BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, NOVEMBER 13, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, November 13, 2024, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine

El MINUTES:
1) There being no corrections to the Minutes of the Board of County Commissioners meeting of
October 28, 2024, as printed, Commissioner Buck moved to approve. Commissioner James seconded
the motion and it carried unanimously.
2) There being no corrections to the Minutes of the Board of County Commissioners meeting of
October 30, 2024, as printed, Commissioner Buck moved to approve. Commissioner James seconded
the motion and it carried unanimously.
fi CERTIFICATION OF HEARINGS: Commissioner James moved to approve the Certification of
Hearings conducted on October 30, 2024, as follows: 1) 2024 Board of Equalization Decisions
Concerning Petitioner Appeals, 2) Adoption of Equal Employment Opportunity (EEO) Action Plan Policy
for Weld County Community Development Block Grant (CDBG), and 3) USR24-0014 — Magnum
Feedyard Co., LLC, c/o Taelor Solar 1, LLC. Commissioner Buck seconded the motion, which carried
unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the Agenda.
El CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Freeman seconded the motion and it carried unanimously.

El PRESENTATIONS:
1) RECOGNITION OF SERVICES, JUVENILE COMMUNITY REVIEW BOARD - JASON NAVA AND
BRADLEY LUEBKE: Chair Ross read the certificates recognizing Jason Nava and Bradley Leubke for
their voluntary contributions for the citizens of Weld County.
PROCLAMATIONS:
1) APPRENTICESHIP WEEK - NOVEMBER 17-23, 2024: Chair Ross read the proclamation for the
record. Tami Grant, Deputy Director of the Department of Human Services, thanked the Board for the
opportunity to highlight National Apprenticeship Week as a celebration of the positive impacts
communities, businesses, and individuals have experienced due to apprenticeship programs. She
elaborated the programs provide hands-on experience, essential skill development, and valuable job
placement opportunities, paving a clear path for success with youth and adults. Ms. Grant indicated
Employment Services of Weld County is proud to lead the way in championing apprenticeships alongside
numerous community partners, investing in local talent, and strengthening the community by fostering a
resilient, future -ready workforce. She noted fourteen (14) local businesses actively participate in the
registered apprenticeship programs, and stated of the 14 businesses, nine (9) apprenticeships are in the
building and construction trades sector and five (5) are in non-traditional pathways. Ms. Grant recognized
staff and community partners who were present and expressed her gratitude for those who are committed
to the workforce apprenticeships in Weld County. In turn, each Commissioner thanked the
high -performing Workforce Development team, stated it is their honor to recognize the energy and
investments made for citizens gaining employment in the workforce, and further expressed how the
apprenticeship program is making dramatic investments and meaningful connections in the lives of
citizens in Weld County. (Clerk's Note: The group gathered fora photo opportunity).
Ei 2) WORLD DIABETES DAY - NOVEMBER 14, 2024, AND NATIONAL DIABETES MONTH -
NOVEMBER 2024: Chair Ross read the proclamation for the record. Bob McDonald, Department of
Public Health and Environment, thanked the Board for their recognition and the opportunity to shed light
on the diabetes program, "Heart of Weld", shared the importance of utilizing statistical data to maximize
resources to make the biggest impact on the population staff aims to serve. He remarked staff operates
the program to emphasize support of individuals while changing lifestyles to remain healthy, and to avoid
irreversible impacts to their life and health. The Board expressed their gratitude for meeting the citizens
of Weld County where they are, working alongside to provide foundational building blocks, and promoting
healthier lifestyles to change lives of individuals. (Clerk's Note: The group gathered for a photo
opportunity.)
WARRANTS:
1) GENERAL WARRANTS - NOVEMBER 7, AND 12, 2024: Commissioner James moved to approve
the General Warrants, as printed. Commissioner Buck seconded the motion and it carried unanimously.
BIDS:
1) APPROVE BID #B2400138, WELD COUNTY ASSESSOR'S AND TREASURER'S OFFICE
BUILDING (1400 N. 17TH AVE, GREELEY) BULLET RESISTANT WALL AND WINDOW PANELS FOR
LOBBIES - FACILITIES DEPARTMENT: Toby Taylor, Purchasing Department, stated staff recommends
selecting the lowest bidder who met specifications, Classic Contractors, Inc., for a total amount of
$127,885.00. Commissioner Saine moved to approve said bid. The motion was seconded by
Commissioner Buck, and it carried unanimously.

