On August 12, 2024, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for Noble Energy Inc. - SLW RNCH B12 ECONODE T5N-R64W-S12 L02. A copy
of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A public
copy of this notice is required by Colorado Air Quality Control Commission regulations. The
notice must be available for public inspection for a period of thirty (30) days from the
beginning of the public comment period. Please reference the public notice for instructions
on submitting comments.

0 Notice Of A Proposed Title V Operating Permit Warranting Public
Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Noble Energy Inc.
Facility: SLW RNCH B12 ECONODE T5N-R64W-S12 L02
Well Production Facility
NESW Section 12, T5N, R64W
Weld County
The proposed project or activity is as follows:
Noble Energy, Inc. submitted this modification to redevelop site specific VOC and HAP
emission factors for fourteen (14) 500 barrel condensate storage vessels located at a well
production facility in the severe ozone nonattainment area in accordance with the initial sampling
requirements in the previous issuance of this permit. These condensate vessels receive liquid from
the vapor recovery tower at the facility. Emissions from the condensate storage vessels are routed
to two (2) Cimarron 3-48HV-90 and one (1) COMM 200 Enclosed Combustion Devices. The facility is
considered a synthetic minor source of VOC under the NANSR and Title V programs. The facility is
considered a synthetic minor source of NOx under the NANSR and Title V programs. The facility is
considered a synthetic minor source of n -Hexane under the Title V programs. This permit is being
sent to public comment because new synthetic minor limits are being requested.

The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• the source is requesting a federally enforceable limit on the potential to emit in order to
avoid other requirements
The division has made a preliminary determination of approval of the application.
A copy of the application, the division's analysis, and a draft of construction permit number

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
