BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, JANUARY 22, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 22, 2024, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James — EXCUSED
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
{l MINUTES: There being no corrections to the Minutes of the Board of County Commissioners
meeting of January 8, 2024, as printed, Commissioner Buck moved to approve. Commissioner Freeman
seconded the motion, and upon a roll call vote the motion carried three (3) to one (1), with Commissioner
Saine opposed.
AMENDMENTS TO AGENDA: There were no amendments to the Agenda.

1 CONSENT AGENDA: Chair Ross called for public comment regarding Partial Vacation of Two -Lot
Recorded Exemption, RECX15-0035, for Removal of Lot B — George and Jeanne Bricher; however, there
was no public testimony concerning this matter. Commissioner Freeman moved to approve the Consent
Agenda, as printed. Commissioner Buck seconded the motion and it carried unanimously.
NI, WARRANTS:
1) GENERAL WARRANTS - JANUARY 12, 2024 (ORIGINALLY LISTED ON 1/17/2024):
Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Freeman
seconded the motion and it carried,unanimously.
L 2) GENERAL WARRANTS — JANUARY 19, 2024: Commissioner Freeman moved to approve the
General Warrants, as printed. Commissioner Buck seconded the motion, and upon a roll call vote the
motion carried three (3) to one (1), with Commissioner Saine opposed.

L 'I 2) COMMISSIONER WARRANTS (PERRY L. BUCK) -JANUARY 19, 2024 (ORIGINALLY LISTED
ON 1/17/2024): Commissioner Freeman moved to approve the Warrant, as printed. Commissioner Saine
seconded the motion, and upon a roll call vote of three (3) to zero (0), the motion carried with
Commissioner Buck recused.
NI BIDS:
1) APPROVE BID #62300209, AERIAL IMAGERY — DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated four (4) bids
were received and, after review, staff recommends selecting the lowest bidder who met specifications,
EagleView, for a total amount of $135,900.00, which is part of the annual budget for the Geographic
Information Systems (GIS). Commissioner Saine moved to approve said bid. The motion was seconded
by Commissioner Buck, and it carried unanimously.
ET 2) PRESENT BID #62300205, WELLNESS PLATFORM SOLUTION - DEPARTMENTS OF
INFORMATION TECHNOLOGY AND HUMAN RESOURCES: Mr. Rose stated six (6) bids were received
and staff will make a recommendation on February 5, 2024.
I 3) PRESENT BID #B2300217, COMMUNITY CORRECTIONS HEAT RECOVERY VENTILATION
(HRV) REPLACEMENT - FACILITIES DEPARTMENT: Toby Taylor, Purchasing Department, stated
one (1) bid was received and staff will make a recommendation on February 5, 2024.
1 NEW BUSINESS:
1) CONSIDER APPOINTMENT OF ROBERT GODIN AS CHIEF BUILDING OFFICIAL OF WELD
COUNTY DEPARTMENT OF PLANNING SERVICES: Bruce Barker, County Attorney, stated this
Resolution is for compliance with the Colorado Revised Statutes. (C.R.S.) and the County Code
requirements. Commissioner Saine moved to approve said appointment. The motion was seconded by
Commissioner Buck, and it carried unanimously.
PLANNING:
1) CONSIDER VACATION, VAC23-0057, OF SPECIAL USE PERMIT, SUP -357 - JAMES AND
TAMMY BRNAK: Maxwell Nader, Department of Planning Services, stated Special Use Permit,
SUP -357, was originally approved for a gravel pit in the A (Agricultural) Zone District, and further stated
the applicants have been conditionally approved for a Family Farm Division (FFD) Permit which requires
the vacation of SUP -357, as it is no longer in use. Commissioner Saine moved to approve said vacation.
The motion was seconded by Commissioner Buck. James Brnak, applicant, was present but had nothing
more to add. There being no further discussion, the motion carried unanimously.
ZI 2) SECOND READING OF CODE ORDINANCE #2024-02, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 19 COORDINATED PLANNING AGREEMENTS OF
THE WELD COUNTY CODE (AMENDMENTS TO APPENDIX 19-G - EATON AND APPENDIX 19-1 -
KERSEY): Commissioner Freeman moved to read Code Ordinance #2024-02 by title only. The motion
was seconded by Commissioner Buck, and it carried unanimously. Mr. Barker read the title for the record.
Mr. Nader stated there have been no changes since First Reading. There was no public testimony
concerning this matter. Commissioner Freeman moved to approve Code Ordinance #2024-02 on
Second Reading. The motion was seconded by Commissioner, Buck. Chair Ross noted this motion
carried three (3) to one (1) with Commissioner Saine opposed.

RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2024-02 was approved on Second Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:11 a.m.
These Minutes were approved on the 5th day of February, 2024.
