RE: APPROVE SALES QUOTE FOR PURCHASE OF TWO (2) SERSTECH HANDHELD
DRUG IDENTIFICATION MACHINES AND RELATED SOFTWARE THROUGH
COLORADO STATE PRICING AGREEMENT - SAFEWARE, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Weld County Code Section 5-4-100, Cooperative Purchasing
Agreements, the Weld County Sheriff's Office desires to utilize Colorado State Pricing Agreement
#187696, and
WHEREAS, the Board has been presented with a Sales Quote for the Purchase of two (2)
Serstech Handheld Drug Identification Machines and Related Software between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Sheriff's Office, and Safeware, Inc., to purchase said equipment and software, and
WHEREAS, after review, the Board deems it advisable to approve said sales quote, a
copy of which is attached hereto and incorporated herein by reference, for the purchase of two (2)
Serstech Handheld Drug Identification Machines and Related Software, for the total cost of
$60,851.26 from Safeware, Inc.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, the Sales Quote for the Purchase of two (2) Serstech Handheld Drug
Identification Machines and Related Software between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office,
and Safeware, Inc., for the total cost of $60,851.26, be, and hereby is, approved.

Brief description of the problem/issue:
The Weld County Sheriff's Office Detentions Division is faced with the task of trying to identify illegal narcotics
that make their way into the facility. These narcotics are not easily identifiable and could pose a substantial risk
to safety of staff and inmates. Oftentimes these narcotics are hidden within other substances. A testing and
evaluation period with this machine was successful and validated is usefulness in the Weld County Jail.
What options exist for the Board?
The Board could elect to not approve this request.
Consequences:
Deputies, inmates, and staff would be at risk of exposure to unknown chemicals and or illicit
substances.
Impacts:
No negative impacts to note. It would positively impact our operations by keeping those testing
narcotics safe. This would also allow staff to identify what types of narcotics or chemicals they are
handling, in a safe manner.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
The funding for this equipment would be provided through JBBS funds, no financial obligations from
Weld County.
Recommendation:
The Weld County Sheriffs Office recommends the approval for purchasing two handheld drug
identification machines.

The Weld County Sheriff's Office is requesting approval to purchase two Serstech narcotic
identification machines. The attached quote is from Safeware for these items in the total amount
of $60,851.26. The pricing quote is through the Colorado State Pricing Agreement. County Code
Section 5-4 allows the County to participate in cooperative purchasing agreements. The
Colorado State Pricing Agreement is one of those cooperative agreements. Weld County
Sheriff's Office is recommending utilizing the Colorado State Pricing Agreement contract
number 187696 to procure this equipment. The Weld County Sheriffs Office will utilize funds
from JBBS, who have already approved the purchase.
The Weld County Sheriff's Office and the country have seen a substantial increase in the
manufacture and use of illicit and deadly narcotics. The Jail has seen several instances where
narcotics entered our facility and posed a threat to inmates and staff
As of today, the only way to test a substance suspected of being a narcotic is to use a NIK Kit.
This method puts staff at risk of being exposed to the unknown substance. The person testing the
substance must physically place part of the substance into a plastic container and wait for a
chemical response, which identifies the substance. This method is often used as initial probable
cause but ultimately the substance will need to be sent to the lab for further testing, putting more
people at risk from exposure.
The device we are requesting to purchase would assist in immediately identifying unknown
substances, without putting staff at risk. The device uses a laser to assist in the identification
process. The subsistence can be in a clear plastic bag or container when tested, eliminating the
need to physically handle the sustenance. This device has also been recognized by the 19TH
Judicial District in narcotics related cases in lieu of lab testing results.
This machine has a catalog built within that is updated quarterly. This allows the user to identify

most, if not all, types of substances that we will come across. Once tested the result is added to a
report that theuser will be able to add to their report.
The Weld County Sheriff's Office received one of these machines from the vendor, for trial
testing and evaluation period. The device was successful in identifying substances throughout
the facility, creating a more effective and efficient method in identifying and addressing concerns
related to controlled substances. Several other agencies within Weld County are currently using
these devises, also with success.
