In June of 2023, Weld County received a DOLA grant to perform an Environmental Justice (EJ) Plan.
Requests for Qualifications (RFQ) were issued September 22, 2023, and three requests were received on
October 13`h. All three shortlisted firms included Lotus Engineering & Sustainability, Research Triangle
Institute and Ramboll America's Engineering.
Public Works followed the Best Value Qualification Based Selection (QBS) process as described within
County Code (Sec. 5-4-150.C). The RFP was issued at the November 6, 2023, mandatory pre -proposal
meeting. Proposals were due on November 17`" and only one responsive proposal was received from
Lotus Engineering & Sustainability.
Interviews were conducted on December 18th and the selection team provided RFP and interview scores
for the record. The selection committee members consisted of Toby Taylor, Jason Maxey, Matt Conroy,
Tom Parko, Dan Joseph, Annareli Morales, Jennifer Finch and Elizabeth Relford.
During the interview it was apparent the RFP didn't clearly communicate Weld County's expectations for
this project. Therefore, it is the selection team's recommendation the BOCC reject the bid and re -bid a
new RFQ/RFP that will clarify EJ topics to be addressed, the communication plan shall ensure
meaningful community/stakeholder engagement throughout the process, and what tools will be used to
inform decision -making.
