RE: APPROVE NOTICE OF FUNDING ALLOCATION (NFA) AND WORK PLAN FOR
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) FOR VETERANS
SERVICE -TO -CAREER PROGRAM (VSCP), AND AUTHORIZE CHAIR, DEPARTMENT
OF HUMAN SERVICES, AND WORKFORCE DEVELOPMENT BOARD TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Notice of Funding Allocation (NFA) and
Work Plan for Workforce Innovation and Opportunity Act (WIOA) for the Veterans Service -to -
Career Program (VSCP) between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Human Services,
the Workforce Development Board, and the Department of Labor and Employment, commencing
upon full execution of signatures, and ending June 30, 2025, with further terms and conditions
being as stated in said NFA and workplan, and
WHEREAS, after review, the Board deems it advisable to approve said NFA and
workplan, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Notice of Funding Allocation (NFA) and Work Plan for Workforce
Innovation and Opportunity Act (WIOA) for the Veterans Service -to -Career Program (VSCP)
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, the Workforce
Development Board, and the Department of Labor and Employment, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair, Elizabeth Barber, Department
of Human Services, and Matthew Hortt, PhD., Workforce Development Board, be, and hereby
are, authorized to sign said NFA and workplan.

Brief description of the problem/issue: WIOA Section 116(e) requires that the State, local boards,
and state agencies conduct evaluations to "promote, establish, implement, and utilize methods for
continuously improving core program activities in order to achieve high-level performance within, and
high-level outcomes from, the workforce development system" and "use designs that employ the most
rigorous analytical and statistical methods that are reasonably feasible".
The Department is requesting approval for Employment Services of Weld County's (ESWC)
submission of a Work Plan and Notice of Funding Allocation (NFA) #WE24-013 for the Veterans
Service -to -Career Program (VSCP).
VSCP funding will be used for skills training, registered apprenticeships, internships and other work -
based learning opportunities, and supportive service to secure gainful employment or participate in an
educational or skills training program. Services provided through the grant complement services
currently provided under the Workforce Innovation and Opportunity Act (WIOA) and also includes
those Veterans who do not qualify for WIOA programs.

Consequences: Program funds will not be distributed.
Impacts: ESWC will not have the opportunity to administer these programs to their fullest and
would be required to utilize their limited Federal resources.

1. FUNDING PURPOSE
Funds shall be used to expand current services and provide direct services specifically tailored to the
needs and talents of Eligible Participants as defined in the PGL, Section IV.A.2.
2. USE OF FUNDS
Reference PGL, Section IV. paragraphs F through I for detailed information.
Any unspent SFY24 funds may be reissued via NFA to participating local areas effective July 1, 2024.
Future reissues are dependent on authorization from the State Legislature.
3. PARTICIPANT ELIGIBILITY
"Eligible Participants" are:
Veterans;
Spouse of a veteran;
A veteran's dependent child who is twenty-six years of age or younger and lives in the home of the
veteran;
A veteran's caregiver who is eighteen years of age or older and has significant responsibility for
managing the well-being of an injured veteran who has been determined unemployable by the
Veterans' Administration; or
A person who is actively serving in the United States Armed Forces and who is within six months of
being discharged under conditions other than dishonorable or a member of the National Guard
or military reserves who has completed initial entry training.
4. REQUIRED SERVICES
Funds must be used for direct services to eligible participants.
These services must include one or more of the following:
• Skills training;
• Registered apprenticeships;
• Internships and other work -based learning opportunities, including wage or stipend costs (for a
specified and limited time period as long as the task performed by the intern does not replace
the task currently performed by a paid contractor or employee), and
• Supportive services, as needed to secure gainful employment or participate in an educational or
skills training program.

6. COST REIMBURSEMENT
Program Costs are related to direct costs to support an eligible participant. Monthly invoices are due on
the 15th of each month to ensure timely processing. The invoicing process requires expenditure detail for
administrative, program and contractual funds both for local workforce areas and any integrated service
and support centers that are delivering services to participants under this program. The workforce center
and its partner(s) must utilize the invoice format embedded below for reimbursement.
