RE: APPROVE NOTICE OF FUNDING RECAPTURE (NFR) FOR EXPENDITURE
AUTHORIZATION AND WORK PLAN FOR WORKFORCE INNOVATION AND
OPPORTUNITY ACT (WIOA) PROGRAM FUNDS FOR QUEST RECOVERY
DISLOCATED WORKER GRANT (DWG), AND AUTHORIZE CHAIR AND
DEPARTMENT OF HUMAN SERVICES TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Notice of Funding Recapture (NFR) for
the Expenditure Authorization and Work Plan for Workforce Innovation and Opportunity Act
(WIOA) Program Funds for the Quest Recovery Dislocated Worker Grant (DWG) between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, and the Colorado Department of Labor
and Employment, Division of Workforce Development Programs, commencing October 1, 2023,
and ending June 30, 2026, with further terms and conditions being as stated in said notice of
funding recapture, and
WHEREAS, after review, the Board deems it advisable to approve said notice of funding
recapture, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Notice of Funding Recapture (NFR) for the Expenditure
Authorization and Work Plan for Workforce Innovation and Opportunity Act (WIOA) Program
Funds for the Quest Recovery Dislocated Worker Grant (DWG) between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Human Services, and the Colorado Department of Labor and Employment,
Division of Workforce Development Programs, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair and Karina Amaya-Ragland,
Department of Human Services, be, and hereby are, authorized to sign said notice of funding
recapture.

Brief description of the problem/issue: The Department is requesting approval for Employment Services of
Weld County's (ESWC) submission of a Notice of Recapture (NFR) for the QUEST Recovery DWG initiative.
QUEST DWG focuses on serving individuals whose employment has been negatively impacted by the
pandemic, including individuals from historically marginalized and underserved populations who have been
disproportionately impacted. ESCW is returning $5,000.00 ($4,500.00 Program, $500.00 Admin) to the state
as a contribution to the purchase of Pathful Licenses for use by QUEST 2 participants. Pathful is a kindergarten
through bachelor's degree Workforce Readiness system that integrates college and career readiness, work -
based learning, and employability platforms, which provide content and the services in one location.
What options exist for the Board?
• Approval of the QUEST Recovery DWG Notice of Funding Recapture (NFR).
• Deny approval of the QUEST Recovery DWG Notice of Funding Recapture (NFR).
Consequences: Grant funding will not be returned to the state.
Impacts: Weld County will not participate in the purchase of Pathful Licenses for the state.

Reason for recapture; Weld County is returning $5,000 ($4,500 PROG, $500 ADMN) to the state as a
contribution to the purchase of Pathful Licenses for use by QUEST 2 participants.
The recaptured funds shall be unencumbered by the State for the Local Area and shall not be available
for reimbursement. Pursuant to the Agreement, the Local Area(s) shall not incur any costs or encumber
any funds effective the date on this NFR and shall submit to the State.
The NFR(s) shall become a part of Exhibit E to the fully executed Agreement(s) for the Local Area(s)
identified above.
In accordance with §24-30-202 C.R.S., this NFR is not valid until signed and dated below by the State
Controller and the CDLE Division Director, or their authorized delegate(s).
