If they a spaces in Weld County in this area, they are isolated on the rentals. Asked what was going to be done for low cost housing. FHA has been working to to accomodate through legislation before Congress a plan that is now available to utilize mobile homes that are approved structures. We know from the basis of of the analysis that we can fil our two parks. They would be happy to make a concession that is in line with the overall development of Weld County that would add to the tax base. The plan we are about to put before FHA is tied to uti- lizing double wide mobile homes units. They are not economically fea- sable on a subdivision basis, they have to be on a cluster. We can submit to you a complete use of that corner which would antemplate the Commercial apartment dwelling units that we hope to finalize with the Paxton Lumber Companies, and thirdly mobile homes units that would be own your own but they are mobile home units. The back end of the pro- perty regular mobile home zoning. It would probably mean stages of three kinds of zoning. By virtue of the requests for mobile home park shows the gap has to be filled and it cannot be done by conventional housing. FHA is backing developers and backing mobile home park owner 97% of financing, 4% interest. We would like to present the detailed plan before it is denied. Mr. Boulter stated there is a shortage of housing in Platt' ville and felt there is a need for this. Mr. McCrea stated it would be a progressive development, possibly 40 spaces to begin with. There would be an access road from the frontage road to the county road. Mr Bowles stated he did not feel there is a need at this time and there ; no room in this part of the county for anything of this size. Mr. Bowles wrote to the Mobile Home Manufacturer's Association and the Mo- bile Home Park Ownor's Association and they stated that 65 spaces is the minimum and 85 the maximum where one person can operate the park and make a profit for himself and return on his investment and operate it as a full time job. Mr. Boulter stated he didn't think this would be completely developed for maybe 10 years. Mr. Watson asked if he would be satisfied with 5 acres at a time as the need developes. Mr. Boulter stated he would probably have to have a different site, the lift station for only 5 acres would be too costly. Mr. Moberge recommended the Planning Commission hold a hearing. SUBJECT: Platteville Planning Commission APPEARANCE FOR: Leoanrd Abbott, Chairman DISCUSSION: Mr. Abbott inquired about the three mile limit surrounding an incorpor- ated town and how far the local planning commission has jurisdiction. Mr. Bean stated there are two provisions, one has to do with recording a street plan, if Platteville adopts a street plan and it goes out into i the county beyond the city limits, they can record that filing. If thi is done, they have control aer the fact that people cannot build in those right-of-ways. The other thing is subdivisions. If a new sub- division is within two miles of Platteville, the Platteville Planning Commission must review it before it is acted upon by the County. TFae { is also a nuisance provision, which can given them extra -territorial control on nuisances. This commission always welcomes recommendations from town Planning Commissions and town boards. Mr. Abbott stated the) had had two men from the State Planning Board urging them to acquire a Comprehensive Plan. Mr. Abbott asked if the County Comprehensive plat included Platteville, could it be started at Plattecille, and Platt- ville could contribute to the expense of the County plan, or will they have to proceed by themselves. Mr. Bean stated many of the studies cannot begin in any one area as they are prettymuch county wide, and should move from one type of study to the other. Mr. Bean stated that the County plan will include the town in a general study and sug- gested if there was a way to delay the detailed study of the town un- til they see what benefits they derived from the county plan, they wou] /. be ahead and it would be difficult for them to be working for the coun- ty and the town on concurrent contracts. I have made a copy of the map and am returning the original to you. I will do the best that I can on obtaining the additional signatures, but I doubt that I will be too successful before the December 2 meeting. I have just been out of town on business and must go again. This is a very hectic time for me. Actually I am getting a little panicky. I thought I had obtained the required signatures. The only homes that are within 1,000 feet or 4 mile are the Hatchers and Ritz (7), and I just took a sampling of people, like the Heater's, Lawry's and Miller's, who were home but at a distance of about 1 mile. I checked with Misses McCord and Coburn and, at your suggestion, Mr. Houtchens because of their plans to subdivide. As I indicated in my letter to Dorothy Hill, my partner, Miss Ruth M. White, arrives in town on December 1 and will be able to be at the December 2 meeting. Since she is coming to Colorado expressly to open the kennel she will have time to follow through on this. I am sorry, Mr. Moore, if I have caused you any additional trouble. I have tried to follow through, plan ahead and do things right. My desparation now comes from a nearly impossible work schedule, which, as you know, must be dealt with. I i3 6 r Weld County Plannin Commission Page 2 At Mr. Moore's suggestion I contacted as many of my neighbors as I could reach this last week to seek their approval of my venture. While I did not reach two of my neighbors on the north, none of the people with whom I talked objected to having a kennel close to them. In fact, a couple of them said they thought it would be handy. Their signed statement of approval and a rough sketch of their general location in relationship to my property is enclosed. Unfortunately, I will not be able to attend your meeting on November 4. The first Monday of the month I must attend Executive Committee meeting at the C. U. School of Nursing. I hope I have given you sufficient information and that you will approve of my requests. I would envision that within the next few years the property will manifest approximately $20,000 - $30,000 worth of improvements. Thank you for your consideration. Permit - M.H Unit. We have received specifications for your 1967 Newport Model , 12'x60' 2-0 EX International Mobile Home, and have discussed same with The State Electrical Building Inspector (Mr. Roland Palmquist, Windsor, Colo.) We can accept your M -H Unit as a dwelling, and write a Building Permit whatever you are ready to act. However, may I suggest that FIRS? -- you should write a letter real soon to The Weld County Planning Commission: somewhat along the lines of the enclosed serox copy of Mr. Taylor's letter (enclosed). This is merely a fair sample, since we do not have a form for this type of letter, and you merely state the pertinent facts, along with a metes and bounds description of your 20.58 acre trot. This is to locate it exactly within the West half of Section 9, Twp. 1 N, R 68 W of the 6th P. M. If we can have this letter by October 21, 1963 it will be put on the aglpda for the Nov. 4 meeting. If you are able to attend at that time, w/o fouling up your own program, your chances for approval will be further enhanced, although the most consideration will bt given to the attitude of your neighbors. I au sure that you can contact all neighbors within 1/4 or 1/2 mile of your proposed building site in said Section 9-1-68. I have observed many public hearings and applications during the past year, and I am sure that time spent in getting boil approval and "Good —will" is well spent. It is always desirable to inform your neighbors of your intentions in a venttre of this kind, and I am sure that you can do a good selling job and get the support of your very interesting project. I have a grown daughter who is a great lover of dogs and horses, and she is an excellent salesman. To give you an idea of the time element, The Planning Commission will consider your application on Nov. 4 and decide at that time, provide you have a list op close neighbors. Their recommendation to The Board of County Commissioners be acted on at their next meeting (within a week or 10 days) and a decision n promptly, probably by November 20, which should fit your plans. When I talked with Mr. D. S. Moore, he indicated that I was privileged to attend your meeting to support my application. While I would like very much to attend your meeting, I am prevented from doing so by my responsi- bilities on the faculty of the University of Colorado School of Nursing. As soon as it is economically feasible I plan to build a permanent dwelling on the property, but I will not be able to do this for at least five years or so. In the meantime I would like to enjoy the "country living" afforded by my acreage in Weld County and would appreciate very much your favorable action on my application.
