Action Item -Approval of the October 30th meeting minutes — motion by Kyle, seconded by
Ernest, motion carried
- Update on Executive Director Hiring process and recommendation from the hiring
committee
o Met w/recruiter and we have five more applicants on the second round, one is
qualified. Pay range 150K -175K but recruiter indicates they would take the lower
end. They are out of state. Direction from the board on next steps, option to
continue to work with the city and look at an assistance director. May cost some
more but comes with some pros and cons. Reviewed salary spreadsheet provided

by Deb, blue current positions need salary adjustments, yellow may be going away,
blue additional staff recommendations.
o Budget and Staffing plan - see spreadsheet from Deb
Funding receipts - section 8 - agency pays out to the landlords, then information is
submitted to HUD and HUD reimburses for the section 8 payments. Amount changes each
month, depending on rents and people exiting or joining the program. Amounts submitted
include admin fees.
With city help for the interim it does help with the transition with Weld County. Program
Director option/person doesn't have the knowledge for the voucher information and
information with HUD. Juliana proposed a new option, to keep the current option until we
get an ED and allow Deb to make minimal hiring changes. ED will have to "be in the weeds"
for a bit until the HA gets back on "solid footing" with staff training and HUD efficiencies.
Some of Deb's staff recommendations will need to move forward for efficiencies.
Whomever comes in, ED or OD will have to buckle down and shore up the organization to
provide efficiencies and get funding back on track. Still do not have accurate financials to
determine where we are at. Move forward with interviewing for the ED position, there is 1
new candidate and one that was previously interviewed.
- Juliana had to drop off at 5:15 pm.
- Update on Weld County Housing Authority transition — still waiting on a meeting for the
separation. Documentation from the authority to allow Weld County to move on (per Scott).
Looking at sitting up a meeting for November 20th. Need to understand how the separation
needs to happen.
- Update on LOI from City Line -
o Alex Gano outside counsel for the City Attorney's office, City doesn't have attorney's
who are versed in Housing Authority matters so they have contracted with Alex to
assist with some matters.
o Bobbier is still looking at the LOI
- Update on Staff and Personnel Policies — Bobbier and Deb still working on this.
- Additional HA updates from Deb — admin plan got through public comment period. Will
prepare a summary of the admin plan for this group to review. Michelle Gentry is still
working on the PIC entries for the HA until we can get someone trained internally.
- City agreed to keep the Greeley HA board during their triannual review of city committees.
Could change the size of the board with the split of WCHA and GHA.
Next meeting is Wednesday of Thanksgiving week. Should have a quorum.
