RE: APPROVE VICTIMS OF CRIME ACT (VOCA) GRANT APPLICATION FOR BILINGUAL
ADVOCATE UNIT AND AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Victims of Crime Act (VOCA) Grant
Application for the Bilingual Advocate Unit from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to
the Colorado Department of Public Safety, Division of Criminal Justice, Office for Victims
Programs, commencing upon submittal, with further terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Victims of Crime Act (VOCA) Grant Application for the Bilingual
Advocate Unit from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Department of
Public Safety, Division of Criminal Justice, Office for Victims Programs, be and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that Donnie Patch, Undersheriff, be, hereby
is, authorized to electronically submit said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

Brief description of the problem/issue:
The WC Sheriffs Office requests approval to submit the 2025 Crime Victim Services Funding
application for VOCA funds to ongoingly support the Bilingual Victim's Advocate in the Victim
Services Unit.
The application is requesting $62,195.14, which will cover 60% salary and 58% fringe benefit of the
Bi-Lingual Advocate staff member.
The application amount is $23,419.00 lower compared to the 2024 grant award which was
$85,614.00. This cut in grant funding was expected, as it was announced by VOCA in 2024, and the
Sheriffs Office budget was adjusted to account for the offset in funding.
The application needs to be submitted via the ZoomGrants portal and its deadline is 7/19/2024.
A copy of the application is attached for your review.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
• Authorize the approval of the 2025 VOCA grant application for $62,196.14 and have Sgt.
Chapman submit the application with supporting grant documents electronically in
ZoomGrants.
Deny the grant application. This will lead to either increased general fund dollars of a reduction
of services in the Victim Services program for the Sheriffs Office.
Schedule a work session to discuss further.
Recommendation:
Authorize the approval of the 2025 VOCA grant application for $62195.14 and
Swoon Recommendation Schedule

system (Workday). We keep redundant timesheets for grant funded personnel in an Excel spreadsheet, which accounts
for their time using grant funds.

Activities
Describe the project, staff and services you plan to provide with these grant funds.
Weld County has a prominent Hispanic population, many of which either don't speak English, or speak
English as a second language in the home. This population makes it essential to have at least one
bilingual victim advocate. Weld County intends to use these funds to partially fund the salary of our
currently employed bilingual victim advocate, who will spend 90% of her time serving victims of VRA
crimes and ensuring notifications and other required actiron are taken and documented.

This special sub -unit within the Weld county Victim Services Unit will consist of one full time bi-lingual service
provider who will be primarily be responsible for developing and implementing intentional efforts and protocol
to ensure the best services possible for clients who primarily speak Spanish. The bi-lingual advocate will
ensure that other advocates are provided training with regard to providing culturally responsive victim services
to communities impacted by inequity at least annually to ensure that victims who do not speak English, or
speak English as a second language continue to receive at least as good, if not better service than their native
English speaking counterparts. The sergeant overseeing the unit will be responsible for ensuring that these
trainings occur at least annually, but the unit will strive to provide training a multiple monthly volunteer
meetings throughout the year.