2) APPROVE BID #B2400140, FIRE ALARM UPGRADES AT VARIOUS WELD COUNTY
BUILDING LOCATIONS - FACILITIES DEPARTMENT: Mr. Taylor stated irregularities in the bids
received were noted and after investigation, it was determined the scope of work and specifications were
not well defined. He indicated staff's recommendation is to reject all bids and rebid at a later time.
Commissioner Saine moved to reject said bid, per staff's recommendation. The motion was seconded by
Commissioner Buck, and it carried unanimously.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #8823 AGREEMENT FOR PROFESSIONAL SERVICES FOR
LOW-INCOME ENERGY ASSISTANCE PROGRAM (LEAP) OUTREACH INCENTIVE PROGRAM AND
AUTHORIZE CHAIR TO SIGN — UNITED WAY OF WELD COUNTY: Jamie Ulrich, Director of the
Department of Human Services, stated the agreement allows for United Way of Weld County to provide
outreach for energy assistance during the winter months for low-income families, disabled individuals,
and the senior population in Weld County. In response to Commissioner Saine, Ms. Ulrich confirmed the
department receives outreach funds, in the amount of $20,000.00, annually, but the incentive funds vary
in amounts from year to year based on performance. Commissioner Saine moved to approve said
agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner James,
carried unanimously.
Ei 2) CONSIDER CONTRACT ID #8829 AGREEMENT FOR PROFESSIONAL SERVICES FOR
GENERAL AND LEGAL TRANSCRIPTION SERVICES AND AUTHORIZE CHAIR TO SIGN -
TRANSCRIPTION OUTSOURCINGS, LLC, DBA DITTO TRANSCRIPTS: Ms. Ulrich stated the
agreement allows for general and legal transcription services to be outsourced for the benefit of Weld
County clients attending court. Commissioner James moved to approve said agreement and authorize
the Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously.
= 3) CONSIDER CONTRACT ID #8830 AMENDMENT #2 TO GRANT CONTRACT FOR CHILDREN,
YOUTH, AND FAMILY BEHAVIORAL HEALTH SERVICES, AND AUTHORIZE CHAIR TO SIGN:
Ms. Ulrich stated the amendment adds an approximate $10,000.00 in funding to benefit the High -Fidelity
Wraparound Program, provided by the Colorado Department of Human Services, Behavioral Health
Administration. Commissioner Freeman moved to approve said amendment and authorize the Chair to
sign. The motion, which was seconded by Commissioner James, carried unanimously.
4) CONSIDER CONTRACT ID #8836 AGREEMENT TO PURCHASE OUT -OF -HOME
PLACEMENT SERVICES AND AUTHORIZE CHAIR TO SIGN - ENVOI ASSOCIATES, LLC: Ms. Ulrich
stated the agreement allows the department to work with the vendor for the placement of youth and
providing contracted foster care services. Commissioner Buck moved to approve said agreement and
authorize the Chair to sign. The motion was seconded by Commissioner James and it carried
unanimously.
5) CONSIDER CONTRACT ID #8840 ACCEPTANCE OF INTERGOVERNMENTAL GRANT
AGREEMENT SUMMARY OF TERMS AND CONDITIONS FOR ENERGY AND MINERAL IMPACT
ASSISTANCE FUND (EIAF) PROGRAM FOR NEW GROUNDS FACILITY BUILDING PROJECT
(AUGUST CYCLE — TIER I): Elizabeth Relford, Grants and Project Support Officer, requested the
Board's acceptance of the Department of Local Affairs (DOLA) Tier I grant funds, in the amount of
$200,000.00, which will be utilized for the new Grounds Facility Building Project. She stated the project
will go through the procurement process to bid out the construction of the new building that is estimated
to cost a total of $1.25 million. Commissioner James moved to approve said agreement. The motion was
seconded by Commissioner Freeman and it carried unanimously.

