approved and ordered placed on file. - -

ATHELETIC ASSN. FOR COMPENSATION OF DAMAGE. -- - -
A petition heretofore presented to the Board by the
Eaton AtheleticAss.,signed numerous tax payers of Weld Count
y,p y praying that the Board pay
damages to said Ass. on aoount of damage done to automobile on the road between Eaton and Ft.
8ollins caused by the Auto getting off the County Road and Going into the Larimer County Ditch
_ Was again called to the attention of the Board and the Board beleiving that the County is not
in anyway responsible for said damage.
It was on motion duly made and unanimously resolved by the Board that said petition be denied
for the reson that the County is not responsible for damages and the Commissioners would have no
right to pay such damages.
The foolowing claims were then presented, examined and on motion allowed and warrants ordered dr

Pursuant to adjournment of the 13 inst. the Board of County Commissioners of Weld County,
Colorado, met at the Architects Office Denver, Colorado, it was moved by Mr.Levis and seconed by
Mr. DoVinrb► that several changes be made in the Weld County Jail Building, at Greeley, Colo.to-wit:
Reverse location of first and second flooPmale cell blocks, putting the larger one 4n the
second floor; omitting the female cell blocks entirely; changing the room formerly occupied by
female cell block to form two rooms, at the following prices,
To Scoria Bros.,for changes of all branches of work now oceuring in their contract and instal-
lation of vault shown on revised plan, the additional sum of -$850.00
To St.:John Plumbing & Heating Co.,for changes of heating the additional sum of - - - 40.00
✓ To Pauly Jail Building Co., for extra Blocks of cells in first story the additional sum
sum of
$5057.00
/ To Chris Irving Plumbing & Heating Co., for above extra cells the additional sum of 973.00
and for extra basins in first floor where shown on plan the further additional .sum of - - 72.00
As a part of t1-e foregoing motion the following deductions were made.

In accordance with section 5761 Revised Statutes of Blorado, the Board Resumed it meeting
as a Board of equalization.
/ ) 7. RESOLUTION APPLYING FOR STATE AID.
WHEREAS, The Board of County Ommissioners of Weld County, Colorado, is desirous of complying
and availing itself of the benefits of the provision of Chapter 57 of the session laws of the State
of Coloreds, entitled 'Highway Commission'.
BE IT RESOLVED, Tat in the judgment of this Board, the following highway in Weld County are
espeeielly such as need improvement, namely:
STATE PRIMARY ROAD #24 FT. MORGAN TO LOVELAND.
AND BE IT FURTHER RESOLVED, That this Board hereby makes an appropriation of Four Thousand
Dollars, to be expended between the date hereof and January lst 1912. upon said Road under the
rules contained in Bulletin No.1 ,issued by said Commission, and hereby applies to said Commission
for the sum of Four Thousand Dollars as State aid far the accomplishment of said work, the same
being on the basis of one dollar from the state to each one contributed by the County.
The Board then proceeded to complete the checking of the Books and accounts of the County
Treasurer for the month of January A D 1911.
Pending the completion and adjusting of the tax roll for the year A D 1911 an adjournment
was ordered taken to 9 o'clock A IL Wednesday, September, 20 A D 1911.

read and on motion approved .

Butchers Bond of R W Comer, Greeley, Colorado, in the penal sum of $1000. WAS the presented
and after carefully considering same and beleiving the sureties thereon to be sufficient and ample
it was on motion approved and ordered placed on file.
IN THE MATTER OF STATE PRIMERY ROAD NO. 24.
The following restlut ion was unanimously passed and
adopted,
Resolved by the Board of County Commissioners of Weld County, that the Special Disbursemeh
of September 20th 1911, known as Weld County Special Disbursement of Sept . 20th 1911,out of the
State Road Fund, to be expended for the Grading, Graveling, Drainage and Improvements of Road in
Weld County , and Engineering Expenses incidental thereto, is accepted and this County agrees to
spend an amount equal to the sum apportioned from the State Road Fund for said work on State Road
Nol . 24 as disignated by the state highway Commission in their apportionment of said monei and to
be used only for said purpose.
In accordance with Section 5761 Revised Statutes of Colorado, the Board resumed its final
meeting as a Board of Equalization, and after due consideration consideration of the oomplaihte
of L K Mulford and G G Holcomb tax agent of the Union Pacific R R 0. which was presented to this
Board on the 5th inst.
It was on motion duly made end unanimously carried by the Board that said complaints do not
in the opinion of the Board show sufficient evidence to warrant any change in the assessment roll
for the year 1911. ^ ,

said crossing, provided that the Rail Road Company will make it not less than eighteen feet in the

After earifully consideraing the request for aid of Mrs Martha Murphy it

finsnoial condition, and if found to be in destitute circumstances to arrange with some Erie Mer-
chant to furnish her with provisions to an amount of not more than Ten Dollars.

