BE IT RESOLVED, by the Board of County Commissioners of Weld County,
Colorado, that the agreement with Warren Air Force Base for extraordinary snow
removal, a copy of which is attached and made a part of this resolution, be and
is hereby approved and signed.
The above and foregoing resolution was, on motion duly made and

ON DEFENSE ACCESS ROADS SERVING THE WARREN
AIR FORCE BASE MINUTEMAN MISSILE SITES
IN COLORADO UNDER PROJECT R -AD 300(1)
This MODIFIED AGREEMENT is made and entered into by and between Weld
County, State of Colorado, hereinafter referred to as "Weld County," and
the United States Department of Commerce, Bureau of Public Roads, here-
inafter referred to as "Public Roads." The AGREEMENT approved effective
November 16, 1964, is hereby superseded.
RECITALS
WHEREAS, pursuant to the provisions of Section 210 of Title 23, United
States Code, and authority delegated by the Secretary of Commerce, Public
Roads is authorized to provide for the maintenance of Defense Access Roads;
WHEREAS, the Acting Chief of Transportation of the Department of Defense,
acting pursuant to authority delegated by the Secretary of Defense, has
certified that it is important to the National Defense to provide for
extraordinary snow removal under the conditions herein set forth on the
Defense Access Roads hereinafter described and has requested that Public
Roads take appropriate action to provide for such extraordinary snow
removal out of funds transferred to Public Roads by the Department of the
Air Force; and
WHEREAS, Weld County is willing to cooperate in the interest of National
Defense by performing the extraordinary snow removal work herein specified
under conditions that will result in neither a profit nor a loss to Weld
County.
NOW, THEREFORE, the parties hereby agree as follows:
1. As used herein, unless the context indicates otherwise;
a. The term "Defense Access Roads" means those public highways shown
on the attached map that are located in Weld County. These roads were
constructed under Colorado Access Road Project R -AD 36(1), completed in
1964. The designated roads as shown on the attached map are described as
follows:

Access road numbers 1 through 10, 12 through 23 and roads 27
(2) The above roads are located between R56W to R60W and from
T7N to T12N at the Nebraska State line.
b.. The term "extraordinary snow removal" means that Weld County will,
upon notification by the agents of the United States Air Force, react
within two (2) hours to commencing placing snow removal equipment in
condition to remove snow from those access roads hereinbefore designated
in this Agreement, which snow removal is over and above that ordinarily
performed by weld County for the class of road involved. Weld County will
then endeavor to the best of its ability to remove snow and snow drifts
from access roads to control centers and inoperative sites as rapidly as
possible. Denial of access to launch control centers or to any inoperative
launching site should not exceed twenty-four (24) hours for any reason and
that periods longer than twenty-four (24) hours are operationally unac-
ceptable to the National Defense.
2. Weld County agrees to perform the extraordinary snow removal on the
Defense Access Roads hereinbefore described in this Agreement, and
designated on the map attached to this Agreement, when notified by one
of the following named authorized agents representing the Civil Engineer
of Warren Air Force Base, Cheyenne, Wyoming:

3. a. In order to insure that equipment will be available at all times
for extraordinary snow removal, Weld County will purchase the following
equipment with funds made available under the terms of this Agreement, and
will keep it in proper operating condition and available for extraordinary
snow removal use:
Six (6) two-way radio units for installation in existing snow
removal equipment presently used and housed in the area hereinbefore
described in section 1 of this Agreement.
The purchase or rental use of one (1) central transmitter -receiver
station suitable and adequate to maintain communication with the above
two-way radio mobile field units.
b. Subject to prior authorization to advertise for bids and concurrence
in award of contracts for the new equipment, as itemized in section 3.a
above, Public Roads agrees to reimburse Weld County, out of funds made avail-
able by the Department of Defense, for the actual costs of the above equipment
in the ratio and amount as listed below:

(1) Six (6) two-way radio units and one (1) central transmitter -
receiver station to be reimbursed at 25 percent of bid cost up to a maximum
amount of $3,000.
4. It is also agreed that Weld County will be reimbursed for "actual cost"
of operator and labor costs incurred in the performance of extraordinary snow
removal on the herein described Defense Access Roads. The term "actual cost"
means the costs incurred by Weld County for: -
a. The cost of operators and labor, including overtime and those fringe
benefits normally paid by Weld County, such as contributions to retirement
systems, insurance programs, annual and sick leave benefits.
b. It is further agreed that Weld County will request reimbursement
for "actual costs" for only those emergency hours requested by authorized
agents listed in section 2 of the Agreement, which hours are over and above
those normally required for regular county maintenance operations.
5. It is also agreed that Weld County will not be reimbursed for any addi-
tional equipment other than specified in section 3 of this Agreement nor will
they be reimbursed for any maintenance costs and expenses such as fuel,
repairs, depreciation, storage of equipment and any other incidental mainte-
nance costs that are necessary to perform the extraordinary snow removal
requirements defined in section l.b of this Agreement.
6. Weld County, when billing Public Roads, shall submit annually a
certifiedstatementof the actual cost of operators and labor incurred, as
defined in section 4 of this Agreement, for extraordinary snow removal.
Records of the actual costs shall be recorded and maintained by Weld County
and such records shall be retained and made available for inspection and

