RE: APPROVE MODIFICATION LETTER TO EXPENDITURE AUTHORIZATION AND
WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)
PROGRAM FUNDS FOR CAREER NAVIGATION AND COACHING STAFF (ICNCS)
PROGRAM, AND AUTHORIZE CHAIR AND DEPARTMENT OF HUMAN SERVICES TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Modification Letter to the Expenditure
Authorization and Work Plan for the Workforce Innovation and Opportunity Act (WIOA) Program
Funds for Career Navigation and Coaching Staff Program between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, and the Colorado Department of Labor and Employment,
Division of Employment and Training, extending the end date of the period of performance from
December 31, 2024, to June 30, 2025, with further terms and conditions being as stated in said
modification letter, and
WHEREAS, after review, the Board deems it advisable to approve said modification letter,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Modification Letter to the Expenditure Authorization and Work
Plan for the Workforce Innovation and Opportunity Act (WIOA) Program Funds for Career
Navigation and Coaching Staff Program between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, and the Colorado Department of Labor and Employment, Division of
Employment and Training, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair and Karina Amaya-Ragland,
Department of Human Services, be, and hereby are, authorized to sign said modification letter.

Brief description of the problem/issue: On August 24, 2022, the Board approved an Expenditure Authorization
and Work Plan for the Investments for Career Navigation and Coaching Staff (ICNCS), known to the Board as
Tyler ID# 2022-2458. These funds are provided to local workforce areas to fund career coaches providing high
quality coaching services to Coloradans. Career navigation and coaching are essential for Colorado's workers
to find careers that are meaningful, high -quality jobs and to empower those workers to take concrete steps to
pursue jobs where their skills and interests align with labor market demand.
The Colorado Department of Labor and Employment (CDLE) has issued a Modification Letter to extend the
Period of Performance from December 31, 2024 to June 30, 2025.
What options exist for the Board?
Approval of the ICNCS Modification Letter.
Deny approval of ICNCS Modification Letter.
Consequences: The current Expenditure Authorization term will end on December 31, 2024.
Impacts: Employment Services of Weld County will not have the benefit of Career Navigation Coaching
Staff for Weld County clients.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Funded through the Coronavirus State and Local Fiscal Recovery Funds as established by H.R. 1319
American Rescue Plan Act of 2021.
Term: December 31, 2024 through June 30, 2025.
Recommendation:
• Approval of the Modification Letter and authorize the Chair to sign.
