RE: APPROVE EMERGENCY BID #B2400098, 2024 STEEL BID (STRUCTURAL H -PILE
AND STEEL STRINGERS), AND WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION - DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Purchasing Department has requested waiver of the ten-day waiting
period for Emergency Bid Request #B2400098, 2024 Steel Bid (Structural H -Pile and Steel
Stringers), for the Department of Public Works to avoid a price increase, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for Emergency Bid Request #02400098,
2024 Steel Bid (Structural H -Pile and Steel Stringers), for the Department of Public Works, be,
and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from DBE Manufacturing and
Supply, in the amount of $150,732.40, be, and hereby is, approved on an emergency basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 10th day of June, A.D., 2024.

MEMORANDUM
TO: Board of Commissioners , DATE: June 5, 2024
FROM: Curtis Hall, Director of Public Works
SUBJECT: 2024 Steel Bid (Structural Steel), B2400098
This bid is for Structural Steel (H -Pile and Steel Stringers). The low bid is from Technology International, Inc.
However, they submitted bid pricing that does not match the quantities listed. The vendor was contacted and
agreed this was an error in their submittal. The error results in an incomplete bid.
The second low bidder is DBE Manufacturing and meets specifications. Therefore, the Public Works
Department recommends awarding this bid to DBE Manufacturing at a cost of $150,732.40.
In addition, steel prices are rapidly changing. DBE can only hold the proposed pricing for 35 days from the bid
opening (until June 30, 2024). Because of this timeline and need to also establish a contract after the award,
Public Works is requesting emergency approval by waiving the 10 -day waiting period as permitted by Weld
County Code.
