- Call to Order by Shawn Wolcott at 4:31 pm

Approval of the September 4th 2024, meeting minutes
o Move to approve by Kyle second by Karin, no opposition, motion passed
Approval of the September 11. 2024, meeting minutes
o Move to approve by Scott James, seconded by Karin, no opposition, motion passed
Board review of the Greeley -Weld Housing Authority policies and procedures
o See PowerPoint presentation from Dorian, this is a high-level review of plans and
possible changes. Admin and ACOP plans. Also need to complete an annual plan.
All 3 plans need to be submitted this year, need to be approved and adopted by the
board and approved by HUD. During draft process, must have the ability to
comment on plans. Do we need to have a resident advisory board to comment on

plans. Reviewed and discussed information that should be in the plans, what
Dorian has changed/added.
Previous ED did not take advantage of the Nan McKay revision services, if we utilize
this, the process for updating the plans will be much easier.
Need to establish a RAB — Resident Advisory Board. Should also have a resident on
the housing board.
o HOTMA regulatory changes discussion
o Becky has done a review of the possible changes with internal staff, all seem to be
accepting of the changes.
- Executive Session - Karin makes motion to discuss hiring of new executive director,
second by Scott James, no opposition, motion passed - executive session starts at
5:07 pm
- Public Session resumed at 5:23
o Karin Motion for hiring committee that has been selected be utilized for negotiations
with ED candidate, not to exceed $150,000 salary. Second by Juliana, no
objections, motion passed.
o Action Item - Board action needed to resolve contract negotiations for the process
of hiring a new Executive Director of the Greeley -Weld Housing Authority
Shortfall meetings are coming up, Dorian will attend even though our contract is up, since
he has been in the meetings previously.
o This is the last week of Dorian and Becky's contract. Will have other persons sit in
the office to assist staff with questions or issues until ED starts.
- Adjourn - motion by Karin, seconded by Juliana - no opposition, meeting adjourned at
5:26 pm