WHEREAS Jacob Glaser has by Quit Claim Deed of Date November 1" 1911,
duly signed, acknowledged and delivered dedicated to the County of Weld and State of Colorado, for
roRd purposes only , the following described strip or parcel of land, viz: -
Beginning at a point on the north line section thir¢ty-
four (34) at a distance of 583.1 feet West of the North-
east corner of said Section; thence , (S. 89. 30' W. along
section line a distance of 62.8 feet; thence, S. 18° 00'
n E. a distance of 2023.7 feet , to a point 30 feet West of
�°\ the East line of said Section; thence N. 0° 18' W., a
0 distance of 197.3 feet parallel to the east line of said
Section; thence , N. 18° 00' W. a distance of 1816 .8 feet
to the point of beginning, said parcel or tract of land
containing two and sixty-four one hundredths (2.64) acres,

As a further consideration of the conveyance of the
said above described parcel or tract of land by said first
party to said second party, it is hereby agreed by said
second party that it will furnish at its expense all fence

ment of 0.A.Grantham as County Physician in and for the District of Johnstown was presented and as

a rebate of. the Denver-Greeley Valley Irrigation District tax, After carefully considering same and
being well advised in the premises it was, on motion of Commissioner . Levis, seconded by Commission—
er DeVinry and duly carried, all three Commissioners Voting Aye , it Dar‘ ordered that the prayer of
petitioners be granted, and that the Clerk be and he is heretly directed to prepare the necessary
voucher and draw a warrant payable to the County Treasurer account said The Keene Improvement

In compliance with an Act of the laws passed at an extra session of the Thirteenth General
Assembly of the State of Colorado, entitled, "Revenue"to provide for the better assesment and
Collection of Revenue, etc . ( See Section 110, Page 104, Session Laws of 1902) and in accordance
with the reports received from the State Board of Equalization for the year A.D. 1911, the following
resolution was, on motion of Commissioner Levis, seconded by Commissioner DeVin.W and duly carried,

The Board now being in possession of all necessary information in the premises
proceeded to make the several tax levies for the year 1911, and after due consideration it was, on
motion of Commissioner Levis, seconded by Commissioner DeVinny, and duly carried, all three Commis-
sioners voting aye, ordered that the following levies be and the same are hereby made for the year

amount required to meet the current expenses of said irrigation district , together with existing

irrigation distrietpurpoaes, of all the real estate included in said Greeley Poudre Irrigation
District, for the current expenses of said irrigation district for the year 1912, together with ex-

district, situated in the County of Weld in the State of Colorado.

meet the current expenses for the year 1912, of The Green City Irrigation District , together with
existing deficiencies, and,
WHEREAS, the returns from the assessor of the County of Weld show the total assessment of
the land included in said irrigation district to be $19620.00,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of the County of Weld,
That a levy of 050 mills on the dollar is hereby fixed as the rate nvoissary to raise the
amount required to meet the current expenses of said irrigation district, together with existing
deficiencies, as fixed by the Board of Directors of Green City Irrigation District, and, in aecor'
dance with the statutes, the said leby is increased 15 °/• making a levy of 055 mills on the dollar
for said current expenses and deficiencies; and 142 mills on the dollar is hereby fixed as the rate
of levy necessary to raise the amount of interest which will become due during the year 1912, on
the bonds of said district and in accordance with the statute, the said levy is increased 15 0/0
making a levy of 160 mills on the dollar for said interest to be-come due during the year 1912 on
said bonds.
BE IT FURTHER RESOLVED that a levy of 055 mills on each dollar of assessed valuation for
irrigation district purposes, of all the real estate included in said Green City Irrigation District,
for the current expenses of said irrigation district for the year 1912, together with existing
deficiencies, be, and the same is herety levied upon all of the real estate included in said district
situated in the County of Weld, in the State of Colorado .

In compliance with the provisions of section 3, Chapter 1 03, Session Laws
of 1895, it was on motion ordered that there shall be paid to the proper authorities of the several
incorporated Cities and Towns within the County of Weld, 8 per centum of all taxes collected for
road purposes from the tax roll of 1911, upon all taxable property located within the corporate
limits of said Cities and Towns.

WHEREAS, It appearing to the Board that the County Superintendent of

Schools is unable to properly perform the dutiesof his office on account of the great amount of
business attached thereto, and
WHEREAS, the Board has been duly advised by the County Attorney, that when-
ever from any cause said County Superintendent is unable to perform all of his said duties, it
shall be lawful for him to appoint a deputy; therefore upon motion of Commissioner DeVinry, seconded
by Commissioner Levis, and unanimously passed, three Commissioners voting aye, it was ordered that
Mr. W.C.Thomas, County Superintendent , be, and he is hereby allowed $65.°O per month as additional
compensation for such deputy to be appointed by him during such period.

Flynn, Supt . of the C.B. & Q. R.R. Company, that the County would guarantee the payment of $50."
toward the construction of a suitable crossing over the C.B. & Q.R.R. Tracks at a point about one
quarter of a mile west of Roggen; said Company to build the crossing and forward a duly itimized
bill therefor.

It appearing to==-the Board that several changes are asked to be made in the

plans and specifications of the new jail now under way of construction; and that several letters
from the Contractors and Architect have been received setting forth the exact amount of cost said
changes will make . All of Which said letters are now on file with the contracts and specifications.
After having diaeussed, examined and considered the same at length, it was on motion order-
ed that all of said changes be disallowed, except the stairway in basement from the Sheriff's resi-
dence, which change is to be taken up with Seerie Bros., Contractors, who are asked to submit the
cost of said change .

