HomeMy WebLinkAbout20240380.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, FEBRUARY 14, 2024 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, February 14, 2024, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Kevin D. Ross, Chair — EXCUSED Commissioner Perry L. Buck, Pro-Tem Commissioner Mike Freeman Commissioner Scott K. James — EXCUSED Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli El MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of January 31, 2024, as printed, Commissioner Saine moved to approve. Commissioner Freeman seconded the motion and it carried unanimously. CI CERTIFICATION OF HEARINGS: Commissioner Saine moved to approve the Certification of Hearings conducted on January 31, 2024, as follows: 1) USR23-0024 — Lee and Ruby Linblad, and M.A. Linblad, LLC, do CBEP Solar 22, LLC, and CBEP Solar 23, LLC, 2) USR23-0043 - ECO Properties, LLC, 3) USR23-0023 — Thomas and Marjorie Brown, do CBEP Solar 27, LLC, and 4) PUDF23-0004 — Eric Gertge. Commissioner Freeman seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: Commissioner Freeman moved to amend the agenda to remove USR23-0040 - Cervi Enterprises, Inc., do Kerr-McGee Oil and Gas Onshore, LP, from Public Hearings. He explained the Board previously taken action in response to the original notice to continue this matter to February 21, 2024, at 10:00 a.m., as is reflected under Future Public Hearings. Commissioner Saine seconded the motion, and it carried unanimously. la CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as amended. Commissioner Saine seconded the motion and it carried unanimously. 31,4 Minutes, Wednesday, February 14, 2024 Page 1 2024-0380 BC0016 • PROCLAMATIONS: 1) NATIONAL FUTURE FARMERS OF AMERICA (FFA) WEEK - FEBRUARY 17-24, 2024: Chair Pro-Tem Buck read the proclamation for the record recognizing Future Farmers of America (FFA) and agricultural education. Don Porter and Brianna Dill, Future Farmers of America (FFA) Representatives from Highland High School, thanked the Board for their recognition and invited the Commissioners to attend their Farmer Teacher Appreciation breakfast Wednesday, February 21, 2024, at 7:00 a.m. Each Commissioner, in turn, expressed the importance of FFA and their appreciation of engagement and leadership demonstrated by youth from rural and agricultural areas of Weld County. (Clerk's Note: The group gathered for a photo opportunity.) Ei WARRANTS: 1) GENERAL WARRANTS - FEBRUARY 13, 2024: Commissioner Saine moved to approve the General Warrants, as printed. Commissioner Freeman seconded the motion and it carried unanimously. • BIDS: 1) PRESENT BID #62400037, SURFACE GRAVEL SUPPLY - DEPARTMENT OF PUBLIC WORKS: Toby Taylor, Purchasing Department, stated three (3) bids were received and staff will make a recommendation on February 28, 2024. .--- 2) PRESENT BID #B2400039-1, REQUEST FOR QUALIFICATIONS (RFQ) FOR HIGH PLAINS BOULEVARD (CR 9.5) DESIGN BUILD PROJECT - DEPARTMENT OF PUBLIC WORKS: Mr. Taylor stated the County is utilizing a two-phase qualification based procurement process, and explained phase one (1) is a Request for Qualifications (RFQ), which is represented by a shortlist of three (3) vendors who responded. He further explained for the second phase, the County will issue a Request for Proposal (RFP) to these vendors, and stated staff will make a recommendation for approval once the RFP phase has been completed. El 3) PRESENT BID #82400050, FACILITIES DEPARTMENT BUILDING CABLING — DEPARTMENT OF INFORMATION TECHNOLOGY: Aleksei Churyk, Department of Information Technology, stated three (3) bids were received and staff will make a recommendation on February 28, 2024. CI NEW BUSINESS: 1) CONSIDER EQUITABLE SHARING AGREEMENT AND CERTIFICATION, AND AUTHORIZE 19TH JUDICIAL DISTRICT ATTORNEY'S OFFICE TO SUBMIT ELECTRONICALLY: Michael Rourke, 19th Judicial District Attorney, alongside Robb Miller, Deputy District Attorney, requested the Board's authorization for his office to submit a report indicating they have accepted no money for the year 2023. He explained this allows them to meet compliance, and they want to ensure all processes are in place should they choose to accept money in the future. Commissioner Freeman moved to approve said agreement and authorize the 19th Judicial District Attorney's Office to submit electronically. The motion was seconded by Commissioner Saine, and it carried unanimously. • PUBLIC COMMENT: No public comment was offered. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
