Civil service governs the recruitment, examination and certification of public employees. It establishes just and efficient personnel management and merit systems. Civil Service has, where adopted, proved itself by giving better government. Senate Bill Number 130, introduced by Senator McVicker, would permit Colorado's counties to establish civil service systems. The bill would not affect the City and County of Denver, which already has its career service authority. Sixty-two counties, however, would be given authority to adopt, by a majority vote of the county commissioners, a civil service for their counties. If the county commissioners adopt civil service for their counties, it would cover employees of the county, except those excluded by the law. Almost all employees would be selected and promoted according to merit. NOT included under county civil service would be officers elected by the people, the county attorney, one deputy for each elected officer, board members, commissioners and department heads appointed by the commissioners. Also NOT included would be election officials, teachers, jurors, part-time employees and deputy district attorneys. KLZ believes Senate Bill Number 130 should be approved by the General Assembly. It would allow Colorado's counties to recruit and retain the most capable employees. It would take public employment out of the political arena. If you believe counties should be permitted to establish career civil service, contact your state legislators. Urge them to approve the bill to permit County Civil Service Systems. ) t Hello
