HomeMy WebLinkAbout690277r I • RESOLUTION WHEREAS, Raymond Berg, Route 2, Box 328, Greeley, Colorado, has requested permission for expansion of an existing feedlot operation on the following described property, to -wit: A parcel of land located North of the Cache la Poudre ditch No. 2 in the Southeast Quarter of Section 15, Township 6 North, Range 66 West of the 6th P. M. , Weld County, Colorado, containing 200 acres, m/1, and WHEREAS, the said requested expansion of an existing feedlot oper- ation is located in an agricultural zone as set forth by the Weld County Zon- ing Resolution, and WHEREAS, according to Section 3. 3(3)(c) of the Zoning Resolution of Weld County, said feedlot operation or any expansion thereof may be per- mitted on the approval of the Board of County Commissioners of Weld Coun- ty, and WHEREAS, the Weld County Planning Commission has recommended that the expansion of this feedlot operation be approved by Resolution dated March 19, 1969. This area has been used by us as a winter feeding area with inside feed bunks. However, we desire to divide it into 4 corrals. This land is three and a quarter miles west of Lucerne, Colorado. The corrals would be made of 6 in. x 8 in. x 8 foot posts and 2 x 6 lumber for fence, and feed bunks would be made of concrete with an 8 foot concrete apron. We would build two of these corrals as soon as approved by your commission and two more corrals in the near future. They are requesting a zone change in order to ex- pand the present operation. He stated he felt the whole area should be change to "C", including the potato docks to make the 3 business operations conforming. A variance will have to be granted for a build.. ing permits previous to the change of zone. RESOLUTION: Be it therefore resolved to recommend the change of zone "A" to "C" for the U. S. SUBJECT: Marshall Anderson made a suggestion that occasionally the Planning Com- mission hold meetings in some of the other incorporated towns, especially when something pertaining to their area is on the agenda. SUBJECT: There was some discussion regarding maps for zone changes. It was sug- gested the applicant be responsible for the map and a complete legal dis- cription by a registered engineer. The No. 2 canal flaws fray west to east along the south edge of farm. This canal is not accessible to livestock-becase it is excluded from pens by fencing. There have been craptsints. • The owner is anxious to develop and implement a waste management plan as soap as possible. Control of livestock wastes involves the solution of problems which fall into two general categories: Cl) canveyiag and confining runoff from the feed lot area to adequate retention storage ponds for later disposal by means Which will pieclude "- the wastes from entering into waters of the State of.Colarado, and (2) by-pass foreign water through abeasaltati ; culverts of sufficient capacity to prurient flooding of any part of -the feed lot or facilities which would result inthe contamination of waters of Colorado by livestock wastes. 1.11 Solution to problems: Pens 4 and 5 will need some grading, filling and sung. No fences or bunks would need to be moved. The watertables will have to be lowered in the area of the retention paid Shown an sketch map west of pens 10 add 11. -_Tyre is an existing 6" drain tile line which was iastalled.in - 1966, running along the north side of canal and outletting into canal an east side of driveway as sham at sketch map. Additional drain tile will be needed. A junction box will be installed into existing drain tile in the,sn.athwest confer of pen No. 11. The drain tile will extend 470 feet north along west side of pens- 10 and 11 as shown on sketch map. Another junction box will be in', stalled at the north end of the 470' section. Prom the junction box, 200 feet of tile drain will be installed going west as shown an sketch map. This drain will be installed in accordance to Soil Conservation Service Engineering Standard and Specifications 3 No. Colo -606. It will be 4.6' deep at the south end and 7.5' deep at the north end an a 0.2'/100' grade. This will leaner the existing watertale in the retention pond area. A carrying charnel will be constructed along the