The proposed PUDF has been reviewed on behalf of the Weld County Department of Public Works and the
Department of Planning Services. Staff comments made during this phase of the application process may
not be all-inclusive, as other issues may arise during theremaining application process.
COMMENTS
GENERAL PROJECT INFORMATION/LOCATION
Project description: A MINOR AMENDMENT TO THE HOME RANCH PUD (PF-1129) TO REMOVE THE
BUILDING ENVELOPE ON LOT 1 BLOCK 2.
This project is north of CR 74 and east CR 15.
Parcel No.: 070532302001.
Access is existing onto CR 74 via Kyle Place and Hannah Way.
ACCESS
Development Review has reviewed the application materials related to access.
Parcel is located in Home Ranch Subdivision. Access is onto CR 74 via two internal privately maintained
roads: Kyle Place and Hannay Way. No additional access is requested.
This portion of CR 74 is under the jurisdiction of the Town of Windsor. Please contact the Town concerning
access permitting.
ROADS AND RIGHTS -OF -WAY
This portion of County Road 74 is under the jurisdiction of the Town of Windsor. The municipality has
jurisdiction over access to the road. The applicant shall delineate on the plat the future and existing right-
of-way and the physical location of the road. Pursuant to the definition of setback in the Weld County Code
Sec. 23-1-90, the required setback is measured from the future right-of-way line. Be aware that physical
roadways may not be centered in the right-of-way. Please contact the municipality to verify the access
permit or for any additional requirements that may be needed to obtain or upgrade the permit.
Kyle Place and Hannah Way are privately maintained internal roads associated with the subdivision of
Home Ranch. These roads have 60 feet of platted right-of-way created in the subdivision process and
publicly dedicated to the County.
TRAFFIC
Based on the proposal, there should be no change to the proposed traffic. Residential traffic is considered
9 round trip passenger vehicles per day.
No additional traffic information is needed.
DRAINAGE REQUIREMENTS
Based on the proposal, there should be no change to the currently accepted stormwater management
system for the subdivision. No additional stormwater management information is needed.
The applicants will be required to maintain the historic drainage flows and run-off amounts that exist from
the property.
CONDITIONS OF APPROVAL
A. The PUDF plan shall be amended to delineate the following:
1. This portion of County Road 74 is under the jurisdiction of the Town of Windsor. Please contact the
municipality to verify the right-of-way. Show and label the right-of-way. Show the approved access
on the site plan and label with the approved access permit number, if applicable. (Development
Review)
2. Show the two internal roads: Kyle Place and Hannah Way. Show location of roads within the
ROW. Show the right-of-way width and access to public right-of-way for the internal roads.

3. Show and label the drainage flow arrows. (Development Review)
DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. The property owner or operator shall be responsible for controlling noxious weeds on the site, pursuant to
Chapter 15, Article I and II, of the Weld County Code. (Development Review)
2. The PUD internal roadway shall be maintained to mitigate any impacts to the public road including
damages and/or off -site tracking. (Development Review)
3. The historical flow patterns and runoff amounts on the site will be maintained. (Development Review)
4. Weld County is not responsible for the maintenance of onsite internal roads. (Development Review)

The Staff of the Weld County Oil and Gas Energy Department (OGED) appreciates the opportunity to
comment on the captioned planning case. Staff has completed review of the proposal and have no
conflicts with the proposed activity. We have included additional comments below:
1. There are no active or proposed 1041 WOGLA Permits on the associated parcel. There are
several oil and gas well sites in the area surrounding the parcel, none directly on the
associated parcel.
2. The PUD lands may include additional oil and gas related infrastructure, such as off -location
flowlines or pipeline which are a use by right and not regulated by Weld County. OGED
requests that the applicant reviews flowline data available from the COGCC map viewer and
utilize Colorado 811 prior to any excavation activities.
This determination is based upon the review of the application materials submitted by the applicant and
other relevant information available on the E -Permit site.

Dear Ms. Aungst:
We have reviewed the above referenced application for a Planned Unit Development to remove a
building envelope from a lot so that an outbuilding can be constructed. The submitted material does not
appear to qualify as a "subdivision" as defined in section 30-28-101(10)(a), C.R.S. Therefore, pursuant to
the State Engineer's March 4, 2005 and March 11, 2011 memorandums to county planning directors, this
office will only perform a cursory review of the referral information and provide comments regarding the
proposed water supply. The comments will not address the ability of the water supply plan to satisfy
any County regulations or requirements and cannot be used to guarantee the physical availability of
water.
The application is sought to remove the building envelope so that a detached garage can be
constructed on an 3.516 -acre parcel. The property contains a single-family dwelling. The water supply for
the property is an existing tap from the North Weld County Water District ("NWCWD"). The applicant
provided a copy of a water bill from the NWCWD for the period of April 20, 2023 to May 22, 2023,
confirming that water service is presently being provided to the property by the district. This office
considers the NWCWD to be a reliable water source.
This office has no concerns regarding the proposed Planned Unit Development. Should you or the