IRRIGATION TAX LEVY:
The County Clerk having received in due course of business the following
certified copy of the minutes of the Proceedings of the Board of County Commissioners of Morgan
County, in re , "Levy of Tax for the year A.D. 1911, for General Fund and for the Bond Interest Fund
for The Riverside Irrigation District" , which has heretofore been filed with said Clerk, were there -
upon by him submitted to the Board, to-wit: -

Gentlemen: —
The Board of Directors of the Riverside Irrigation
District at its meeting held September 5th, 1911, passed
upon the requisite assessment for the ensuing year for
interest and maintenance as follows:
Amount of interest to be raised on deeded land in
the District $28,700 .00, or $1.65 per acre; amount of
maintenance to be raised on deeded land $6,300.", or 35 '
per acre. These are the correct amounts in each case
after having added the 15 "/". as you are required ter law
to do, and said Board respectfully recommend that your
Honorable Board make assessments in accordance with the

After having discussed, examined and considered the same at length, Commissioner Levis
offered the following resolution, viz : -
WHEREAS, it has been certified to the Board of County Commissioners of the County of Weld
41 the Honorable County Cl;:rk of Morgan County, Colorado, that the amount of Interest to be raised
on deeded land in The Riverside Irrigation District is $28,700-. °° or $1.65 per acre, and the amount
of maintenance to be raised on deeded land to be $6 ,300.°° or 35 id per acre, both amounts includ-
ing fifteen per cent . added as required by law,
NOW THEREFORE BE IT RESOLVED, that a levy of -035 mills on each dollar of assessed valua-
tion for irrigation district purposes, of all the real estate included in said Riverside Irrigation
District , for the current expenses of said irrigation district for the year 1912, together with
existing deficiencies, be, and the same is hereby levied upon all of the real estate included in
said district, situated in the County of Weld in the State of Colorado .
BE IT FURTHER RESOLVED, that a levy of . 165 mills on each dollar of assessed valuation
for irrigation district purposes, of all the real estate included in Riverside Irrigation District ,
to raise the amount of money required to pay the interest which will become due on June 1, 1912, and
December 1, 1912,on the bonds of said district , be , and the same is hereby levied on all of the
real estate included in said district, situated in the County of Weld, in the State of Colorado .
Said motion was duly seconded by Commissioner DeVinpy .
The Question being put on said resolution, the yeas and nays were called with the following
result : -
Yeas : Commissioner Bolander, DeVinr r and Levis . -
Nays : None .
All of said Commissioners having voted in the affirmative , the said motion prevailed, and
said resolution was accordingly ordered adopted.
The following claims and bills were then presented and on motion of Commissioner DeVinny ,

IN THE MATTER OF CHANGES OF WIREING IN THE NEW COUNTY JAIL..
After oarefull considering several

proposed changes of wireing in the new County Jail and Sheriff's residence, it was on motion ordered
that the following changes be made, viz:
1. The tablet Boards to be moved from the utility corridor to the public corridor on first flocs
2. The lights in the exercise corridor to be moved out into the guards corridor.
3. The vault lights in the northeast corner of the room to be moved to the southwest corner
thereof.
4. Install two sets of duplex Switches so that the same will operate the lights in the first
floor hall also second floor hall of Sheriff's residence .
5. Install one set Duplex Switches to control lights in corridor of basement .
6. one set Duplex Switches to control lights in First floor hellidor.

The Report of A.P.Smithers, Accountant, upon the Books and accounts of The

Commissioner DeVinrer, seconded by Commissioner Levis and duly carried, all three Commissioners

Leslie to secure canvas enough to cover -all windows in the New County Jail to be used while plaster—
ing, also to secure enough coke to keep the building warm while underway of plastering. Charge

the names of the owners of the several tracts described by metes and bounds around the Town of
Pierce, in NEkand SEi See. 27 and ni Sec . 28, Tp. 8 N., R. 66 w. , were presented, and after
carefully considering same, and being well advised in the premises, it was, on motion ordere&, that
the proposal of The Greeley Abstract Company of $95.°O be accepted, and that said Company be and
the same are hereby awarded the contract .

ROOF OF COURT HOUSE: -
After carefully going over the roof of Court House it was found that all the
paint Was wearing off, and D.J.Shrewsbury being present offered to do the work and guarantee same
for three years for the sum of $60.°O, it was ordered that said offer be accepted and that Mr.
Shrewsbury be and he is hereby authorized to do the work with as little- delay as possible.

SIDE LIGHTING:
C.H.Rea, D.B.lyatt, Judge John T. Jacobs and Paul Darrow appeared before the Board
and urged that the County install three or four Gas Arc lights around the Court House grounds, and
after discussing the matter at length and the Board taking into consideration the standing of the
several funds, ordered that action be deferred to a later date .

Chas. Williams of the Kersey Lumber Co. appeared before the Board with his
