WHEREAS, Mr. James H. Cooper of Roggen, Colorado, has
requested permission to locate a commercial hog farm operation
on the East Half (EZ) of the Northeast Quarter (NEt) of
Section Two (2), Township Two (2) North, Range 62 West of
the 6th Principal Meridian in Weld County, Colorado, containing
80 acres more or less, and
WHEREAS, the Weld County Planning Commission has approved
this request by Resolution dated October 3, 1967, and
WHEREAS, the said requested business location is in an
agricultural zone as set forth by the Planning Commission of
Weld County, and
WHEREAS, according to Section 3.9 (5) and 3.10 of the
Zoning Resolution of Weld County, said commercial hog farm
operation is authorized upon the approval of the Board of
County Commissioners,
NOW THEREFORE, BE IT RESOLVED That James H. Cooper of
Roggen, Colorado, is hereby authorized to operate a commercial
hog farm on the East Half (Ez) of the Northeast Quarter (NEt)
of Section 2, Township 2 North, Range 62 West of the 6th
Principal Meridian, Weld County, Colorado, as provided by
Sections 3.9 (5) and 3.10 of the Zoning Resolution of Weld
County, Colorado.

Gentleman;
I am in the process and planning to build a commerical hog farms
on the 80 acres of land I have, three miles south east of Roggen.
The legal description is, El NE* -20-2-62. The closest resident is a
little over a mile, and a half mile from the main road.
It is my understanding, that this kind of an opreation has to go
throught your jurisdiction, before it can be started. We would like to
start building in about two weeks, if possible.If you should need any
more information I would be glad to furnish it to you.

Dear Hr. Coopers
When your letter was received Sept. 13, 1967, it
was turned over to the Commissioners office for
approval of site. However, it has been returned
to the Planning Commission asking them to make
a recommendation. This liithe reason for the de-
lay.
This matter will be given consideration at the
Oct. 2nd meeting. Will will have to have a metes
and bounds description of the property.

DISCUSSION: Mr. Miller explained the purpose of the zone change and why time is of the
essence. The material from this gravel pit is needed to construct a por-
tion of Highway 34. Mr. Bartels suggested holding a public hearing as
soon as possible and the County Commissioners advertise their public
hearing simultaneously. Mr. Bean stated it would be bad practice to go
through the Board of Adjustment. His recommendation would be a con i-
tional zone change. His recommendation would be a conditional zone change
MOTION: By Ronald Heitman to set up a public hearing and proceed as soon as pos-
sible. Seconded by Leonard Bartels. A unanimous vote of "Aye". Motion
carried.

RESOLUTION:
Be it therefore resolved to recommend to the Board of County Commis-
sioners to amend Section VIII Special Procedure to read "Before submit-
ting a report and recommendation of any proposed amendment to this Reso-
lution, as required in No. 1 above, the County Planning Commission may
hold a public hearing on the proposed amendment in which event the fol-
lowing special conditions shall be required." Motion by Price Hopkins,
seconded by Leonard Bartels. A unanimous vote of "Aye". Motion carried.

a mobile home park. Seconded by Ronald Heitman. A vote of "aye" by
Bartels, Watson, Bowles and Heitman. "Nay" by Hopkins. Motion carried.

DISCUSSION: Mr. Aden applied for a sanitation permit and building permit for a garage
in April. In August he requested permission to park a mobile home but
did not submit the necessary fee, of which he was informed. There was
no response. The inspector check on this on 10/12/67 and found 2 mobile
homes and a patio built. Mr. Adens was sent a violation letter. A re -
request for a hearing was received on 10/20/67.
MOTION: By honald Heitman to deny this request on the basis he is within 6 miles
of a mobile home park. Seconded by Leonard Bartels. A unanimous vote of
"Aye". Motion carried.