6) CONSIDER DESIGNATION OF CERTAIN BANKS AS DEPOSITORIES FOR WELD COUNTY
FUNDS: Cheryl Pattelli, Chief Financial Officer, stated the Investment Committee recommends
designation of banking institutions where Weld County is allowed to deposit funds.
Commissioner Freeman moved to approve said Resolution. The motion was seconded by
Commissioner Buck and it carried unanimously.
El 7) CONSIDER DESIGNATION OF CERTAIN BROKERS AND DEALERS FOR HANDLING
INVESTMENT TRANSACTIONS OF WELD COUNTY FUNDS: Ms. Pattelli stated the Investment
Committee recommends designation of certain brokers and dealers that are allowed to buy and sell
securities on Weld County's behalf. Commissioner Freeman moved to approve said Resolution. The
motion was seconded by Commissioner James and it carried unanimously.
Ei 8) CONSIDER RATIFICATION OF APPOINTMENTS TO HIGH PLAINS LIBRARY DISTRICT
BOARD OF TRUSTEES: Matthew Hortt, PhD., Executive Director of High Plains Library District, thanked
Commissioner Freeman for his long-standing representation on the selection panel, and recommended
Jenna Evans and Lisa Taylor as representatives for Regions 1 and 5. Commissioners Saine and Buck
commended the leadership of the High Plains Library District Board of Directors on behalf of children in
Weld County. Commissioner Freeman commented on the interview and selection process and noted the
quality of candidates made it difficult to narrow the selection, but he is confident they found the best
people for the positions. Commissioner Freeman moved to approve said ratification of appointments. The
motion was seconded by Commissioner Buck and it carried unanimously.
El 9) CONSIDER REASSIGNMENT TO JUVENILE COMMUNITY REVIEW BOARD:
Commissioner Buck moved to approve said reassignment. The motion was seconded by
Commissioner James and it carried unanimously.
El 10) SECOND READING OF CODE ORDINANCE #2024-16, IN THE MATTER OF REPEALING
AND REENACTING, WITH AMENDMENTS, CHAPTER 5 REVENUE AND FINANCE OF THE WELD
COUNTY CODE (PURCHASING CARDS): Commissioner James moved to read Code
Ordinance #2024-16 by title only. The motion was seconded by Commissioner Freeman, and it carried
unanimously. Bruce Barker, County Attorney, read the title for the record. Ms. Pattelli gave a brief
overview of the proposed changes regarding purchasing cards in Chapter 5 of the Weld County Code,
noted there have been no changes since First Reading, and indicated staff recommends approval. No
public testimony was offered concerning this matter. Commissioner Saine moved to approve
Code Ordinance #2024-16 on Second Reading. The motion was seconded by Commissioner James and
it carried unanimously.
PLANNING:
1) CONSIDER REVOCATION, VAC24-0021, OF SPECIAL USE PERMIT, SUP -194, FORA HOG FARM
OPERATION IN THE A (AGRICULTURAL) ZONE DISTRICT - MICHAEL AND TARA DREILING:
Scott Ducommun, applicant representative, was present and stated he would be available to answer
questions concerning this matter. Molly Wright, Department of Planning Services, stated staff received a
request from the applicants to revoke Special Use Permit, SUP -194, for a hog farm operation. She
indicated the applicant is conditionally approved for a Lot Line Adjustment (LLA), and as a condition of
said approval, staff has requested the applicant revoke the SUP, as it is no longer active.
Commissioner James moved to approve said revocation. The motion was seconded by
Commissioner Freeman and it carried unanimously.

PUBLIC COMMENT:
1) Nick Nakamura, City of Greeley resident, offered his comments to the Board.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2024-16 was approved on Second Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:38 a.m.
These Minutes were approved on the 27th day of November, 2024.
