cannot be trenched.
Directional Plus as been in business since 2016 and moved to the most recent location at 36401 County
Road 43, Eaton, CO in 2021. We recently finalized our commercial building requirements for the USR
and obtained our Certificate of Occupancy.
Myself and my husband, Brian Warren, are the owners and residents of the property. Brian is a US
veteran. Together we run Directional Plus, LLC and are certified as SBE — Small Business Enterprise, DBE
— Disadvantaged Business Enterprise, W/MBE - Woman/Minority Business Enterprise, EDWOSB —
Economically Disadvantaged Woman Owned Small Business.
We consistently have 6 full time employees, of which, only one resides outside of Weld County. All
employees have lived at their current addresses for over a year.
Directional Plus, LLC meets all the requirements for the Weld County Small Business Incentive Program
and we are gratefully to have the opportunity to apply for your support in our Weld County Small
Business.

Program Purpose: Weld County has established a Small Business Incentive Program (BIP) which will provide

Directional Plus, LLC currently has an established location in Eaton, Colorado that
provides adequate space to house our equipment and perform minor repairs in our
shop. This location, secured through a recent use by special review (USR), will meet

home base allows us to safely and efficiently deploy equipment as needed for each
project. As we continue to acquire specialized tools for new boring applications,
this location provides room to expand our inventory as well.

Deere 710 backhoe, semi -trucks, a Hydrovac truck, water trucks, a skid steer, a

obtaining certifications, qualifications, and more.
Brian Warren oversees all activities related to field construction. With hands-on
