Dear Weld County, I used to live in weld county and we call the location your banning the Spanish colony which is 23ave and O street. I believe that giving migrants workers a place to live would the right thing to do since there was a place for them in the being. I believe that these migrants workers can reduce air pollution by getting into the bean, potatoe, onion fields and working for their food and shelter. It cost more to run and buy a tractor then it would be just to put them to work. I wanted to voice my support for the ordinance the commissioners just passed that is against providing emergency sheltering for illegal aliens. I see in the article from Fox News that it prevents using tax funds for housing, transportation or meals. I applaud this vote and I pray it goes into effect quickly. As you know, there are laws that provide a legal path to citizenship for migrants. I welcome anyone coming to the USA who does so legally. For those individuals, emergency taxpayer funds should be available because they have legally become our neighbors. To Whom it May Concern, I read recently in the Tribune that you are seeking input from the local community about a measure being proposed to keep Greeley from becoming a sanctuary city. I'd like to offer my opinion as an eleven year resident. I wholeheartedly agree with this measure. We've been able to see first hand across the nation how the massive influx of illegal aliens has affected cities. It has not been good. Chicago and New York city, both multiple times larger than we are, straining under the unending financial burdens. I think it is too often forgotten that two things that seemingly contradict eachother can be true at the same time; compassion and justice seem odd bed fellows. I have great sympathy for those who, out of desperation, illegally enter the country. All those dangerous miles they must have trod. And yet, I do not ignore the fact that they've broken the 1 laws of the very nation they hope to reside in Simply living on American soil is not citizenship, nor is it a reason to financially obligate its' legal residents to an illegal aliens long-term care Yes, there will still be those who get in under the radar, and as we are able we should deport them, but if we open the floodgates with a hearty welcome, I believe we will end up ruing the day we did so Something my father-in-law taught my husband, and in turn we our sons, seems to fit the bill "A lack of planning on your part, does not constitute a crisis on mine " In essence, the responsiblity for breaking the law, the fear of being caught, and how to survive till then, isn't my problem I am not personally responsible for their actions, nor the consequences that result from them Greeley's bigger focus should be on its own legal homeless, especially if they are' veterans, not those who snuck across the border _ Thank you for your time Melody Hartmann 2 ORDINANCE NO. 2024434' IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 5 REVENUE AND FINANCE, OF THE WELD COUNTY CODE BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF WELD, STATE OF COLORADO: WHEREAS, the Board of County Commissioners of the County of Weld, State of Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners, on December 28, 2000, adopted Weld County Code Ordnance 2000-1, enacting a comprehensive Code for the County of Weld, including the codification of all previously adopted ordinances of a general and permanent nature enacted on or before said date of adoption, and WHEREAS, the "Sanctuary Cities Fact Sheet" found on the website of the Center for Immigration Studies (Map: Sanctuary Cities, Counties, and States (cis.orq)) list Weld County, Colorado, as a "Sanctuary County," which, according to the website, accuses Weld County of "shielding aliens in the United States in violation of law from the reach of federal immigration officers," and WHEREAS, the Board of County Commissioners emphatically states that such accusations are false and without merit, and WHEREAS, to that end, the Board of County Commissioners believes that Chapter 5, Revenue and Finance, of the Weld County Code needs revision to clearly state the Board's policy and intent to not appropriate monies from Weld County's General Fund, Capital Expenditure Fund, special revenue funds, or proprietary funds for the specified purpose of providing emergency sheltering of illegal aliens within Weld County. NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of the County of Weld, State of Colorado, that Chapter 5, Revenue and Finance, of the Weld County Code be, and hereby is, repealed, reenacted, and amended to include the following Section 5-1- 70: ARTICLE GENERAL AND SPECIAL FUNDS Sec. 5-1-70. No appropriations from General Fund, Capital Expenditure Fund, special revenue funds, or proprietary funds for the specified purpose of providing emergency sheltering of illegal aliens within Weld County. The Board of County Commissioners shall not appropriate monies from the General Fund, Capital Expenditure Fund, special revenue funds, or proprietary funds for the specified purpose of providing emergency sheltering of illegal aliens within Weld County. "Emergency sheltering of illegal aliens" includes the provision of housing, transportation, or meals for the benefit of persons who DO NOT have "lawfully present in the United States" immigrant status. This prohibition includes the appropriation of monies from the funds listed above for the 2024-1030 ORDINANCE NO. 2024-04 PAGE 2 specified purpose of purchasing property for providing emergency sheltering of illegal aliens. Additionally, the Board of County Commissioners shall not lease or sublease any property currently owned or leased by Weld County to the Federal government, State of Colorado, or a local government, or to a non -governmental organization, corporation or non-profit corporation, for the specified purpose of providing emergency sheltering of illegal aliens within Weld County. The only exception to the rules set forth in this Section 5-1-70 shall be if such emergency sheltering of illegal aliens, including property purchases and/or leases of existing Weld County properties, is pursuant to and as a result of greater community emergency sheltering needs caused by a natural disaster recognized by the Board of County Commissioners by and through a resolution declaring an emergency due to the natural disaster and asking for financial assistance from the Federal government and/or the State of Colorado. BE IT FURTHER ORDAINED by the Board that the Clerk to the Board be, and hereby is, directed to arrange for Municode to supplement the Weld County Code with the amendments contained herein, to coincide with chapters, articles, divisions, sections, and subsections as they currently exist within said Code; and to resolve any inconsistencies regarding capitalization, grammar, and numbering or placement of chapters, articles, divisions, sections, and subsections in said Code. BE IT FURTHER ORDAINED by the Board if any section, subsection, paragraph, sentence, clause, or phrase of this Ordinance is for any reason held or decided to be unconstitutional, such decision shall not affect the validity of the remaining portions hereof.
