Air Pollution Control Division `'4Notice Of A Proposed Title V Operating Permit Warranting � Public Comment Website Title: DCP Midstream - Rocky Turbine Compressor Station - Weld County Notice Period Begins: May 31, 2024 NOTICE is hereby given that an Operating Permit application has been submitted to the Colorado Air Pollution Control Division, 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530, for the following source of air pollution: Applicant: DCP Midstream 370 17th Street, Suite 2500 Denver, CO 80202 Facility: Rocky Turbine Compressor Station Sec 26, T6N, R63W Weld, CO DCP Midstream has applied for an Operating Permit for the Rocky Turbine Compressor Station in Weld County, CO. The Rocky Turbine Compressor Station takes natural gas from surrounding sources and compresses the gas to pipeline pressure. The incoming gas goes through an inlet slug catcher where liquids are removed and sent to one (1) onsite pressurized bullet tank. The gas is then compressed via two (2) natural gas fired compression turbines (IDs TURB-1, TURB-2), dehydrated via one (1) TEG dehydration unit (ID D-1), and sent to a gas plant via pipeline for further processing. The overhead still vent emissions from the TEG dehydrator (ID D-1) are routed to an enclosed combustor ("ECD"). The ECD is estimated to be down one (1) percent of the time, during which the still vent emissions will be vented directly to the atmosphere. The TEG dehydrator flash gas emissions are routed back to the inlet of the facility via a vapor recovery unit ("VRU"). The VRU is estimated to be down one (1) percent of the time. During VRU downtime, emissions from the flash tank are routed to the ECD. The liquids are stored in a pressurized bullet tank and hauled offsite via a pressurized truck loading rack (ID L-1). Produced water is stored in a 240 barrel ("bbl") produced water sump tank (ID TK-0471). A copy of the application, including supplemental information, the Division's analysis, and a draft of Operating Permit 21OPWE431 are available on the Division's website at https://www.colorado.gov/cdphe/air-permit-public-notices. The Division has made a preliminary determination of approval of the application. Based on the information submitted by the applicant, the Division has prepared the draft operating permit for approval. Any interested person may contact the division at cdphe_apcd_title_v@state.co.us to obtain additional information. Any interested person may submit written comments to the Division concerning 1) the sufficiency of the preliminary analysis, 2) whether the permit application should be approved or denied, 3) the ability of the proposed activity to comply with applicable requirements, 4) the air quality impacts of, alternatives to, and control technology required on the source or modification, and 5) any other appropriate air quality considerations. Any interested person may submit a written request to the Division for a public comment hearing before the Colorado Air Quality Control Commission (Commission) to receive comments regarding the concerns listed above as well as the sufficiency of the preliminary analysis and whether the Division should approve or deny the permit application. If requested, the hearing will be held before the Commission within 60 days of its receipt of the request for a hearing unless a longer time period is agreed upon by the Division and the applicant.