audit by Public Roads until Weld County is notified in writing that such
records are no longer required. Such actual costs shall not exceed the
sum of $1,000 for the fiscal year ending June 30, 1966, and for each
succeeding fiscal year as hereinafter stated in this Agreement.
7. Weld County, as a condition to reimbursement for equipment authorized
in section 3 of this Agreement and for actual costs of operators and labor
hereinbefore specified in section 4 of this Agreement, agrees to provide
extraordinary snow removal as hereinbefore defined in section 1 of this
Agreement, for the fiscal years 1966, 1967, 1968, 1969, 1970 and 1971,
subject to the availability of funds therefor.
8. It is further agreed that the equipment itemized in section 3 of this
Agreement, when purchased, will become the sole property of Weld County
and will be used as necessary for extraordinary snow removal on the Defense
Access Roads set forth herein, or for snow removal or maintenance use on
other roads for which Weld County is responsible. Should this Agreement be
terminated prior to the end of the fiscal year 1971, the Department of
Defense shall receive a salvage credit based on the following formula:
Salvage credit equals A -B times P
A
Where: A equals the 6 fiscal years noted in section 7 of
this Agreement;
B equals the fiscal years the equipment was used;
P equals the amount of funds authorized in section 3
of this Agreement.
9. It is further agreed that, with respect to any Federal activities and
Federal property within the affected area, nothing contained herein will
be construed as holding Weld County liable for any personal damage or
personal liability injury to any person or thing while removing snow or
snow drifts from the hereinbefore described Defense Access Roads.
10. It is further agreed that, except for any willful breach of this
Agreement by Weld County, Public Roads shall hold harmless Weld County
from any and all claims by its agents, contractors or subcontractors, or any
persons by Public Roads employed or under agreement with said Public Roads,
by reason of any failure of Weld County to fulfill this Agreement.

ii. Due to the uncertainties involved with the problem of extraordinary
snow removal, it is further agreed that this Agreement will be subject
to renegotiation on an annual basis, if so requested by either party to
the Agreement.
IN WITNESS WHEREOF, the parties hereto have executed this
AGREEMENT effective as of OCT 2 2 1965

Enclosed is the original and seven copies of a modified maintenance
agreement with Weld County, Colorado, for extraordinary snow removal
on Defense Access roads serving the Minuteman Missile sites in Weld
County under Project R -AD 300(1). This modified agreement will super-
sede the maintenance agreement with Weld County approved effective
November 16, 1964.
The terms of this modified agreement were discussed and verbally
approved by Mr. Edward L. Dunbar, Commissioner of the Nor heist Weld
County District. We request that you review this modified agreement
and if satisfactory, sign all enclosed copies in the spaces provided
on page 5 of the agreement including the Attest Statement. You may keep
the copy marked Weld County for your files. Please sign and return all

distribution.

Subject: Maintenance of Defense Access Roads on
Project R -AD -36(1)
Enclosed is a copy of a letter from Mr. Earl A. Johnson
concerning maintenance of cattle guards on county toads
along his property. These cattle guards are on Road 27
beginning at State Highway 71.
Mr. Johnson's letter was sent -to us by a memorandum from
the Warren Air Force Base in Cheyenne, Wyoming, with a
request that we coordinate corrective measures to alleviate
this problem. During our routine maintenance inspections
of completed Federal -aid projects this fall, we did notice
numerous other cattle guard locations where the motor patrol
operator has carried gravel into the cattle guard pit, in
some cases completely filling portions of the pit.
We would appreciate your early consideration of this matter.
Please indicate by letter to this office what corrective
measures were taken. We would also be interested in any
comments or recommendations you may have regarding any
improvement of our cattle guard design.

Dear Sir:
I am writing in regard to the Cattle Guards on the Missile Road that passes
through my place. This is the road leading from Colorado Highway 71, to
Missiles M9 and M10. The cattle guards are very ineffective in turning
livestock because they are not far enough across and the rails are very
close together. This situation is now worse because the guards are full
of dirt, being filled by the flood last spring and also the blade of the
Weld County Road Maintainer dragging dirt across-, the driver does not lift
the blade when he crosses.
I am hoping that you will have these cattle guards cleaned out. If these
roads are not in your department will you refer this letter to the
responsible party. The guards are so constructed that we cannot clean
them out.
I am concerned about the guard that borders on Highway 71. I am afraid
that in a snow storm our cattle will cross the guard onto the road,
endangering both the cattle and people traveling the road. Can something
else be put at that position to turn the cattle?

