RE: APPROVE AMENDMENT #1 TO MEMORANDUM OF UNDERSTANDING FOR
COLORADO CHILD CARE ASSISTANCE PROGRAM (CCCAP) AND AUTHORIZE
CHAIR TO SIGN AND SUBMIT ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Amendment #1 to the Memorandum of
Understanding for the Colorado Child Care Assistance Program (CCCAP) between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Weld County Department of Human Services, and the Colorado Department of Early
Childhood, commencing January 1, 2024, and ending June 30, 2025, with further terms and
conditions being as stated in said amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Amendment #1 to the Memorandum of Understanding for the Colorado
Child Care Assistance Program (CCCAP) between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Weld County
Department of Human Services, and the Colorado Department of Early Childhood, be, and hereby
is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to electronically sign and submit said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 10th day of January, A.D., 2024, nunc pro tunc January 1, 2024.

Brief description of the problemlissue: The Department entered into a Memorandum of Understanding
(MOU) with the Colorado Department of Early Childhood for the implementation of the Colorado Child Cam
Assistance Program (CCCAP) on December 12, 2022, known to the Board as 2022-3413. In accordance
with the terms in the Memorandum of Understanding (MOU), Counties must reaffirm their participation
annually.
The CCCAP helps families that are homeless, working, searching for work or in school find low-income
childcare assistance.
The Department is now requesting to enter into Amendment #1 with the Colorado Department of Early
Childhood. The term of Amendment #1 is January 1, 2024, through June 30, 2025.
What options exist for the Board?
• Approval of the Amendment #1 with the Colorado Department of Early Childhood.
Deny approval of Amendment #1 with the Colorado Department of Early Childhood.
Consequences: Weld County Department of Human Services will not have a current Agreement to
implement the Colorado Child Care Assistance Program.
Impacts: Weld County residents will not have the option of participating in the Colorado Child Care
Assistance Program.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Funded through Federal Funding and appropriated in the American Rescue Plan (ARP) Act of 2021
(Public Law 117-2) signed into law March 11, 2021.
Recommendation:
Approval of the Amendment #1 and authorize the Chair to sign electronically.

This Amendment No. 1 ("Amendment") is effective as of January 1, 2024, and hereby amends the
Memorandum of Understanding (MOU) executed by and between the State of Colorado
Department of Early Childhood and the Board of the County Commissioners or other elected
governing body of Weld County Department of Human Services (the "County") on December 12,
2022 (the "MOU"). All capitalized terms not defined in this Amendment shall have the meanings
set forth in the MOU.
In consideration of the mutual promises contained herein, the sufficiency of which are hereby
acknowledged, the Parties agree to amend the Agreement as follows:
1. Reaffirmation of the MOU for the Colorado Child Care Assistance Program (CCCAP).
