The Weld County Board of Health met on September 24, 2024, at 9:00 a.m. in the second -floor
hearing room of the Weld County Department of Public Health and Environment and by via
Microsoft Teams.
Those present included:
Board Members: Doug Printz, Anthony Gallardo, Aron Lam, Lonnie Ford, Michael Wailes,
Bree Lukens, and Jeff Reck.
Others: Katie Sall and Lauren Light from Environmental Health, Holly Smith, Administration
Manager, Weld County Department of Public Health and environment.
Others: Dan Niebler & James Richardson from McDonald Farms, Bob Harlow, General Manager for
TerraGenesis.
Others: Jeremy Chapman, Tom Nichols & Matt Gardner property owners of surrounding septage &
Biosolids application areas.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Doug Printz to approve the
agenda. Aron Lam seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the July 28, 2024, meeting. A motion was made to approve by
Doug Printz, Aron Lam seconded the motion, and the motion was carried unanimously.

Public comment or concerns were presented by Mr. Jeremy Chapman whose property is near
proposed application sites, he is concerned that application is being done even when land is frozen
and the septage material stays on top of the soil.
Environmental Health recommends approval. A motion was made by Doug Printz to approve the
renewal with the condition that Septage shall be allowed to be applied from the time of BOH
Haring 9/24/24 until 10/31/24 or until ground freezes to ensure that no septage is applied to
frozen or snow-covered ground, Lonnie Ford seconded the motion, and the motion was carried
unanimously.

properties are near proposed application sites, they are concerned that waste is not cleaned, and trash
is being left at application site as well as contaminated waste is being applied, concerned about the
safety and health of their families.
Environmental Health recommends approval. A motion was made by Bree Lukens to approve the
new permit, Aron Lam seconded the motion, and the motion was carried unanimously.

presented information about Vital Records Issuance: WCDPHE provides certified Colorado birth and
death certificates to those who meet all minimum requirements, requests are generally processed
the same day some of the requirement to obtain a certified birth or death are : application
completed, current and valid ID from the requestor, proof of relationship is required if someone
else is requesting copies.
WCDPHE can issue certified copies of birth records for births occurring anywhere in Colorado from
1902 to the present year. Births before 1902, we can issue certified copies only on those births that
occurred in Weld County. Unattended home births must be registered in the county where the
birth occurred within the first year. After the first year, they must be registered with the state
office. WC Vital records office can't make any changes to birth records those changes have to be
processed by state vital records office.
All Colorado death records from 1975 to present are now electronic and the Vital Statistics Office
can issue certified copies of these records regardless of the county where the actual death
occurred. For deaths earlier than 1975, our office can issue certified copies of those death records
only if the death occurred in Weld County. WC office also may assist funeral homes with registering
WC deaths with the state office.
Some statistics from 2023: There were 2229 births in WC, our office issued a total of 8,537 birth
certificates.
There were 1,887 deaths that occurred in WC, our office issued a total of 12,876 death certificates.
Staff Discussion:
Lauren Light let members know that she will contact flood plain administrator to find out more
about rules.
