Dear Mr. Richardson:
Answering your inquiry of June 25, inquiring whether
the Board of County Commissioners of Weld County could spend
or contribute to a recreation facility in the county, such
as a baseball field operated by the City of Greeley, the
answer is There being no specific statute that would
authorize EEl Board of County Commissioners to spend county
money within a municipality in the county.

Baseball and Recreation Complement
On two previous occasions I have presented a request that the Board of County
Commissioners, as representatives of Weld County, participate in the develop-
ment of a City and County Recreation Area centrally located on South 23rd
Avenue and Reservoir Road.
This area incorporates approximately 22 acres that is partially owned by the
City of Greeley; together with various parcels of ground that have been given
to the County of Weld for a Public Library and to Long's Peak Council of The
Boy Scouts of America for a central headquarters building.
The present site includes Fire Station No. 2, Weld County Library, Farr
Boy Scout Center, a beautiful swimming pool, open to all residents of the
County, and an outstanding baseball park, which can accommodate major
league type play, as well as Junior League, American League and other
City and County baseball organizations.
I herewith respectfully request that the Board of Commissioners of Weld
County participate in this Recreation Area and more particularly in furnishing
the fence and backstop for the baseball diamond. The total cost, exclusive of
land, for the baseball complement is $50, 000.00. Of this amount the City
of Greeley has and will contribute approximately $25, 000.00. The popular
subscription from the businessmen of Weld County have contributed and pledged
$20,000.00. Inasmuch as the baseball park and recreation area will be used
by all the people of our County, it is the feeling of the people involved in this
development that the County should participate to some extent and specifically
it is requested that they pay for the fence and backstop, which comes to a
total cost installed of $6,328.00

The fence and backstop have been installed and arrangements have been
made for financing the payment through The Greeley National Bank.
Inasmuch as your budget is set for the current year, I therefore request
that you approve in the minutes of the next Board Meeting that authorization
be made in the 1966 budget, payable on or about January 15th, 1966, the
amount of the receipted statement from the Elcar Fence Company for the
installation of fencing and backstop for the baseball park at 23rd Avenue
east of the City Reservoir.
