Weld, State of Colorado, has long been concerned with the problem
ofof its county employees and with regard to the
e ishment of a ref ment pro;ram in Weld County, and

W,•„p.?,AS, the Board recognizes that worthy and competent
cour!t,y er.pluyees SheUld na etunpe.nsated as well as employees in
comb.titive servic,s elsewhere, and
WHEREAS, it would be in the best interest for Weld County
to participate with its employees in establishing and maintaining
a county retire:::nt system, and
WHEREAS, by resolution passed November 1, 1967, the Board
cr Weld County Commissioners did create, in the office of the
County Treasurer, the Weld County Officials' and Employee.,
17,, irMent Fund and did cause said funds to be allocated for
deposit to the credit of the Weld County Retirement System.
NOW, THEREFORE, BE IT RESOLVED:
1. That there is hereby created the Weld County Board of
Retirement; that the duties of said Board shall be n to implement
and maintain a Weld County Retirement System; that pursuant =o
the Lest principles therefor, said Weld County Retirement Bc,rd
shall provide for the organization and maintenance of said
Retirement System, and said Board shall have the power to do all
things necessary to accomplish said purpose in participation with
thp public employees of the county.
2. That the management of the Weld County Retirement System
shall be vested in the Board herein created, consisting of five
numbers, one of whom shall be the County Treasurer; two of whom
shall be non -elected county employees, elected by said employees
within 30 days from the date of this resolution; and two of whom
shall be qualified electors of the County, not connected with
County government and appointed by the Board of County Commissioners;
and that the term of office of the Board members shall be staggered
four-year terms as determined by the Board.
3. That consistent herewith and for the preservation and
protection of any fund or annuity contract purchased, said Board
shall prepare by-laws for its own government and for selection
of its own officers.
4. That said Board shall annually, or at such time as the
Board of County Commissioners shall direct, submit a proposed
budget to the Board of County Commissioners which budget may be
approved or modified. Said Board shall have no power to expend
funds other than those budgeted and approved by :the Board of
County Commissioners.
