This letter is to notify you, as required by Rule 2.07.4(3)(g) of the Rules and Regulations of the
Colorado Mined Land Reclamation Board for Coal Mining (Rules), that the Division of
Reclamation, Mining and Safety finalized its proposed decision to approve Permit Revision
Application No. 3 for the Keenesburg Strip Mine on December 17, 2024. The operation is located
in Weld County, and further described as follows:

This letter is to inform you that the Colorado Division of Reclamation, Mining and Safety is proposing to
approve a revision application for a coal mining and reclamation permit. The application was submitted by
Coors Energy Company on June 11, 2024, for the Keenesburg Strip Mine.
The surface mine is located approximately 7 miles North of Keenesburg, Colorado. The permit area is further
described as follows:
All or portions of Sections 2 and 11, T2N, R64W; and Sections 25 and 36, T3N, R64W; 6th Prime Meridian.
Copies of the revision application are available for public review at the Keenesburg Town Hall, 140 S
Main, Keenesburg, CO 80643. Copies of the Division's "Proposed Decision and Findings of Compliance"
are available at your County Clerk and Recorder's office. The revision application and proposed decision

The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34,
Article 33, Section 118, Paragraph 3, of the Colorado Revised Statutes, that on July 11, 2024, a
permit revision application for a permit to conduct coal mining operations, Permit No. C-1981-028
by Coors Energy Company, was considered complete for the purposes of filing. All review and
comment periods as provided in the Colorado Surface Coal Mining Reclamation Act and the Rules
and Regulations of the Colorado Mined Land Reclamation Board for Coal Mining initiate from this
date of filing.
Permit revision to establish the approved post -mining land use as Industrial/Commercial for the
entire permit area. This will allow for renewable energy development at the site. The applicant is
not proposing additional surface disturbance outside of the area currently approved for disturbance.
The surface coal mining operation is located approximately 7 miles North of Keenesburg, Colorado.
The permit area is further described as follows:
All or portions of Sections 2 and 11, T2N, R64W; and Sections 25 and 36, T3N, R64W; 6th Prime
Meridian.
The above -mentioned tracts of land are shown on the following USGS 7.5 minute Quadrangle
map(s): Klug Ranch.

This letter, as required by Rule 3.03.2(5)(a) of the Rules and Regulations of the Colorado Mined
Land Reclamation Board for Coal Mining, is to inform you that the Division of Reclamation,
Mining and Safety has issued a proposed decision to approve Bond Release Application No. 11
for the Keenesburg Strip Mine. This decision will be published in the Fort Lupton Press as soon
as possible. The first day following publication of the notice initiates a thirty (30) day public
comment period. If, within thirty days, there are no requests for an adjudicatory hearing, the
decision will become final.
When finalized, SL -11 will Phase I release 101.28 acres including the reclaimed B Pit, the
reclaimed Long Term Spoil Area, reclaimed roads, and other areas. As an interested party, you
have the right to an adjudicatory hearing as outlined under Rule 3.03.2(6) of the Rules and
Regulations. The request for an adjudicatory hearing must be written and state with specificity the
reasons why the hearing is requested. The request must be received within thirty days of the day
following the first publication of the proposed decision in the Fort Lupton Press.

Re: Notice of Application for Phase I Bond Release of Selected Areas of the Coors Energy
Company Keenesburg Mine (DRMS Permit C-1981-028)
Dear Sir or Madam,
Coors Energy Company has filed an application for a Phase I bond release work completed at the
Keenesburg Mine with the Colorado Division of Reclamation Mining and Safety (DRMS, permit
C-1981-028) in accordance with the approved reclamation plan. The Phase I bond release
application requests release of bond and liability for successfully completing backfilling and
grading in Areas 35 through 38 and 42 through 45 encompassing approximately 102 acres within
the mine site. These areas are located within Section 25 of Township 3 North, Range 64 West of
the 6th Principal Meridian, Weld County, Colorado. The permit area is located seven miles north
of Keenesburg Colorado and is accessed by Weld County Road 59.
As required by Colorado law, whenever bond release is requested, all interested or affected
parties with a valid legal interest must be notified and afforded the opportunity to comment or
request an informal conference on the bond release in accordance with Rule 3.03.2(3) of the
Regulations of the Colorado Mined Land Reclamation Board for Coal Mining.
This letter will serve to notify you that Coors Energy Company is requesting Phase I liability and
bond release in the amount of $574,531.00 of the total current reclamation bond amount of
$1,201,563.00. A copy of the entire bond release application will be on file for public review at
the DRMS (1313 Sherman St, Room 215, Denver, CO 80203), the Weld County Clerk and
Recorder's Office (1402 N 17th Ave, Greeley, CO 80631), the Keenesburg Town Hall in
Keenesburg, CO during the review period. All information pertinent to the bond release request
is presented within this application.

The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34,
Article 33, Section 116, Paragraph 4, of the Colorado Revised Statutes, that on July 8, 2020 an
application to revise coal mining operations at the Keenesburg Strip Mine was considered complete
for the purposes of filing. The revision was submitted by Coors Energy Company. All review and
comment periods as provided in the Act and the Regulations initiate from this date of filing.
This TR proposes to update the standard used to determine re -vegetation success. In particular, the
proposed standard would not differentiate between warm and cool season grasses. The applicant
is not proposing additional surface disturbance outside of the area currently approved for
disturbance.
The surface coal mining operation is on land located approximately 7 miles North of Keenesburg,
Colorado. The permit area is further described as follows:
All or portions of Sections 2 and 11, T2N, R64W; and Sections 25 and 36, T3N, R64W; 6th Prime
Meridian.
