RE: APPROVE EXPENDITURE AUTHORIZATION AND WORK PLAN FOR WORKFORCE
INNOVATION AND OPPORTUNITY ACT (WIOA) QUEST RECOVERY DISLOCATED
WORKER GRANT (DWG), AND AUTHORIZE CHAIR PRO-TEM, DEPARTMENT OF
HUMAN SERVICES, AND WORKFORCE DEVELOPMENT BOARD TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization and Work
Plan for the Workforce Innovation and Opportunity Act (WIOA) Quest Recovery Dislocated
Worker Grant (DWG) between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services, and
the Colorado Department of Labor and Employment, commencing September 26, 2022, and
ending August 31, 2024, with further terms and conditions being as stated in said expenditure
authorization and work plan, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization and work plan, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization and Work Plan for the Workforce
Innovation and Opportunity Act (WIOA) Quest Recovery Dislocated Worker Grant (DWG)
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and the
Colorado Department of Labor and Employment, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair Pro-Tem,
Karina Amaya-Ragland, Department of Human Services, and Dr. Matthew Hortt, Workforce
Development Board, be, and hereby are, authorized to sign said expenditure authorization and
work plan.

Brief description of the problem/issue: The Department is requesting approval for Employment Services of
Weld County's (ESWC) submission of a Work Plan and Expenditure Authorization for the QUEST DWG
initiative. QUEST DWG focuses on serving individuals whose employment has been negatively impacted by
the pandemic, including individuals from historically marginalized and underserved populations who have
been disproportionately impacted.
ESWC has identified the need for further funding in the community for QUEST grant services. The Colorado
Department of Labor & Employment has, in response, issued a Work Plan and Expenditure Authorization
approving additional funding in the amount of $20,000 ($18,000 program/$2,000 admin) for this need.

What options exist for the Board?

by ESWC.
Impacts: Program funds will not be distributed, and services provided by this program will not
take place.

Background:
The QUEST DWG initiative will support employment equity and individual, community, and industry as
the nation prioritizes economic and employment recovery from the COVID-19 pandemic. QUEST
DWGs focus on serving individuals whose employment has been negatively impacted by the pandemic,
including individuals from historically marginalized and underserved populations who have been
disproportionately impacted. Funds awarded are authorized under Section 170 of WIOA by the
Secretary of Labor.
Allowable Costs:
See PGL QUEST DWG, Change 3 (GRT-2022-06) for a list of allowable costs and activities
Non -Allowable Costs:
QUEST DWG funds may not be used for subsidized employment for employers (unless work -based
learning or disaster relief employment), incumbent worker training, rapid response and lay-off aversions
activities for employers and all costs not allowed per WIOA and the OMB Uniform Guidance.

further detail.
5. Administrative Costs: Participating local areas may use up to 10 percent of the award amount for
administrative costs.
Adams County Workforce and Business Center is returning $20,000 from 2022 QUEST ($18,000
program/$2,000 admin) to Employment Services of Weld County (ESWC) as per their request due to
ESWC expending all of their 2022 QUEST funds while identifying a further need in the community for
2022 QUEST grant services.
