On October 28, 2024, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for Bonanza Creek Energy Operating, LLC - North Platte 14-36. A copy of this
public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A public
copy of this notice is required by Colorado Air Quality Control Commission regulations. The
notice must be available for public inspection for a period of thirty (30) days from the
beginning of the public comment period. Please reference the public notice for instructions
on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Bonanza Creek Energy Operating, LLC
Facility: North Platte 14-36
Well Production Facility
SWSW quadrant of section 36. Township 5N, Range 63W
Weld County
The proposed project or activity is as follows:
North Platte 14-36 is an oil and gas production facility located within the eight -hour (8 -hr)
Ozone Control Area of Weld County. The facility produces both oil and natural gas from three wells.
This facility also collects and compresses gas from offsite well pads.
Gas is gathered from offsite well pads and sent to the slug catcher where oil and water are separated
from the gas. The water is directed to a water tank before being trucked from the facility. The oil,
along with compressor dropout liquids, is sent to the heater treater onsite where further separation
occurs. The gas from the heater treater is sent to an ECD and the oil is sent to the condensate storage
tanks onsite before being trucked from the facility. Gas from the slug catcher is sent to the booster
compressor onsite. Once compressed, water is removed from the gas in the dehydrator, which is
controlled by one enclosed combustor. The gas exiting the dehydrators proceeds to the sales line
and sent offsite. Any recovered liquids from the compressors, scrubbers, and dehydrator are sent
through the slug catcher onsite to be processed.

Bonanza Creek Energy Operating Company, LLC (Bonanza) has submitted a permit application to
install a new TEG Dehydrator (Point 030) replacing an existing dehydration unit on site (Point 021).
Facility is considered an existing major stationary source of NOx and VOC. Following major
modification applicability tests, it was determined that this project is not subject to major PSD or
NANSR review - See Preliminary Analysis document. Additionally, operator is requesting federally
enforceable limits on the PTE of VOC in order to avoid major source requirement.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the
following reason(s):
• the source is requesting a federally enforceable limit on the potential to emit in order to
avoid other requirements
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and regulations
of the commission. The division will receive and consider written public comments for thirty (30)
