J Shaffer and S M Edgell appeared before the Board and presented
a petition duly and regularly signed by thirty—five per cent of the qualified electors of Weld
County, Colorado , praying for the organization of said Weld County into road districts for road
maintenance under the provisions of sections 5604-5625 of the revised statutes of 1906, as same was
amended by Sess° on Laws of Colorado, 1911; after due consideration it was ordered that a hearing on
said petition be set for Tuesday the 19th, day of November, A.D. 1912 at the Office of the Board of
County Commissioners of Weld County, Colorado, in Greeley, Colorado, and the clerk is hereby ordered
to advertise as a Legal Notice the petition and date of hearing as above set forth.

Strong, viewers appointed September 21 A.D. 1912 to view the following described line, viz:--
Commencing at the south east corner of section 27, township 5 north,
range 64 west, thence five miles due west on the section line to the north-
west corner of section 36, township 5 north, range 65 west.

was presented to the Board when the following action was taken and entcred of record, to-wit:--
The Board having carefully considered the report of the viewers herein, as well as the objec-
tions made thereto, and finding the report correct as to form, and believing the publio good

requires the laying out of the road as recommended by the viewers, it was on motion ordered, that the
report be approved and adopted, and the road therein described and recommended by the viewers be and

is hereby declared a public highway. The Clerk is directed to record the report, plat the road,
draw warrants in favor of parties for damages awarded, and cause notices to be posted of opening of
said road, and notify the Road Overseer of proper District to open the same to travel in sixty days
as required 1y law.

TO WORK ON THE ROADS OF WELD COUNTY:

A committee composed of Judge E.C .Smith, C .J.Crockett, Harvey
Parker and ` .'`.Edgell appeared before the Board and presented c:. proposition from Warden Tynan
wherein he proposed to furnish convict labor to work on the roads in Weld County,Colorado.
The Board being well advised in the premises, it was after due consideration, moved by
Commissioner Bolander and seconded by Commissioner Hodgson and unanimously carried, that Weld County
engage the Tynan Road outfit consisting of 10 teams with 32, men and Two Road Overseers, said Road
Overseers to receive a salary of ;; O. OO and "'.00. 00 per month respectively; nothing more to be paid
for labor and teams except board and transportation.

h\IA Pursuant to advertisement in the 71eld County Republican
as shown by affidavit of publication, the Board proceeded to open and read the several bids

received for the construction of a 60 foot Pile Trestle Wagon Bridge across the Bic Thompson CreeL
on the North Line of Section 30, Township 5 North Range C7 Test. One half mile East of County Line.
After carefully considering theproposal of each Contractor, and being well advised in the premises,
it was on notion of Cods, .loner Bolander, seconded by Commissioner Ilodgson and unanimously carried,
three votes aye, ordered that the proposal of The W.I .Roller Construction Co. of Ft. Collins, Colo.
be and the same is accepted at his figure of $600. 00 and the further sun of 25 cents per cubic
yard for Grading road approaches. The Clerk is hereby directed to notify said The W.H.Rollcr
Construction Company of the acceptance of their proposal and to forward the necessary contracts
for their signatures, s::id contracts to be made in duplicate.
This completing the business for the day an adjournment was ordered taken to and until Wednesday
November 6th A.D. 1912, at 9 o 'clock a.m.

III THE MATTER OF TAX REBATE
OF COLORADO & SOUTHERN RY. CO.
Mr. J.A.Israel, Tax Agent of the Colorado & Southern Ry. Co. appeared
before the Board and prayed that the Colorado & Southern Ry Co. be granted a rebate of their 1911
tax on Railroad,Rolling Stock etc, for the reason that said tax was erroneous, that said Company
have paid taxes on a valuation of $131080. That the over-valuation upon which said rebate is
claimed is 06690. That the total amount of the rebate claimed is $204.77.
After carefully considering the matter and being fully advised in the premises by conference
with the County Assessor, it was on motion of Commissioner Hodgsdn seconded by Commissiondr ,•Bolander,
and unanimously carried, three votes aye, ordered that the prayer of the petitioner be granted and
the Clerk is hereby ordered to draw warrant for the sum of $204.77 being the amount of rebate wanted

Assessor was presented and shows the grand total valuation of taxable property in Weld County for
the year 1912 to be 020,438,710. and the number of persons subject to military poll tax to be 3271.

