HomeMy WebLinkAbout20240491.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, FEBRUARY 28, 2024 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, February 28, 2024, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Kevin D. Ross, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Mike Freeman Commissioner Scott K. James Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli • MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of February 14, 2024, as printed, Commissioner Buck moved to approve. Commissioner James seconded the motion and it carried unanimously. El AMENDMENTS TO AGENDA: There were no amendments to the Agenda. • CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion and it carried unanimously. • PROCLAMATIONS: 1) EMPLOYEE APPRECIATION DAY - MARCH 1, 2024: Chair Ross read the proclamation recognizing Weld County employees for the record. Each Commissioner, in turn, expressed their gratitude for each employee that allows for numerous services to be provided to the citizens of Weld County. They stated as elected officials, they come and go, but the heart of Weld County are the employees who work hard, have a passion for service, and exhibit professionalism. 11 WARRANTS: 1) GENERAL WARRANTS - FEBRUARY 27, 2024: Commissioner James moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion and it carried unanimously. Minutes, Wednesday, February 28, 2024 Page 1 2024-0491 BC0016 El BIDS: 1) APPROVE BID #B2400037, SURFACE GRAVEL SUPPLY - DEPARTMENT OF PUBLIC WORKS: Toby Taylor, Purchasing Department, reviewed staff's price comparison for the cost per ton for gravel supply needed to support road maintenance for the central and southern portions of Weld County. He stated staff recommends selecting the second lowest bidder who met specifications, J-2 Contracting Company, Inc., for the amount of $16.75 per ton, not to exceed 80,910 tons, for a total amount of $1,355,242.50. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. • 2) APPROVE BID #B2400050, FACILITIES DEPARTMENT BUILDING CABLING — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor reviewed staffs recommendation to select GigaSpan Solutions, Inc., the low bidder meeting specifications, for a total amount of $30,386.04. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. El 3) PRESENT BID #B2300070 AUTOMATED VEHICLE LOCATION (AVL) SOFTWARE / TELEMATIC SYSTEM — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Taylor stated eleven (11) bids were received and staff will make a recommendation on March 13, 2024. 4) PRESENT BID #62400044, EROSION CONTROL AND REVEGETATION SERVICES FOR 2024 - DEPARTMENT OF PUBLIC WORKS: Mr. Taylor stated six (6) bids were received and staff will make a recommendation on March 13, 2024. NEW BUSINESS: 1) CONSIDER CONTRACT ID #7839 INTERGOVERNMENTAL AGREEMENT FOR PROVISION OF HOME WATER AUDIT SERVICES FOR ELIGIBLE RESIDENTS AND AUTHORIZE CHAIR TO SIGN - CITY OF EVANS: Jamie Ulrich, Director of the Department of Human Services, stated this agreement will allow the Weld County Youth Conservation Corps (WCYCC) to provide home water audit services to eligible residents in the City of Evans. She explained these services may include replacement of toilets, shower heads, and aerators that do not meet the gallons -per -minute thresholds. Commissioner Saine moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried unanimously. IE 2) CONSIDER CONTRACT ID #7846 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - LADONNA CRAM AND ASHLEY VELASCO: Ms. Ulrich stated this contract is for a new certified kinship foster care home located in Fort Collins, Colorado. Commissioner Freeman moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. • 3) CONSIDER EXPRESSION OF OPPOSITION TO SB24-159, CONCERNING MODIFICATIONS TO ENERGY AND CARBON MANAGEMENT PROCESSES: Bruce Barker, County Attorney, stated this Resolution was drafted at the direction of the Board. Commissioner James moved to approve said Resolution. The motion was seconded by Commissioner Saine, and it carried unanimously. • PUBLIC COMMENT: No public comment was offered. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
