The facility transports natural gas through Summit DJ -S's pipeline system. Natural gas enters the facility and it is compressed. The gas stream will then be sent to the TEG Dehydration unit before being sent down the pipeline to a gas processing plant. The Dehydrator waste streams are routed back to the facility inlet in a closed loop system via the EVRU. The waste streams are routed to the ECD during an estimated 10% EVRU down time with requested 95% control efficiency. Major Stationary Source Considerations: This compressor station is not considered an existing major stationary source of VOC before the addition of this dehydration unit. However, uncontrolled VOC emissions are greater than the significant emission levels of 25 tpy and the TEG Dehydration Unit would be a major stationary source in of itself without enforceable limitations to reduce VOC PTE. As a result, the operator is taking synthetic minor limits to avoid major stationary source requirements. The Division has determined that this permitting action is subject to public comment per Colorado Regulation No. 3, Part B, Section III.C due to the following reason(s): • the source is requesting a federally enforceable limit on the potential to emit in order to avoid other requirements. The Division has made a preliminary determination of approval of the application. A copy of the application, the Division's analysis, and a draft of Construction Permit 23WE0686 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-notices The Division hereby solicits submission of public comment from any interested person concerning the ability of the proposed project or activity to comply with the applicable standards and regulations of the Commission. The Division wilt receive and consider written public comments for thirty calendar days after the date of this Notice.