The Board now being in possession of all necessary information in the premises„
proceeded to make the several tax levies for the year 1912, and after due consideration it was, on
motion of Commissioner Hodgson, seconded by Commissioner Bolander and unanimously carried, all three

the Board of Directors of The Green City Irrigation District, that the sum of $2760.00 is required
to be raised to pay the interest which will bec cme due during the year 1913, and

'proceeded to examine and cheok the petition heretofore filed, to-grit , on October 11, A.D. 1912,
praying for the organization of Weld County into road districts for road maintenance under the
provisions of Seotions 5804-5625 of the Revised Statutes of 190S, as the same was amended by Session
Laws of Colorado, 1911.
After spending the day checking said petition and not completing same, and wishing to become
more fully advised in the premises, it was on motion, unanimously carried, ordered that tills
petition be again taken up at the next regular session of the Board.
This oompleting the business for the day an .adjournment was ordered taken to and until 9 o 'clock

The County Clerk having received in due course of business the following
statement from the County Clerk of Morgan County, Colorado, in re Requisite tax levy for the RiversA
Irrigation District, for the year 1912,exclusive of improvements thereon, for Bond and Interest
X2.07 per acre; for General Purposes .60 per acre, was thereupon by him submitted to the Board,

At a regular meeting of the Board of County Cormiss loners of
Morgan County, Colorado, held on the 13th day of November 1912,
the following requisite tax levy was made for the Riverside
Irrigation District, for the year 1912, exclusive of improvements
thereon, upon all the lands within the corporate limits of said
District as the same is valued by the County Assessor for Irrigation
District Taxation, as follows:-
For Bond and Interest 02.07 per acre
For General Purposes .60 per acre

After having discussed, examined and considered the same at length, Commissioner Bolander
offered the following resolution,viz--
WHEREAS,. it has been certified to the Board of County Commissioners of the County of Weld by
the Honorable County Clerk of Morgan County, Colorado, that the amount of interest to be raised on
deeded land in The Riverside Irrigation District is $3305.79 or 02. 07 per acre, and the amo nt

for General Purposes to be raised on deeded land in said district is $956.20 or .60 per acre, both
amounts including fifteen per cent added as required by law, and
WHEREAS, the returns from the Assessor of the County of Weld show the total, assessment of
the land included in said irrigation district in Weld County to be 015970.00
NOW TIEREFORE BT IT RESOLVED, that a levy of 207 mills on each dollar of assessed Yaluation
for irrigation district purposes, , of of all the real estate included in said Riverside Irrigation
District to raise the amount of money required to pay the interest which will became due on
June 1,1913 and December 1, 1913 on the bonds of said district, be and the same is hereby levied
on all of the real estate included in said district, situated in the County of Weld, in the State
of Colorado.
BE IT FURTIR RESOLVED that a levy of 060 mills on each dollar of assessed valuation for
irrigation district purposes, of all the real estate included in said Riverside Irrigation District,
for General purposes, together with existing deficiencies, be, and the same is hereby levied upon all
of the real estate included in said district, situated in the County of Weld, in the State of
Colorado.
Said motion was duly seconded by Commissioner Hodgson, and unanimously carried, all three
Commissioners voting in the affirmative and said resolution was accordingly ordered adopted.

