RESOLUTION
WHEREAS, Mrs. Isabell Marjorie Appell, 2270 South Jackson,
Denver, Colorado, has requested permission to locate a dog kennel
operation on the following described property, to -wit:
A tract of land located in the North Half (Ni-) of Section 36,
Township 2 North, Range 65 West of the 6th P. M., Weld
County, Colorado, more particularly described as follows:
Beginning at the N.E. corner of said Section 36; thence South
71°30'13" West a distance of 2113.32 feet to the true point of
beginning, thence South 49°43'30" West a distance of 468.6 feet;
thence North 45°16'30" West a distance of 466. 7 feet; thence North
49°43'30" East a distance of 468.6 feet; thence South 45°16'30"
East a distance of 466. 7 feet to true point of beginning, con-
taining 5 acres, more or less, and
WHEREAS, the said requested location for a dog kennel operation
is located in an agricultural zone as set forth by the Weld County Zoning
Resolution, and
WHEREAS, according to Section 3. 3 (3) of the Zoning Resolution
of Weld County, said dog kennel operation may be authorized on the
approval of the Board of County Commissioners of Weld County, and
WHEREAS, the Weld County Planning Commission, by Resolution
dated October 21, 1969, has recommended that said site for the dog
kennel operation be approved.
NOW, THEREFORE, BE IT RESOLVED, that Mrs. Isabell
Marjorie Appell, 2270 South Jackson, Denver, Colorado, is hereby
authorized to locate a dog kennel operation on the following described
property, to -wit:
A tract of land located in the North Half (NZ) of Section 36,
Township 2 North, Range 65 West of the 6th P. M. , Weld
County, Colorado, more particularly described as follows:
Beginning at the N. E. corner of said Section 36; thence South
71°30'13" West a distance of 2113.32 feet to the true point of
beginning, thence South 49°43'30" West a distance of 468.6 feet;
thence North 45°16'30" West a distance of 466. 7 feet; thence
Norhth 49°43'30" East a distance of 468. 6 feet; thence South
45 16'30" East a distance of 466. 7 feet to true point of beginning,
containing 5 acres, more or less, and
as provided by Section 3. 3 (3) of the Zoning Resolution of Weld County,
Colorado.

at 7:30 P. M. in the District Court Room, Court.House.

DISCUSSION: The secretary read the advertising of the Public Hearing. Ron Hogan
proceeded to present the plans for the area in question that is
being heard for a zone change. Mr. Hogan gave figures relating to
the trend for mobile homes as low income housing due to the high
interest rates and the difficulty in being able to qualify for
loans to build conventional homes. The property is present zoned
Estates. Mr. Hogan asked how much Estates zoning is actually
needed for the $40,000 to $60,000 homes. Mr. Hogan presented a
map showing the proposed use of the area. A report on the water
table and soil profiles of the area was presented to the Planning
Commission showing there are some water problems and an unstable
condition in the soil. The area is served by city water and the
Highland Hills Sanitation District. Felt this would be a commun-
ity deve1cient. Mr. Hogan stated he felt the "C" is needed in this
area. Mr. Hogan presented slides of mobile home parks and apart-
ment areas showing what can be done. John Watson stated at this
time he would refrain from any remarks and abstain from voting.
Mr. Nix asked if anyone would like to make comments. The following
people expressed their opposition to any zone change in the area at
this time; Jule Edgerton, Ed Beatty, President of Aims College,
John Haley, Arehitects for Aims College, Win. Heiss, Bill Elliott,
Ed King, Clarence Sitzman, Frank Hummel, Robt Zoyiopoulos, Donna King,
Doyle Bolenbaugh, Jack Darst, James Cowen, Jim Haab, Ralph Faber, Bill
Nusser, Roy Cameron, Virgil Singleton, George Bargelt. Mr. Hairy
Lewis of Western Mobile Homes and Mr. Thos. Opdyke spoke in favor of
the zone change.

Gentlemen:
I am interested in purchasing the home of Robert S. and Irene L. Allen
which is situated on a 5 -acre piece of ground and request your
approval for use of the property as both my home and kennels.
My children and I have a family hobby of raising dogs and we do
not plan a large commercial operation but since we will no doubt
sell some of the offspring of our pets, we feel we should have formal
approval of the Planning Commission for kennels.
The children and I have met a number of the area residents, have
visited the local schools, etc., and know that we will enjoy living
in Weld County. Since the decision must be made soon, we
respectfully request that you consider this matter 'at your October 6
meeting.
A legal description of our proposed new home is attached. Should
you wish any additional information you may reach me at the address
