The Department of Local Affairs (DOLA) Energy and Mineral Impact Assistance Fund (EIAF) program was created to assist political subdivisions that are socially and/or- economically impacted by the development, processing, or energy conversion of minerals and mineral fuels. Funds come from the state severance tax on energy and mineral production and from a portion of the states share of royalties paid to the federal government for mining and drilling of minerals and mineral fuels on federally -owned land. The creation of the fund is outlined in C.R.S. 34-63-102 (Federal Mineral Lease) and C.R.S. 39-29-110 (Severance). Grant dollars are to be awarded for the planning, design, construction. maintenance of public facilities, and for the provision of public services by political subdivisions. Due to the limited amount of available transportation options, this roads sees the majority of heavy truck traffic between Wyoming and Denver and therefore is in need of repair due to the rapid level of deterioration. i. Weld County Public Works crews will mill off the existing asphalt to a depth suitable for mixing cement treated base (CTB) into the subgrade. The CTB will reinforce the substructure to strengthen the foundation for the asphalt to sustain the heavy duty truck traffic. Last, Public Works will Jaye the roadway with 6" of polymer asphalt. WCR 77 is a major truck haul route between Wyomin: and Denver. This corridor also serves the Niobrara Basin. With the limited north/south connections, truck pullouts will be inc uded along this stretch for corridor safety. b. Does this projec address the stated need? (500 character limit) Weld County is the #1 oil and gas producing county in the State of Colorado and therefore by default is the most impacted county. The majority of th county's traffic impacts directly result from heavy truck traffic related to the oil and gas industry. For this arterial corridor, tie annual average daily traffic is 693 vehicles per day with 56% being trucks. The average speed of traffic is 75 miles per hour, NM-- ch speaks to the importance of safety on this remote north/south road. J. RESILIENCY CRITERA The Energy and Mineral Impact Assistance Program is required to integrate resilience criteria into the program. By bringing resiliency considerations into preect planning and implementation, projects should be better poised to benefit a number of sectors (economy, health, infrastructure, etc.), minimize long-term risks, and anticipate or be better prepared to respond to changing conditions faced by Colorado communities For clarification or furtier guidance on how the Resiliency Criteria can be incorporated into projects, visit the Resiliency Prioritization Criteria section of the Colorado Resiliency Playbook. The Colorado Resiliency Framework site can also be used to develop a focused approach to incorporab these measures into all, or most projects. The WCR 77 project will positively impact housing, health, economic development and primarily infrastructure in order to realize co -benefits criterion and support the implementation of the Colorado Resiliency Framework. c. Reconstruction of this corridor is taking into consideration the best management practice strategies to reduce vulnerabilities to the infrastructure and housing sectors. Reinforcing this infrastructure will support the impacted unincorporated areas of Weld County classified as vulnerable populations/communities, which this project applies. d. The project looks to the future and creates long-term gains for the community. (500 character limit) As long as O&G drilling occurs in Weld County, we envision an energy impact program partnership with the State. We are the 3rd largest county at 4,000 sq. miles with one of the highest amounts of lane miles to maintain. As the #1 energy impacted county, we are always evaluating how our H RP program can be adapted to address both current and future climate, social, & economic priorities to ensure the most holistically responsible projects possible. e. (500 character limit) Weld County's FDR program promotes the departments ingenuity and leadership in roadway projects. The FDR model can be implemented by other agencies experiencing high truck volumes on every type of road, not just paved. This project relies on construction techniques utilizing recycled materials to help mitigate the effects of climate change. f. Socially equitable Yes f.1 Socially equitable Briefly describe how this project solution is inclusive of and addresses the needs of populations and community groups that have been or are disproportionately and negatively impacted by disasters, including social and economic shocks and stressors.
