JOINT RESOLUTION
RE: ESTABLISHMENT OF THE
LARIMER-WELD REGIONAL
PLANNING COMMISSION:

WHEREAS, Colorado Revised Statutes 1963, 1Ot2-4, provides for
the creation and implementation of a Regional Planning Commission;
and
WHEREAS, the Boards of County Commissioners of Larimer and
Weld Counties have studied the need for the establishment of a Regional
Planning Commission; and
WHEREAS, both counties believe that it is in their best interest
to create a Regional Commission comprised of both counties;
and
WHEREAS, the respective Boards are willing to support the
establishment of a Regional Planning Commission to the degree in which
public efforts and funds of said counties shall become available and
justified; and
WHEREAS, both counties believe that it will be in their best
interests to participate in such a joint and mutual endeavor.
NOW, THEREFORE, BE IT RESOLVED, by the Boards of County
Commissioners of Larimer and Weld Counties, that the Larimer-Weld
Regional Planning Commission be, and it hereby is, created.
BE IT FURTHER RESOLVED, that each county hereby adopts the
"Rules of Association", dated October 1,'69, copy attached herewith
and by reference hereby expressly made a part of this resolution.
This resolution was, on motion duly made and seconded, adopted
by the following voteoon the 24th day of Septe . r, 1969.

RULES OP ASSOCIATION POR THE
LARIMER-WELD REGIONAL PLANNING COMMISSION
1. The planning commission shall consist of twelve
members; six from Larimer County and six from Weld County. The
members, who shall be appointed by the Board of County Commissioners
for their own respective counties, shall be either members of the
Board of County Commissioners, or associate, alternate or regular
members of the Larimer County or the Weld County Planning Commission.
2. In the appointments first made to the planning
commission from each county, two shall be appointed for one year
terms, two for two year terms, and two for three year terms. There-
after, appointments shall be for three year terms, except when fill-
ing out an unexpired portion of a term. Members may be reappointed.
3. Members shall serve without compensation, except that
reasonable expenses' may be allowed. -
Officers
1. The planning commission shall organize annually at the
first regular meeting in the new year.
2. The planning commission shall elect a chairman and
vice-chairman for terms of one year, subject to re -elections provided,
however, that the chairman -shall not be a representative -of the same
county for two' years in succession and the chairmanship shall alternate
between -counties each -year.=- -
3. The'chairman shall preside at all, meetings of the
planning commission, shall decide all points of order or procedure,
and shall'transmit reports and recommendations of the planning1
commission.

4. The vice-chairman shall assume the duties of the
chairman in his absence.
5. A secretary, who shall be a resident'of the same county
as the chairman, shall be appointed annually by the planning commission
to be responsible for the keeping of the Minutes, sending agendas to
the members, carrying out routine correspondence, maintaining records
and performing such other duties as the planning commission may require.
Committees
1. The planning commission may establish such committees
as it deems advisable and assign each committee specific duties or
functions.
2. The chairman shall designate the members of each
committee, who need not be members of the planning commission, and
shall name the chairman of each committee.
Meetings
1. The planning commission shall hold regular meetings at
a time and place designated by the chairman. Unless otherwise indicated,
meetings would normally be called at 7:30 p.m., on the last Monday of
the months of February and August in Larimer County and at 7:30 p.m.,
on the last Monday of the months of May and November in Weld County.
2. Special meetings of'the planning commission may be
called by the chairman. --
3. •A quorum shall consist of two-thirds of the membership.
Recommendations and Reports
1. All plans, reports and recommendations of the planning
:commission must be approved by at least two-thirds of the members of
the commission.
2. The planning commission shall make a report of its
proceedings each year with a statement of its progress and finances
during the preceding year.

3. The planning commission shall prepare and file with
the Board of County Commissioners of each county not later than
August of each year an estimate of the expenditures of the commission
for the ensuing year, itemizing probable expenses by purposes and
amounts.
Program
1. The planning commission shall prepare a comprehensive
regional plan for the physical, economic and social development of
the region. In the preparation of such comprehensive plan, the
planning commission shall make careful'and comprehensive surveys and
studies of existing conditions and of reasonable or anticipated future
growth. The comprehensive plan shall be made with the general purpose
of guiding and accomplishing a coordinated, adjusted and harmonious
development of the region, which' will in accordance with existing and
future needs best promote public health, safety, morals, order, con-
venience and general welfare, as well as efficiency and economy in
the process of development.
2. The planning commission may adopt the comprehensive
regional plan as a whole, or by successive actions it may adopt parts
of the plan, amendments, extensions and additions thereto. Before
adopting the comprehensive plan or any part, amendment, extension
or addition, the planning commission shall hold at least one public
hearing with at least fifteen days' notice of the time and place for
such hearing given in newspapers of general circulation within the
region.
3. The adoption of a comprehensive regional plan or any
part thereof shall have no legal force or effect nor shall it be
binding upon any`'political subdivision.The comprehensive plan or
any part, amendment, extension or addition'to the plan may, however,

be adopted by reference by any local planning commission and governing
body within the region.
Amendments
No change shall be made in the rules of association of the
planning commission without the affirmative vote of two-thirds of
the members of the planning commission and approval by the Board of
County Commissioners of each cdunty.
