RE: PUBLIC HEARING CONCERNING THE COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) 2023 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION
REPORT
A public hearing was conducted on June 10, 2024, at 9:00 a.m., with the following present:
Commissioner Kevin D. Ross, Chair

• The following business was transacted:
I hereby certify that pursuant to a notice dated May 21, 2024, and duly published May 24, 2024,
in the Greeley Tribune, a public hearing was conducted concerning the Community Development
Block Grant (CDBG) 2023 Consolidated Annual Performance and Evaluation Report.
• Elizabeth Relford, CDBG Program Manager, alongside Cynthia Martin, CDBG Program
Analyst, presented the third Consolidated Annual Performance and Evaluation Report (CAPER),
which serves as an annual end -of -year financial report required of all CDBG Programs.
Ms. Relford elaborated the status report and accomplishments that were included on the 2023
Annual Action Plan, along with a general assessment of the priorities, goals, and objectives that
were identified in the 2021-2025 Consolidated Plan for Weld County. She indicated the CDBG
fiscal year is April 1st through March 31st, and the CAPER needs to be submitted within 90 days
after the close of the program year, which translates to June 30, 2024, as required by the
U.S. Department of Housing and Urban Development (HUD). Ms. Relford informed the Board of
the goals for the 2021-2025 Consolidated Plan for Weld County, identified how CDBG funds will
be used for infrastructure improvements of public facilities, improved access to public services,
public housing preservation, and general grant administration. She indicated Weld County has
received $3.2 Million in grant funds during the first three (3) years from HUD, with the anticipation
of an additional $1.2 Million to be allocated for 2024. Ms. Relford noted 21 CDBG projects have
been awarded throughout Weld County, to date, and after a mandatory 15 -day public comment
period the report is submitted to HUD for their review and approval of the report.

Commissioner James moved to approve the Consolidated Annual Performance and
Evaluation Report (CAPER), and seconded by Commissioner Freeman, the motion carried
unanimously. There being no further discussion, the hearing was completed at 10:03 a.m.
This Certification was approved on the 24th day of June, 2024.