IN TEE MATTER OP GIVING AID TO
WILLIAM HUFFSMITH,EVANS, COLO. : ) <
Dr.Hill, County Physician at Evans, Colo. , appeared before the Board
and stated that he had attended William Huff smith and given him medical assistance , that said
Dm. Huff smith was physioially unable to work and support himself owing to his continual dissipation,
and he recommends that Weld County give said Huff smith aid through his sister Mrs. Henry Webber
who lives in Evans and would see that any supplies issued by the County would be properly used.
After carefully considering the matter, and being fully advised in the premises, it was on
motion unanimously carried, ordered that William Huffsmith be given aid through his sister Mrs.
Henry Webber, to the extent of $5.00 per month in supplies, with the understanding that this aid is
to be given for the winter months only and with the express condition, that he, the said Wm.Huffsmith
cease to dissipate, otherwise he would be sent to the County Hospital.
IN THE MATTER OF THE DISALLOWANCE

Clerk in due course of business and presented to the Hon. Board of County Commissioners, viz:
TO THE BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO
" GENTLEMEN:
" WHEREAS, a warrant has been issued from your offioe to
one J.N. or Newt NicholsOn, in the sum of approximately 5l; and
WHEREAS, a garnishment has been served upon you in a cause wherein
Mrs E Angove was plaintiff and said Nicholson was defendant, in
the Justice Court of David M. Jenkins, J.P. ; Warrant No 135B2 Series G. 051.00
and
WHEREAS, an order up0 n you has been drawn by said Nicholson to Evans Bros, of
Erie, Colo.
NOW THEREFORE, we, the undersigned, the above named claimants
do hereby authorize you to send said warrant to .the Erie Bank
with instructions to turn over to the person we there may
designate to receive same, hereby agreeing to hold you charmless
in the matter.

that said David M. Jenkins,Newton Nicholson,Evans Bros. and Mrs E Angove all properly endorse same.

Bolander, and duly carried, all three Commissioners voting aye, the following resolution was
unanimously adopted, viz:
WEEREAS, John C. Hardman has by Quit Claim Deed of date July 31st, 1912, duly signed,
acknowledged and delivered, dedicated to the County of Weld and State of Colorado, for road purposes
only, the following described strip or parcel of land, viz:
• Beginning at a point in the center of the present County
Road running East and West along the South sidd of Section 29,
T. 5 N. , R. 67 W. , which point li=es N. 7 ° 59 ' W. a distance
of 251 feet from the North end of the West Guard Rail on a
concrete bridge across the Big Thompson Creek, and which is also
266 feet, more or less, west of the S.E.corner of said Section
29; thence

OF TIM PEACE FOR JUSTICE PRECINCT 27:
r.1 A J Luther , County Clerk, appeared before the Board and
requested that Mr. J W Bowen be appointed q to the office of Justice of the Peace for Justice Precinet
No 27, stating that there had been an error by the Judges of Election of/said precinct in returning
the name as J.W.Brown instead of J W Bowen; that the wrong name was printed upon the official ,
Ballot which elected a Mr J W Brown to ti-.e office , when in fact there is no such person as. J W Brown
in said pr ec:not.
After ccrefu lly considering said request and reading a communication from J H Hume it was
considered advisable to make said appointment, therefore, on motion of Commissioner Hodgson, duly
seconded and carried it was ordered that Mr. J.7. Bowen be and he is hereby appointed to the office
of Justice of the Peace in and for Justice Precinct No 27; provided he will qualify as by law
required. The Clerk is hereby ordered to so notify Mr. Bowen and forward to him his appointment
and blank bond in the sum of $1000. with request that the Bond be executed and returned before
January 1,1913.
The Board then resumed the checking of the Books and Accounts of the County Treasurer and spent
the remainder of the day thereat, pending a completion thereof, an adjournment was ordered taken to

OF GREELEY HOSPITAL PAY BRANCH:
The Board then_proceeded to open and examine the several bids for
the painting of first and second floors of the g'eeley Hospital Pay Branch and finding that the bid
of Mr. A.I.Clark was the lowest and best, it was on motion unanimously carried, ordered that the
bid of Mr. A.I.Clark in the sum of $143.60 be and the same is hereby accepted and the clerk is
hereby ordered to notify Mr. Clark to do the work as per his bid.

The serviizes of the Board being now required on account of securing gravel for the roads
being build by the state Convict Camp, the remainder of the day was spent for this purpose.
