RESOLUTION RE: APPROVE APPLICATION FOR 2024-2025 PEACE OFFICERS BEHAVIORAL HEALTH SUPPORT AND COMMUNITY PARTNERSHIPS GRANT PROGRAM, AND AUTHORIZE SHERIFF'S OFFICE TO SUBMIT ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the 2024-2025 Peace Officers Behavioral Health Support and Community Partnerships Grant Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Department of Local Affairs, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. This grant is focuses on the Behavioral Health support for Peace Officers. The funds assist with: Co -responder community responses; Community -based alternative responses; Counseling services for peace officers and their immediate family members; Assistance for development and implementation of policies to support peace officers who are involved in shootings or fatal use of force; Training and education programs that teach peace officers and their immediate family members the symptoms of job -related mental trauma and how to prevent and treat such trauma; Peer support programs for peace officers. Hiring, contracting, or developing a remote network to provide behavioral health counseling, therapy or other related support services to peace officers involved in job -related traumatic situations. A total of $1.7 million has been made available by the State of CO. Application deadline is 11/13/2024 in the DOLA Grant management tool. WCSO would like to apply for $44,692, covering the following items for the WCSO Peer Support Group. • Peer Support Training: $9,012 Fraternal Order of Police Wellness Summit for 4 attendees from the peer support team (tuition, flight, hotel, car rental, per diem for 4 days) • $1,500 for an outside presenter (1 day) for the Advanced Peer Support Training Seminar. Group coordinator from Larimer County to participate in training for Peer Support Group • External support services: $2,100 12 EMDR/Brainspotting therapy sessions for 40 ,.SO -dept, ft s • Officer Wellness App $32,000 based on 301-440 WCSO employee users WCSO's goal is to work toward creating a culture that focuses on building a mentally strong workforce by supporting deputies, civilians and their families and providing resources for proactive mental health assistance after traumatic events. The listed items would benefit the existing WCSO Peer Support Group and strengthen their work in the field and provide wellness tools for deputies who had to work critical incidents. What options exist for the Board? These funds will help to support the expansion of Peer Support and mental health support for all employees of the Weld County Sheriff's Office. They will enhance the ability of Deputies and immediate family members to confidentiality identify and use additional support services above and beyond those already provided by Weld County. Specifically, it will allow our personnel to access specialized services suzh as brainspotting and Eye Movement Desensitization and Reprocessing (EMDR) therapies to address post trauma symptomology above and beyond the training and experience of our current mental health provider. In addition, access to the Cordico App will enhance our personnel to self -educate regarding symptoms commonly experienced in post -traumatic periods as well as other job - related stressors and resultant symptoms or conditions. These funds will enhance our staff 's access to information as well as outside resources to address these concerns. Funds will also be used to encourage and empower Peer Support team members to gain supplemental and specialized or advanced training for their role in supporting their co-workers. The input from outside sources and other agencies' teams helps us advance and improve upon the services provided to our employees by their peers on the Peer Support Team. 3. Please describe your need for these funds. Weld County Commissioners provide all County employees significant physical and mental health resources. Weld County Commissioners also recognize the unique challenges and risks associated with Law Enforcement services and are continuing to enhance specialized, culturally competent resources to this specific Department. However, the Commissioners also must maintain a balance and appropriate resources for all of their employees on a limited budget. Recent challenges to identify, hire, and maintain employees in the Public Safety realm remains a challenge for Commissioners and the County in general. Finances are limited while efforts to recruit, hire, and retain quality employees continue under refinement and improvement. How do the project goals correlate to your organization goals? WCSO's goals are: Increase the employee awareness of job -related emotional trauma, its treatment options, and prevention by a 10% increase (from prior 2023 data) in the employee access of the Cordico application. Enhance the continuing education and capacity of our Peer Support team membership by ensuring that all team members receive additional training from varied perspectives to include provision of an outside resource to specifically train team members on trauma, post -traumatic growth, treatment and prevention strategies related to traumatic experiences. Further, to provide an opportunity for at least four members per calendar year to attend National Conferences to collaborate with other teams across the country regarding best practices and evidence -based strategies that are working across the Country. This is to include not only the formal educational sessions of the Conference but the informal exchange of information regarding team experiences. That information will then be shared with the remainder of the team membership at the most timely opportunity following the Conference. The project goals are in direct support of the organizational goals for continuous improvement and the provision of highly focused, culturally competent, anonymous mental health support and education for our employees. We recognize that the overall wellness of our employees directly correlates to employee satisfaction, focus, performance, and, ultimately, retention. 5. Explain how your project goals are specific and measurable. This program needs to report on measurable impacts of the funding provided and this will be a requirement for every successful applicant. Our identified project goals are each measurable via the level of employee involvement over the identified period of time (calendar year). The first goal relies upon data already received by the Sheriff's Office regarding the anonymous use of the Cordico application, its specific areas of access, and frequency of use which continues to be available through Lexipol while maintaining full anonymity of the individual users. Our second goal regarding provision of additional training specific to the Peer Support Team is a specific recognition of the need for external input to our internal training and processes. It is readily measurable by team attendance and the provision of this outside source in an environment and time that maximizes team member participation. The related goal of supporting our team's collaboration and participation in a National conference is measurable and specific in that we have identified our target minimum of individuals we would like to have represent our team at a National Conference within the specific target calendar year time -frame. Each and all of the identified goals directly relate to the over -arching effort to continuously improve our support services and access to them via direct service provision, education of our employees (and Peer Support Team) while maintaining realistic and measurable markers of our success. 6. Our agency collaborates with North Range Behavioral Health for services to our community members in need of mental health services. We collaborate via direct referral as well as resource and educational material sharing between our contracted clinician and North Range Behavioral Health (NRBH). We contract with a licensed mental health provider to oversee our Peer Support team efforts and to provide direct, confidential, and cost-free counseling services to our employees. This contract is a direct investment made by the County Commissioners in support of our over -arching efforts to support employee wellness. Further, we utilize resources and information from Brower Psychological Services, Nicolletti-Flater Associates, and Poudre Psychotherapy Partners. All of these providers operate within our region. 7.