south side of pens 12 and 15. It will be 300' long with a 0.5'/100` grade, 10' bottom, 3:1 side slopes and 0.5' deep. The bottom elevation at the southeast corner of pen 12 is 95.5 and at bottom elevation at the southwest corner of pen 15 is 94.0. advert #1 will be installed under the lane between pen 15 and south of pen 19. The size of the culvert will be 30' x 22" x 13" arched C.M. Pipe. Extra fill will be placed in the lane over the culvert to have proper cover. A retention channel will be built along the south side of pen 19. It would be 160' long and 30' bottom 3:1 side slopes on a 0.05'/100' grade, storage depth of 3.0 feet. This channel will have a storage capacity of 0.41 acre feet. A carrying channel will be constructed along the south side of pans 7 and 9, 288' long with a 10' bottom, 3:1 side -slopes on a 0.30'/100' grade, flow depth of 0.6'. Road embankment along south side of pens 7, 9 and 11 will provide freeboard. Q.lvert•#2 as shown on sketch map will be installed under the lame between pens 9 and 11. The size of culvert #2 will be 30' x 2S" x 16" arched C.M.Pipe on a 3.9'/100' grade. A retention charnel will be constructed along the south side of pen 11. 180' long with a 30' bottom, 3:1 side slopes on a 0.05'/100' grade, storage depth 1.5'. Culvert #3 will be installed as shown on sketch map. It will be at the end of the retention channel and drain. the re- tention charnel into the holding panda The size of culvert will be 20' long 25" x 16",arched C.M.Pipe with a flap valve on and into holding pond. This retention channel will store 0.21. acne feet. A holding pond will be built along the west side of pens_10 and 11. The total storage needed is 4.7 acre feet. The two re- tention charnels will store 0.6 acre feet and the holding pond will store 4.2 acre. feet, giving a total storage of 4.8 acre feet. The holding pond will be 400 feet king arm ZOO feet wide,. with 3:1 side slopes, 8.0 feet top width, and depth of 3.0 feet. - The bottom elevation will be 77.0 and esbae meat crest eitestiat. on the south, east and'west sides will be 82.0 and 83.3 at the north. This will provide a 2.0 foot Lreeboard. An emergency spillway will be constructed in the southwest corner of lye holding pond, size 20' x 36" x 22" arched C.M.Pipe with an inlet structure with trash rack. It will outlet into the diversion ditch on the west side of the pond. Apunp will be installed at the north end of the holding pond. A pipeline will be installed to deliver the waste into a lined ditch at the north cad of the 4 pens as shown on the sketch nap. The waste will than be spread over the owner's fields only, allowing no waste to enter Colorado waters. A diversion will be constructed along the west side of pens 19, 20 and 21 south to north end of holding pond. It will be about 1000' long with cage foot bottom, 1:1 side slopes, 1.5'/100' grade 1.5' deep including 0.3' for freeboard. The bottom eleva- tion starting at northwest corner of pen 21 is 97.0 and bottom elevation at northeast corner of holding pond, as shown an sketch nap, is 81.6. A diversion will be constructed along the north end of the holding pond flowing west 200 feet an a 0.15'/100' grade, 2' bottom, 1:1 side slopes, 1.7' deep including 0.3' for freeboard. A diversion will be constructed along the west side of the holding pond, outletting into the canal. It will be approximately 400' long, 2' bottom, 1:1 side slopes, 1.3' deeo including 0.3' for freeboard. Culvert #5 as shown on sketch map, will be installed to carry runoff from the diversions and emergency spillway. The culvert will be 50 feet long, 43" x 27" arched C.M.Pipe an a 2.3'/100' grade. The elevation of the inlet will be 79.4 and the outlet 78.4. Extra fill will be provided over culvert for proper rover protection. A carrying ditch will be constructed for the retention channel overflow from the Channel southof pens 12, 15 and 19. A concrete lined ditch will be constructed to carry this flaw. The ditch size will be 450' long, 1' bottom, 1:1 side slopes, 2.0'/100' grade, deptih 14 inches. QAvert #6 as shown sketch map will be installed, size: 20' long 18" x 11" arched C.M.Pipe. There will be a fence constructed around the retention pond to keep livestock out.