The subject modified extraordinary snow removal agreement signed by
the Board of County Commissioners of Weld County and by this office
has been received. The effective date of this agreement will be
October 22, 1965.
You are hereby authorized to perform extraordinary snow removal as
necessary and according to the terms of the subject agreement. This
authorization also includes the expenditure of funds up to a maximum
amount of_ 13.,,QQQ.. for radio equipment and for actual cost of operator
and labor incurred up to a maximum of $1,000, which hours are over
and above those normally required for regular county maintenance
operations.
We request that you submit_three certified copies of an itemized bill
at the end of each fiscal year_showing the actual cost for operators
and labor incurred, as defined in section 4 of the subject agreement.
These itemized bills should be sent directly to this office and payment
will be made as quickly as possible, subject to the availability of
funds therefor.
We also request that all of the above equipment be purchased under
standard competitive bidding procedures. After bids are received,
please submit three certified copies itemizing the equipment specified,
the amounts of individual bids received and the bid or bids accepted,,,
Payment will be made as quickly as possible, subject to the terms of
the above agreement and subject to the availability of funds therefor.

OPERATION OF EQm-PMENT
Most radio units are connec.,;d to the ignition
switch so the radio will come on with the ignition.
When connected this way, the radio switch should
be left "on" at all times. If not connected to the
ignition, be sure to turn the radio off when leav-
ing the car and remember to turn it on when go-
ing back in service. After being turned on it is
ready for operation after a warm-up of 30-40
seconds.
The VOLUME control adjusts the loudness of
the incoming signal. The SQUELCH control
should be set so that the rushing noise just stops.
Setting this control too far back may cause in-
coming signals to be "choppy" or difficult to
receive in fringe areas. The volume and squelch
controls affect only your reception. They have
no effect on the signal you send out.
After the set is on with the volume and squelch
controls set for proper reception, you are ready
to receive and make calls. Before transmitting,
listen about 30 seconds to make sure the channel
is clear. When you are reasonably sure the air
is clear, contact the operator by picking up the
microphone and pressing the microphone button
Wait 2 seconds before speaking (after pressing
mike button) to allow your transmitter to come
up to full power.
The microphone button turns on your trans-
mitter and cuts off your receiver. You must release
the button before you can receive. Just remember:
PRESS TO TALK - LET UP TO LISTEN
Talk in a normal tone of voice. Do not shout.
Best results are obtained using a normal speaking
level with the microphone about one inch from
the mouth at an angle of about 45°.
If the operator says you are "cutting out" you
may be talking too loud; try again, speaking more
softly, or change location. If this happens very
often, have your mobile unit checked by the
serviceman. It may need adjustment.
PROCEDURE
The radio is like a party line. If the channel
is in use, wait until it is clear before making
your call. If you break in on someone he will
have to repeat, taking just that much longer be-
fore the channel clear for your message. Don't
be impatient— amber how long you would
have to wait or _:ive if you didn't have radio.
If the operator does not answer the first
time you call, wait about 30 seconds before re-
peating your call. The operator may be handling
another call or another signal may be coming in
on the channel. In this case, you may be told to
"stand by" and when the channel is clear the
operator will call your unit and tell you to "go
ahead"
TO CONTACT OPERATOR:
To contact our operator, press the mike button
and make your call.
EXAMPLE:
Mobile Unit: "71 to Greeley"
Operator: "71 go ahead"
You then give your message to the operator
or, if you wish to place a telephone call, give
our operator the number, who will then dial it
for you. When the telephone answers, ask for
the party you want and proceed with the con-
versation.
After you finish the conversation, advise the
operator you are through by saying, "71 clear."
TO CONTACT ANOTHER UNIT:
If you wish to contact another mobile unit,
proceed as above except when the operator
answers you, give the number of the unit you
want. The operator will then contact the unit
and switch the equipment for oar -to -car so that
you can then carry on a direct conversation.
After the two units have completed the con-
versation, the unit which initiated the call should
then release the channel by saying, "71 clear."
The operator will then disconnect the car -to -car
hook-up.

COMMISSION
RULES AND REGULATIONS
1. Emergency calls have absolute priority. No
unit shall transmit while an emergency call
is being handled.
2. Each call must be identified by your assigned
radio number.
3. It is illegal to repeat or "tivulge to anyone

CODE SIGNALS
Years ago police dispatchers learned they
could improve the efficiency of radio operations
through the use of codes known as "Ten Signals."
We are listing below a few of the more commonly
used signals. Their use is optional but you will
find they facilitate the handling of your calls.
10- 4 —MESSAGE RECEIVED AND UNDER-
STOOD
10- 7 -OUT OF SERVICE —Hold my messages.
(You might give the approximate time
you will be out of service so she can
so advise people caning in for you with
messages.)
10- 8 —IN SERVICE (This lets the operator
know you are back on the air and she
can then give you any messages that
have come in while you were out of
the car.)
10- 9 —REPEAT (No need to go into detail
why you need the message repeated;
just say, "TEN -NINE".)
10 -18 -DO I HAVE ANY MESSAGES?
10-19-I HAVE NO MESSAGES FOR YOU.
10 -20 -WHAT IS YOUR LOCATION? (Do not
say, "What is your Ten -Twenty?" This
is superfluous and you might as well
use the word location. Instead, simply
say, "TEN -TWENTY.")
