HomeMy WebLinkAbout20242542.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, SEPTEMBER 25, 2024 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 25, 2024, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Kevin D. Ross, Chair — EXCUSED Commissioner Perry L. Buck, Pro-Tem Commissioner Mike Freeman Commissioner Scott K. James Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Interim Controller, Chris D'Ovidio Ell AMENDMENTS TO AGENDA: There were no amendments to the Agenda. El CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion and it carried unanimously. I,' WARRANTS: 1) GENERAL WARRANTS - SEPTEMBER 24, 2024: Commissioner Freeman moved to approve the General Warrants, as printed. Commissioner James seconded the motion and it carried unanimously. BIDS: 1) PRESENT BID #62400129, COMMUNITY CORRECTIONS DOOR AND HARDWARE REPLACEMENT - FACILITIES DEPARTMENT: Toby Taylor, Purchsing Department, stated five (5) bids were recieved and staff will make a recommendation on October 9, 2024. f _ %=! NEW BUSINESS: 1) CONSIDER CONTRACT ID #8720 AMENDMENT #4 TO INTERGOVERNMENTAL AGREEMENT FOR 2024-2025 COUNTY INCENTIVES PROGRAM AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Jamie Ulrich, Director of the Department of Human Services, stated the amendment allows for staff to work toward incentive funds, in the amount of $480,000.00, for performance -based benchmarks for the Medicaid Assistance Eligibility Program. Commissioner James moved to approve said amendment and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. CONSIDER CONTRACT ID #8725 AMENDMENT #4 TO INTERGOVERNMENTAL AGREEMENT FOR PROMOTING SAFE AND STABLE FAMILIES (PSSF) GRANT AND AUTHORIZE CHAIR PRO-TEM TO SIGN: Ms. Ulrich stated the amendment provides additional funding to operate coordinated community -based family support services through prevention services. Commissioner Freeman moved to approve said amendment and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner James, and it carried unanimously. 1 3) CONSIDER TEMPORARY CLOSURE OF CR 23.75 BETWEEN CRS 64.75 AND 66: Amy Mutchie, Department of Public Works, presented the closure request on behalf of the Broe Real Estate Group, which will be effective from October 7, 2024, and go through November 4, 2024, to allow for completion of the required roadway improvements for the Tarquin Transload Facililty. She stated the detour route is paved and treated for dust mitigation, and indicated message boards will be in place for the duration of the closure. Commissioner James moved to approve said temporary closure. The motion was seconded by Commissioner Freeman, and it carried unanimously. El PUBLIC COMMENT: No public comment was offered. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
