RESOLUTION
WHEREAS, Thomas L. Roach and Eudora Roach, 1128 East 20th Street,
Greeley, Colorado, have requested permission for a dog kennel operation on the
following described property, to -wit:
The Northeast Quarter (NE,'-) of Section Fourteen (14),
Township Five (5) North, Range Sixty-seven (67)West
of the 6th P. M. , Weld County, Colorado containing 140
acres more or less, and
WHEREAS, the said requested location for a dog kennel operation is
located in an agricultural zone as set forth by the Weld County Zoning Resolution,
and,
WHEREAS, according to Section 3. 3 (3) of the Zoning Resolution of Weld
County, said dog kennel operation may be authorized on approval of the Board
of County Commissioners of Weld County, and
WHEREAS, the Weld County Planning Commission has recommended
that said site for this dog kennel operation be approved.
NOW, THEREFORE, BE IT RESOLVED, that Thomas L. Roach and
Eudora Roach, 1128 East 20th Street, Greeley, Colorado, are hereby authorized
to locate a dog kennel operation on the following described property, to -wit:
The Northeast Quarter (NE11-) of Section Fourteen (14),
Township Five (5) North, Range Sixty-seven (67)West
of the 6th P. M. , Weld County, Colorado containing 140
acres more or less, and
as provided by Section 3.3(3) of the Zoning Resolution of Weld County, Colorado.

Dear Sirs;
17e are applying for permission to re -locate our present kennel operation,
know as Tomora Kennels, Reg., 112P East 20th Street, to PE of Sec. 14,
Twp 5, *' Range '7, West o£ the 6th P.1'. We feel this to be an ideal
location for these 9acilities as it is in an isolated area. The operation
we have plans for is ultra modern, a real country club for does. / ye_ ,t -4-4-"t"
We have been in the kennel business since 1955 at the above location.
Tomora, has been registered with the American Kennel Club since 1957.
To our knowledge this i.s the only registered kennel name in Greeley and
the immediate vacinity.

DISCUSSION: Mr. Beierle requested a building permit to build a basement.: for
a double wide mobile home as a farm use. His father lives in the
house on the property. Mr. Beierie will farm the property. Mr. Bowles
suggested it be taken under advisement.
MOTION: By Mr. Bowles that upon proper submittal of a request that it be ap—
proved as an accessory farm use. Seconded by Mr. Brunner. A unan—

DISCUSSION: Mr. Roach is requesting permission to operate dog kennels, area
will be large enough not to annoy surrounding neighbors. Will be a
boarding kennel with dog runs, training and breeding. Wi11 be about
a $20,000.00 establishment. Mrs. Roach stated all kennels have to
be State approved.
RESOLUTION:
Be it therefore resolved to recommend to the County Commissioners
the approval of the site for dog kennels. Motion by Mr. Heitman, also
to be located well off the property lines. Seconded by Mr. Bowles.
A unanimous vote of "Aye". Motion carried.

DISCUSSION: Mr. Harsh stated the area would accomodate approximately 55 units.
It will be serviced from a well. Sever can be approved by the health
department for septic tanks. Is located too far away from city 'sewer.
Mr. Watson stated this is within the 3 mile limit of the city of
lreeiey and their Comprehensive Plan is under way. Mr. Moberg stated
i. ',fluid have to be established in how it fit's the city's plan and
get approval.
MOTION: By Mr. Heitman that it be taken under advisement until a recommendation
can be obtained from the City Planning Commission. Seconded by Mr.
Bowles. A unanimous vote of "Aye". Motion carried.

APPEARANCE FOR: Mr. Scott. Sam Oldenberg and Dr. Ted Stander
DISCUSSION: Mr. Oldenberg presented aerial photos of the area. Mr. Scott
would like to establish an over night camping site. It has been re-
commended by the Chamber of Commerce and the City Planning Commission.
Stated this is about the only area that this can be established. Mr.
Scott has a contract to purchase a portion of this and will purchase
everything that is left after the highway goes through. The R/W is
not known at this time. There may have to be a frontage road. Mr.
Moberg stated it shouldn't be zoned Commercial and then the state have
to come in and pay commercial prices that wasn't commercial before
hand. Mr. Scott is just asking for -commercial on the back half.

seconded by Mr. Nix. A unanimous vote of "Aye". Motion carried.

APPEARANCE: Scott Fennell, Marvin Montgomery
DISCUSSION: Mr. Montgomery stated he just wants approval of the plat for the first
phase of development of the mobile home park. They are in the process
of vacating the streets of a former plat. A 50: right. -of -way is pro. -
posed on the west and the north, and 30+ right-of-way from the property
line in which will create a buffer and a service road within the park.
There will be 119 sites in the 1st phase. Recreation area will be at
the house. We would like to proceed with the engineering. We have
obtain a Mr. Will Owens who is an irrigation engineer. He is doing a
survey on the drainage. We will have a collector at point of the
ditch so it will be cleaned and maintained within the park. Mr.Moberg
stated on the preliminary plat they have performed all of the requests
and they need to submit a final now and the necessary water and sewage
information and the drainage. Mr. Montgomery explained how the house
will be converted. Mr. Moberg stated that for a preliminary layout it
is adequate.
