HomeMy WebLinkAbout20242949.tiffRESOLUTION RE: APPROVE WORK PLAN AND NOTICE OF FUNDING ALLOCATION (NFA) FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) FOREIGN LABOR CERTIFICATION GRANT PROGRAM, AND AUTHORIZE CHAIR, DEPARTMENT OF HUMAN SERVICES, AND WORKFORCE DEVELOPMENT BOARD TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Work Plan and Notice of Funding Allocation (NFA) for the Workforce Innovation and Opportunity Act (WIOA) Foreign Labor Certification Grant Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Workforce Development Board, and the Colorado Department of Labor and Employment, commencing upon full execution of signatures, and ending September 30, 2025, with further terms and conditions being as stated in said work plan and NFA, and WHEREAS, after review, the Board deems it advisable to approve said work plan and NFA, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Work Plan and Notice of Funding Allocation (NFA) for the Workforce Innovation and Opportunity Act (WIOA) Foreign Labor Certification Grant Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Workforce Development Board, and the Colorado Department of Labor and Employment, be, and hereby is, approved. The Department is requesting approval for Employment Services of Weld County's (ESWC) submission of a Work Plan Notice of Funding Allocation (NFA) #WE23-006 for the Foreign Labor Certification (FLC) Grants. The purpose of this program is to assist employers in the agricultural industry to fill temporary and seasonal positions with foreign workers. Funding is provided for staffing and FLC activities such as entering open agricultural positions on the Connecting Colorado web site, conducting pesticide trainings, if requested, and housing inspections. HOUSING INSPECTIONS: • Preparation of paperwork for the housing inspection, providing documents to employer. • Follow up and re -inspection, if needed. • Perform physical or virtual inspection on new and existing units, and other inspection activities. • Tools and/or supplies needed to perform housing inspections (i.e. tape measure, gloves, safety glasses, clipboards, etc.). • Mileage. C.
